Death and Migration: Perspectives from the Post-Soviet Space
This dossier of Revue européenne des migrations internationales proposes to take up a research theme that has undergone a strong renewal of interest in recent years, that of death and migration. This dossier aims to shed light on an area which has been little studied from this angle (the post-Soviet space) and to develop an approach which focuses on the management of bodies 'dead in the distance' (deaths in migration, deaths due to migration). This dossier also focuses on the effects of a certain proximity to death on the practices of foresight and mutual aid (when they exist) in the migratory context, as well as their impacts on migration as a whole. Two thematic axes will guide the contributions: the first concerns the practical modalities of the management of dead bodies abroad; the second concerns mitigating and solidarity practices in relation to the proximity of death in migration.

This conference aims at rethinking the legacy of 1989 in Central and Eastern Europe (CEE) through the prism of its ongoing contestations, with a focus on the current trends and deliberate political efforts that challenge the major achievements of Velvet Revolutions as well as the outcomes of the collapse of the Iron Curtain. 1989 launched a process that continues to this day. Three decades of transformations, crises and setbacks have noticeably changed the shape of Central and Eastern European societies.

Ce numéro se propose d’analyser les enjeux géoéconomiques, géopolitiques et géostratégiques autour desquels gravite l’actuelle offensive de la Russie en Afrique. Comment percevoir le retour de la Russie sur le continent depuis le début du XXIe siècle ? Dans la compétition déjà virulente entre les puissances occidentales elles-mêmes, entre celles-ci et la Chine pour le contrôle de l’Afrique centrale dont la cécité stratégique des dirigeants est caractéristique des pays, quel apport peut avoir l’entrée en scène de le Russie ? Quelles incidences l’entrée en scène de la Russie pourrait avoir dans la rude compétition de puissance dans une Afrique centrale au cœur de convoitises des grandes puissances, occidentales et émergentes ? Les approches historiques, juridiques, politiques, sécuritaires, diplomatiques, culturelles et stratégiques devront permettre de répondre à ces interrogations qui mettent en lumière la nouvelle politique africaine de la Russie.

Transnational dimensions of dealing with the past in ‘Third Wave’ democracies
Southern Europe, Central Eastern Europe, and the Former Soviet Union in Global Perspective
This conference aims to fill the gap by looking at how post-dictatorial justice and memory experiences in Southern Europe, Central Eastern Europe, and the former Soviet Union after the “third wave of democratization” have reciprocally affected each other. It also seeks to unpack how memorialization practices in these regions were shaped by and influenced in turn criminalization discourses in other geographical contexts (Latin America, Asia, Africa). The conference focuses on transnational activism, transfers of knowledge, and expertise at bilateral, regional or international levels, the impact of legal and mnemonic narratives outside their countries of origin, and the role of international organizations and NGO's in dealing with mass violence. The conference aims thus to trace the mutlidirectional circulation of ideas, norms and models of reckoning with authoritarian regimes both within these regions, and between them and other areas of the world.

An exceptional contribution to the legal protection of human rights
En 2016-2017 l’Autriche et la Hongrie fêtent le 150e anniversaire du compromis constitutionnel de 1866-67. La Constitution adoptée à l’époque a créé un cadre pour un développement rapide de la monarchie constitutionnelle et la construction de l’État de droit. Les premières cours modernes pour la protection des droits fondamentaux (Reichsgericht, Verwaltungsgerichtshof) ont été créées. Vienne et Budapest se sont alors retrouvées dans une situation exceptionnelle. Pour rendre hommage à tous ceux qui ont contribué à cet essor exceptionnel du droit moderne, il est proposé d’organiser un colloque pluridisciplinaire (droit public, histoire du droit, théorie du droit, droit comparé, droits de l’Homme) à Strasbourg.

Political corruption scandals and civil society in the countries of Central and Eastern Europe
Medias, whistleblowers and civic organisations
Les scandales de corruption marquent par leur fréquence la vie politique des nouvelles démocraties en Europe centrale et orientale et représentent une caractéristique importante des scènes médiatiques et politiques. La révélation et la dénonciation de très nombreuses « affaires » ou des « gates », comme le langage populaire et journalistique les dénomme souvent, déferlent régulièrement dans l’espace public et attisent les attitudes contestataires et protestataires vis-à-vis des institutions, des élites et des partis politiques. Cependant, la question se pose sur les spécificités des scandales de corruption dans les nouvelles démocraties, pendant ou après des processus de transitions démocratiques. Quel est le rôle des dénonciations dans ces contextes spécifiques ? Que révèlent ces phénomènes des évolutions des sociétés, des valeurs et des régimes politiques ?

Acts of justice, public events: World War II criminals on trial
The conference suggests approaching trials of war crimes and of crimes against humanity, which took place in the aftermath of World War II and its following decades, as specific social events. By including professional and social actors (magistrates and police force, whistle-blowers, witnesses, defendants...) who got involved and shaped audiences of such trials, the conference endeavours to question the notion of publicization. It will cross this perspective with a study of the part played by the media supports in the organization and in the public reception of these trials.

The conference will hence tackle a general question: how do political choices, economic contingencies or social phenomena foster or disrupt all kinds of links throughout the post-soviet area?

International Social Science Summer School in Ukraine - Mykolaiv (Ukraine)
The 5th Annual International Social Science School, to be held in Mykolaiv, Southern Ukraine, on 2-9 July 2013, will have the theme of “Challenging the Social Order: Revolution, Reform and Transformation Under and After Socialism.” For an intensive week in early July, an international group of twenty doctoral students and up to a dozen faculties are converging to a different town in Ukraine to hear and discuss presentations on ongoing research on a critical theme. The Summer School is designed to be interdisciplinary and international and follows the format of a Workshop. The program also includes lectures and field trips, of historical and contemporary significance, within the region.

Referendums and the European democratic ideal
There has most definitely been a renewed interest in referendums in Europe. Over time, some countries such as Switzerland have fully integrated this form of popular ballot into their political practises while others, having scarcely used them in the past, are turning to them more and more. Given that the absolute purity of referendums contrasts sharply with the imperfections of representative democracy, they are often considered to be the impassable horizon of the democratic ideal. In this sense, they can be considered to be the essential expression of democratic will. Yet referendums are more frequently referred to in political discourse than they are actually put into use. -

La mission perpétuelle de l'administration publique est un des domaines problématiques du droit administratif mais qui intéresse de plus en plus les sciences sociales et politiques. Être au service de la société, apparaît de nos jours, comme un idéal plutôt qu'un impératif des services publiques qui du point de la santé, de l'éducation et des transports n'offrent plus des service de qualité aux citoyens. La crise actuelle, a conduit une révision générale des politiques publiques en France qui remet en cause l'accès des plus fragiles à un service public de qualité. Dès lors, il est tout à fait fait légitime de s'interroger sur les missions perpétuelles d'une administration dont l'objectif a été longtemps de rapprocher les administrés de l'administration. Ce colloque a pour principal objectif d'analyser dans une perspective interdisciplinaire de réaffirmer la mission perpétuelle de l'État en tant qu'entité centralisée et décentralisée. -

Having in 2005 published a first issue on transformations in the police in post-communist Europe (http://pipss.revues.org/index271.html), Pipss would now like to return to the subject of the police in Russia and other ex-USSR republics, by presenting recent research from a sociological, anthropological and historical point of view on problems the institution is currently facing, with emphasis on corruption and police violence, sociology of police staff and an analysis of current reforms. -
