    Societies without borders?

    The new horizons of transnational studies

    Une pluralité de phénomènes sociaux longtemps analysés principalement par le prisme des États-nations sont désormais revisités dans des contextes plus vastes. Les chercheurs en sciences sociales accordent une importance accrue aux mouvements migratoires, aux dynamiques économiques et aux processus de formation de classe à l’échelle mondiale, aux mobilisations sociales transnationales, à la circulation des idées et des pratiques culturelles - autant de phénomènes qui tendent à « déborder » les frontières nationales. Ces objets de recherche ont contribué au fleurissement des études transnationales au sein de différents champs disciplinaires. En sciences humaines et sociales, les échelles d’analyse se sont diversifiées afin de mettre en lumière des échanges internationaux, des processus « translocaux » et des liens transfrontières de toutes sortes. Notre colloque sondera les tendances récentes des études transnationales et les nouvelles orientations qu’elles pourraient prendre d’un point de vue théorique, méthodologique ou empirique.

    La première ambition du colloque est de contribuer au renouveau des perspectives concernant « l’art de propagande » soviétique, qui doit être envisagé de manière plus vaste que la seule agitation politique, car il inclut les tâches éducatives, la formation hygiéniste, technique, ou de prévention des populations civiles. Le second aspect privilégié tient aux spécificités des propagandes de guerre, qui concentrent tous les outils de communication vers un unique objectif. L’étude du cinéma soviétique en guerre s’appuiera utilement sur les nombreux travaux concernant la mobilisation des cinémas alliés ou ennemis.

    Global diplomacy and natural resources

    Stakes, practices and influences of non-state actors (18th-21st centuries)

    Since the end of the Cold war, the activity of non-State actors has attracted considerable attention as part of an increasingly globalised governance and diplomacy. As Richard Langhorne has remarked, the 1961 Congress of Vienna ‘marked both the culmination and the beginning of the end of classical diplomacy’, in which ‘the State ha[d] been, since the seventeenth century, the principal and sometimes the only, effective actor’. As Langhorne and Hamilton have convincingly argued in The Practice of Diplomacy, today’s diplomacy is characterised by a ‘blurring [of] the distinctions between what is diplomatic activity and what is not, and who, therefore are diplomats and who are not’.Quite revealing of this change on the international diplomatic stage is the proliferation and the increased importance of multifarious non-State actors (NSA). The waning of classical State diplomacy has thus been paralleled by the advent of transnational organisations, which, whether public or private, now play a key role in the conduct of diplomacy.

    Flux migratoires au Maroc : ampleur, acteurs et effets

    La gestion des flux migratoires au Maroc

    Au Maroc, la question migratoire était, jusqu’à une date récente, approchée de manière conjoncturelle. Autrement dit, une question subie, que ce soit dans sa dimension « émigration ou immigration ». Si les flux migratoires des années 70, principalement d’ouvriers, vers l’Europe ont fait l’objet de nombreuses études dans les pays d’accueil, ils n’ont pourtant pas bénéficié de l’attention nécessaires de la part des chercheurs, tout comme ils n’ont pas été explicitement assumés en tant que choix par les pouvoirs publics, mais plutôt comme une réponse à des demandes extérieures urgentes. Une nouvelle forme d’émigration, celle des étudiants, n’a, quant à elle, fait l’objet de préoccupation ni de la part des chercheurs ni des pouvoirs publics. Par le passé, les pouvoirs publics avaient été davantage mobilisés par les aspects sécuritaires et politiques que par le devenir de cette population ou son éventuelle contribution au développement de son pays.

    “For the World’s Benefit” : Transnational Perspectives on the First Century of the Panama Canal

    The centennial of the canal’s inauguration provides an opportunity to renew inquiry about Panama’s mission of “service to the world”, as the country’s national motto states. The colloquium approaches the history of the canal in light of recent efforts to promote “global”, “connected” or “transnational” history. It aims both to reassess the geopolitics of the canal’s control and to explore a broad range of social and cultural phenomena that have taken shape through the canal’s construction and use. Alongside diplomats, soldiers and journalists, who figured prominently in international relations, engineers and juristsput forward the professional dimension of international cooperation. Last but not least, the colloquium seeks to shed light on how travellers and laborers appropriated the canal and interpreted the “service of the world”.

    France and the Second World War in Global Perspective, 1919-1945

    As the 70th anniversary of the end of the Second World War approaches, this conference seeks to re-evaluate the experiences and roles played by France during the war and its lead-up. Its aim is to explore France in the Second World War from a global as well as domestic perspective, including the interwar years of shifting foreign relations, international entanglements, political upheaval and military build-up. What new approaches might scholars bring to the history of the Vichy regime, collaboration, resistance, liberation, and the German and Italian occupations of France and Corsica? How have historians’ understandings of the roles played by the French colonial empire and colonial forces changed? How might international, transnational or comparative approaches contribute towards developing new avenues of research in this area?

Le présent colloque accordera une attention particulière aux liens indirects, triangulaires : qu’en est-il de la relation américano-russe en Iran, en Ukraine, à Cuba, etc. ?

    The ‘Island Cities and Urban Archipelagos’ conference explores the culture, economy, and politics of towns and cities based on islands worldwide. It considers common attributes of island cities, the influence of island status on urban development, and how and why different island cities have developed in different ways. Throughout history, islands have been sites of urban development. Physical separation from the mainland, spatial limitations, and maritime tradition facilitate transport of products and ideas, defence infrastructure, construction of social capital, consolidation of power, formation of cultures, and concentration of population.

    Musical and theatrical circulations in Europe, circa 1750-circa 1815

    Dans l’Europe du dix-huitième siècle, la mobilité des artistes est un fait établi, et les milieux musicaux et théâtraux sont fortement cosmopolites. À l’époque où le classicisme musical, la comédie de mœurs, l’opéra bouffe et l’opéra-comique façonnent le goût, commence à se constituer un répertoire dramatique et musical commun aux diverses parties de l’Europe urbaine. Du point de vue de l’artiste ou de l’amateur-collectionneur, la pratique musicale, tout comme le voyage, la correspondance ou la sociabilité littéraire, a une dimension formatrice et transfrontalière. Mieux encore, la musique elle-même semble offrir un de ces idiomes universels dont rêvent certains philosophes de l’époque. L’objectif de cette rencontre est d’étudier, dans une perspective d’histoire culturelle, la circulation des matières musicales et théâtrales dans Europe de la seconde moitié du dix-huitième siècle, y compris la période révolutionnaire.

    Co-Ethnics as Unwanted Others

    Intra-Group Tensions After the Fall of Communism: Causes, Consequences, and Contexts

    Much has been written about the intricacies of acceptance and integration of immigrants who are racial, ethnic and/or confessional ‘others’ in relation to host populations. There are many examples of co-ethnics’ interaction which are overtly or latently accompanied by intra-group conflict, tension and misunderstanding, but academic coverage of co-ethnics’ encounters is far less ‘mature’ in terms of conceptualization, and literature devoted to these issues is far less abundant. The pattern of peoples' interaction being studied is usually a result of various kinds of population movement provoked by serious socio-political cataclysms in the 20th and 21st centuries, including the collapse of multi-national states and the intensification of labor migration resulting from post-socialist economic transformation. Our aim is to bring together international scholars who could present results of their latest research on these topics, preferably from a comparative and/or micro-level perspective.

    African students in the USSR and other former Eastern Bloc countries (1960–1990)

    From national histories to an international context

    On the one hand, we need to reexamine the evolution of Soviet politics and USSR strategies for cooperation, especially with African countries, development aid in the broader geopolitical context in which academic and cultural exchange programs, and the circulation of students and elites took place.On the other hand, we have to link the mobilities of students and elites to the evolution of national politics pursued by African countries, especially as far as their academic, economic, and industrial policies are concerned.The goal is also to compare this dual historic contextualization of mobilities of the students of the African countries to the historical changes that took place in the relations that such countries had with former colonizing countries after winning their independence. Finally, all of this research will be analyzed in the light of the history of the knowledge and scientific fields involved and cultural representations of Africa developed in partner-country societies.
