    Paradigms, models, scenarios and practices in terms of strong sustainability

    Bien que la notion de durabilité continue d'être associée au rapport Brundtland (1987) et au concept de développement durable, une communauté de chercheurs et de praticiens de la durabilité cherche de plus en plus à émanciper le concept pour être en accord avec les connaissances et les aspirations du moment. L'enthousiasme et les attentes à l'égard d'une plus grande durabilité vont au-delà des simples questions environnementales. Ils abordent également des questions sociales cruciales. Les communications du symposium visent à remettre en question les paradigmes, les modèles, les scénarios et les pratiques qui incarnent la durabilité. On peut se demander quel sens donner à l'idée même de durabilité et aux représentations qu'elle véhicule.

    L'État prédateur

    Ce colloque international s’inscrit dans un renouvellement récent et très dynamique de la recherche sur l’État en économie supposant l’examen critique de deux postulats dominants de la discipline : 1) Le postulat d’un État apolitique ou d’une dictature bienveillante qui ne poursuit aucun intérêt privé et qui maximise l’intérêt général. 2) Le postulat de « doux commerce » c’est-à-dire de l’exclusion des conflits sociaux, des guerres inter et intra étatiques en présence des marchés. Nos échanges visent à explorer comment les dimensions régalienne, prudentielle, et providentielle de l’État peuvent être interprétées si l’on relâche ces deux hypothèses. Quelle est la place du pouvoir conflictuel dans la genèse et l’évolution des règles régissant la répartition de la richesse et le développement économique, social, et écologique ?

    Government by Expertise: Technocrats and Technocracy in Western Europe, 1914-1973

    Technocracy is the political swearword of our times. From the multiple crises of the European Union to the recent elections in the United States, the role of experts in public governance is often invoked as one of the main sources for the political ills of contemporary society, responsible for the exacerbation of social inequalities, the decline in the acceptance of political institutions, and the rise of populist movements. This conference will look at the genealogy of technocracy and the trajectories of various groups of “experts” in western Europe’s mid-20th century.

    Crisis, Idea and Policy Transformation

    Experts and Expertise in European International Organizations, 1973-1987

    Crisis and crisis experience were central to Western European history between the first oil crisis of 1973 and the creation of the Single European Act. European international organizations (IOs) such as the OECD or the EC played a crucial role in debating and addressing manifold dimensions of crisis, shifting discourses and transforming policies at national and European level. These IOs drew heavily on experts and their expertise in debating and managing crisis and seeking solutions for structural problems. Organized jointly by the University of Portsmouth and Maastricht University on 30-31 January 2014, the workshop will investigate who were the experts active within IOs and what type or form of expertise they had and draw upon in agenda-setting, policy deliberation and decision-making. It will also discuss the role of experts in policy-making in the respective IOs and their influence on the development of the policy area concerned.

    This seminar will bring together scholars examining research themes pertaining to the evolution of production models in regions of India and China, in relation to the progressive opening of these large economies to trade and FDI. Of particular interest are industrial and innovation policies emerging at the state or provincial level and the manner in which these public policies interact with firm-level strategies in pursuit of more broad-based development goals. Apart from the keynote session, five thematic sessions are planned: Upgrading Regional Industries in India and China; Subnational Industrial Policies in India and China; Social Dimensions of Regional Industrial Performance; Articulating industrial policies between central and local levels; Industrial Districts and Regional Policies.

    Organized by UMR 201, RUME India, Mexico, Madagascar, CIESAS (Mexico) (www.rume-rural-microfinance.org). The main purpose of this interdisciplinary workshop will be a theoretical and empirical examination of over-indebtedness from the perspective of southern countries, with the following underlying hypothesis: to define and analyze the process of indebtedness requires first an understanding of the complexity and diversity of debt relationships. The following questions might be addressed: 1) The social meaning of debt, creditworthiness and over-indebtedness. 2) Financial ‘markets’ and financial providers. 3) Financial culture. 4) Impoverishment and accumulation. 5) Over-indebtedness.
