Espace public / espace(s) privé(s) à la lumière des « printemps arabes »
À rebours des représentations officielles, médiatiques et néo-orientalistes de la division entre espace public/espace(s) privé(s), l’objectif de ce huitième colloque du Cercle des chercheurs sur le Moyen-Orient (CCMO) est d’analyser leurs chevauchements, leurs imbrications et interactions, voire leur caractère interchangeable : un espace privé étant susceptible à tout moment de se muer en espace public et inversement, un espace public pouvant épouser des logiques de privatisation et d’appropriation particulariste par un clan, une milice, une faction ou encore des groupes porteurs de causes spécifiques liées au genre, à la classe d’âge, à l’origine sociale ou encore à l’appartenance locale. Ce colloque invite à complexifier et à déconstruire cette opposition rigide entre espace public au singulier et espaces privés au pluriel, en interrogeant notamment la manière dont le politique se déploie dans des espaces privés ou semi-privés.

Over the past two decades a great deal of research on the question of Palestine has pointed to a fragmentation of the Palestinian political landscape, divisions exacerbated by the Oslo Accords. The ensuing establishment of the Palestinian Authority (PA), in particular, fostered the emergence of new political dynamics and new sources of power and legitimacy, embodied in the conflict between Fatah and Hamas that has dominated Palestinian politics since 2007. The creation of the PA also encouraged a process of capital accumulation and a restructuring of social classes after 1993. Moreover, the dispersion of Palestinians across the world, the superposition of national and international legal realities and the diversity of actors in the conflict have contributed to the multiplication of sources and resources of power. This complex set of factors has prompted questions regarding new sources, mechanisms and flows of power in Palestine, as well as resultant dynamics.

Covid-19, the world after: deconstructing to reconstruct relationships with the remainder of life
Que le Covid-19 soit d’origine animale, végétale, ou issu de manipulations en laboratoire, la crise qu’il cause en ce moment permet de se rendre compte de la fragilité de l’architecture du monde contemporain où, plus précisément, de la structure du système humain hérité de l’économie globalisée. Et les réponses que les experts de toutes spécialités tentent d’y apporter montrent qu'il est urgent de réfléchir sur l’ensemble des rapports de l’homme au monde ; de penser aux actions à entreprendre pour répondre efficacement aux insuffisances du système d’organisation économique qui a prévalu jusqu’aujourd’hui. S’il a été possible de prendre des mesures radicales pour se préserver du virus (gestes barrières, confinement, etc.), de vivre avec le minimum tout en faisant tourner l’activité économique par des moyens autres que ceux que nous avons eu l’habitude d’utiliser, c’est qu’il est aussi possible de changer sensiblement nombre de nos valeurs et pratiques bâties, pour la plupart, sur des principes aléatoires.

The inter-regional Francophone world and "One belt, one road": new vectors of transversality?

Le projet chinois à long terme « Une ceinture, une route » reflète une mutation des alliances et un décentrement des dynamiques mondiales. Ses dimensions matérielles et immatérielles en font une nouvelle architecture mondiale, une plateforme en évolution constante au service d’interactions internationales multilatérales et bilatérales. Elles ambitionnent de restructurer la gouvernance mondiale multi-sectorielle dans un contexte de forte interdépendance qui exclut une confrontation directe. Quels sont ses sources, ses moyens et son rayonnement ? S’agit-il d’une déconstruction de l’héritage politique et économique occidental ? Quelles en sont les perceptions par les principaux partenaires de la Chine (ordre de substitution ou affrontement, complémentarité ou rivalité) ?

Images and imaginations in the Middle East and North Africa
Depuis les années 2000, et en particulier à partir des « révolutions arabes » de 2011, les régions du Maghreb et du Moyen-Orient ont connu une explosion d’images. Réalisées dans des espace-temps situés souvent au cœur des luttes et reprises à foison, parfois hors contexte, diffusées sur les réseaux sociaux ou dans les médias traditionnels, ces images et les points de vue singuliers qu’elles véhiculent sont l’œuvre aussi bien de producteurs professionnels que d’amateurs aux prises avec les événements. Ainsi elles ont participé à médiatiser les conflits et les revendications et à créer une proximité émotionnelle avec les événements. Elles ont aussi servi à se réapproprier un vécu ou à résister à un imaginaire imposé.

Seeing Politics through Intermediation and Intermediaries
This seminar proposes to look at politics through the lens of political intermediaries and what they do, i.e. intermediation. Intermediaries can be defined as an assorted group of actors (political brokers, political parties, interest groups, movements) who acts as a hinge between two or more levels, actors or social institutions; while intermediation , as a process, encompasses all the mediations that these actors perform in order to keep the political system intact (Zaremberg, Guarneros-Meza, and Lavalle 2017; Gunther, Puhle, and Montero 2007; Kitschelt 2004; Smith 2007). The question we are interested in relates to the transformations in the roles of these agents and processes of mediation since the neo-liberal transformation has engulfed the processes of public policy formulation, contestation and enactment.

The papers in the seminar will address a broad range of research questions through acknowledging the regional and national variability of movements across Bangladesh, India, Nepal, Pakistan and Sri Lanka. On what issues and identities students mobilise in South Asia? What is the visibility and influence of student politics on society and political process? To which extent student politics is tied to party politics and broader socio-political networks? What means and methods of mobilisation are employed by student activists? How student politics is affected by and reacts to neo-liberalism, consumerism and globalisation?

Rejuvenating politics? Student politics and the history of youth’s political selves in South Asia
UW Madison conference (October 2018)
By drawing attention to the historical formation of both master narratives and counter claims developed by educated youth in the postcolonial period, the panel explores the relevance of campus spaces in the fashioning of political selves. After partition, many scholars regretted that students’ ‘movement’ had given way to sporadic, dispersed ‘agitations’, focused primarily on campus issues. Instead of dismissing group-based demands as ‘parochial’, or looking at students’ dispersion as a problem, this panel proposes to explore the myriad ways in which student politics supported, challenged or re-interpreted mainstream understandings of South Asian societies.

The objective of this international symposium is to bring together international researchers in social sciences and agricultural professionals to answer essential questions on risks in agriculture. This symposium will allow an update on the state-of-the-art in risk management in agriculture, with the feedback and experience of agricultural professionals and research results from international academics of the social sciences. The goal of this conference is to contribute to a joint reflection on the challenges farmers are facing today in terms of risks and how they cope. This symposium aims at providing guidance to farmers and policy-makers for a more viable and resilient agriculture.

Le désert du Sahara, les régions du Sahel et du Sinaï, sont autant d’exemples d’étendues mobiles, fébrilement animées par les flux mouvants qui les traversent. Loin de l’image courante d’espaces vides et inanimés, ces territoires sont l’objet d’une attention particulière et sont intégrés au processus de mondialisation. Gestion des réservoirs d'eau souterraine, exploitation des hydrocarbures et des ressources minérales, augmentation des migrations, présence de groupes armés et conflits territoriaux sont autant d’enjeux prenant place au cœur de ces régions arides. Ces questions d'ordre économique et énergétique, humain et environnemental sont intimement liées aux représentations géopolitiques de ces espaces et présentent ainsi un aspect sécuritaire important.

الإصلاح الديني والديمقراطية المسيحية والإسلام السياسي

تحل هذه السنة الذكرى المئوية الخامسة لانطلاق حركة الإصلاح الديني في أوروبا، التي دشّنها اللاهوتي الألماني مارتن لوثر، وهي التي امتدت آثارها تدريجيا وبأشكال متفاوتة خارج موطنها الأصلي. ومع تباين السياقات بين الفضاءين الأوروبي والعربي، فإن قضية الإصلاح الديني تظل محلّ مطالب متعاظمة في "أرض الاسلام"، رغم أن البعض يدعو إلى مرحلة "ما بعد الإصلاح الديني" أو تنسيب حجمها ، لاعتبارات مختلفة تتعلق بتعدد المداخل الى الاصلاح ذاته خصوصا اذا ما أخذنا بعين الاعتبار أهمية الدولة الوطنية ومنوال التنمية الاقتصادية والثقافة السياسية و التربية و القانون الخ. لذلك تبدو اليوم الحاجة ماسة إلى مقاربة التطور المقارن لأحزاب الإسلام السياسي في الواقع العربي-الإسلامي وأحزاب الديمقراطية المسيحية في الواقع الغربي، ضمن السياق الفكري والتاريخي، ووضع ذلك على محك الدراسة والبحث مع طرح إشكالية تطوير الفعل السياسي من زاويتين: الأولى تخصّ الإصلاح الديني، والثانية تتابع رصد التطورات الاجتماعية وتغير "الممارسات السياسية للمؤمنين". لكن ينبغي ألا تُختزل أبعاد الندوة في مجرد عقد مقارنة تاريخية لعملية "الإصلاح" في كلا التجربتين لا غير بل يقتضي الحال القيام بخطوة علمية أبعد غورا تذهب صوب استكشاف تطور هذا "الإصلاح" وتأثيراته على العمل السياسي والاجتماعي في الوقت الحاضر ومعرفة ديناميكية ذلك في العملية الديمقراطية عموما.

Depuis les années 2000, la montée en puissance des pays émergents a modifié les rapports de force au sein du système de gouvernance économique mondiale. Dans un monde de plus en plus multipolaire, les politiques extérieures des principaux pays émergents visent davantage à légitimer leur statut de puissances régionales qu’à promouvoir un multilatéralisme véritablement démocratique. Dans ce contexte d’évolution des rapports de force internationaux, cet atelier pose la question de l’impact de la montée en puissance des pays émergents sur la gouvernance économique et les régulations commerciales et financières internationales.

The broad objectives of the conference are to foster collaboration and the creation of trans disciplinary research projects on South Asia, while discussing a common issue that transcends our area of study: the difficulties of applying theories of predominantly Western origins to a Non-Western context.

Contested Hybrid Democracy: Endorsing or Revisiting the Liberal Model in non-Western Countries

Democracy has become a worldwide reference in terms of political organization and governance. While the universal character claimed by such a model has largely been theorized from a Western point of view, the variety of uses and appropriations from non-Western countries, including emerging States, remains unexamined. Disappointed with the results brought by the transition paradigm, the hybrid regimes literature tends to assess the unequal reception of the democratic model in non-Western countries. Nevertheless, the hybrid regimes analytical frame does not exhaust the question of the inner workings of these regimes, since its scientific referential remains based on Western theories and focuses on the uncompleted democratization processes and dynamics. This panel aims at switching the analytical frame towards the reception of the democratic model in non-Western countries through an assessment of uses and reappropriations of this model by political and social actors. Non-Western countries represent an interesting reflection ground for testing appropriation-reject dialectics regarding the Western democratic model. While this model directly inspires some of these countries (India, South Africa or Turkey), it has been rejected by other countries (China and Russia). Are there emerging models of democracy or counter-democracy models in non-Western countries ? We shall address these questions related to the unequal reception of the democratic model in non-Western countries.

Gouvernance des métropoles méditerranéennes : quels modèles, quels outils ?
Dans le cadre des deuxièmes rencontres de l’AViTeM qui auront lieu fin janvier 2015 à Marseille, il est organisé une première journée d’études sur la « Gouvernance des métropoles méditerranéennes : quels modèles, quels outils ? ». Cette première journée d’études organisée dans le cadre du réseau MEDITER vise à favoriser le dialogue entre les universités et les professionnels sur les politiques urbaines et territoriales en Méditerranée. L’objectif final du réseau est de favoriser la naissance de réflexions croisées sur la réalité et les enjeux de la ville méditerranéenne aujourd’hui. Pour cela il s’appuie sur un réseau de laboratoires ciblés et l’organisation de journées d’études thématisées liant recherche fondamentale et praticiens de l’aménagement. Cette journée d’études, avec publication des actes, permettra de poser une première pierre visant à favoriser des échanges scientifiques de haut niveau en matière d’aménagement et de développement territorial sur le pourtour méditerranéen.

Civil societies faced with the resurgeance of segmentary logics
Ce colloque vise à analyser les processus de remise en cause de l’autorité et/ou de la légitimité de l’État dans cinq pays arabes touchés par ce phénomène : Irak, Syrie, Liban, Libye, Yémen. Il s’agira de comparer les différents processus en cours en les rattachant à un temps plus long et d'identifier dans les racines historiques des processus de construction nationale arabes les causes possibles du délitement des institutions étatiques auquel nous assistons dans les pays considérés, face à la tenue, réelle ou apparente, d’autres pays de la région, où l’Etat s’appuie sur des identités plus anciennes, y compris coloniales, et/ou sur des appareils sécuritaires omniprésents. La démarche s’appuie sur une dimension internationale et interdisciplinaire et s'adresse à l'ensemble des sciences sociales (anthropologie, histoire, sciences politiques et sociologie notamment).

The right to happiness and the concept of happiness in Bhutan
Dans le cadre des journées d'études « la proclamation dans la Constitution du Bhoutan d'un droit au bonheur », un appel à contribution est lancé pour une intervention dont l'objet est de présenter l'origine et le concept de bonheur tel qu'il est entendu au Bhoutan. Il est aussi possible d'évoquer l'exportation de la mesure du Bonheur Intérieur Brut (BIB), reprise par l'Organisation des Nations Unies et la création de l'Observatoire International du Bonheur. Cette intervention, qui ouvrira les journées d'études du RERDH permettra de mettre en lumière les éléments contextuels et spirituels qui ont permis de voir émerger cette conception d'un droit au bonheur au sein de ce royaume.

The departments of contemporary studies of IFEA (Istanbul) and IFPO organize a workshop in Erbil, the 29th of May 2014. This workshop aims at analysing the evolving dynamics of the Kurdish populated areas in Turkey, Iraq, Syria and Iran. More precisely, it will focus on the changing interactions between the nation-states and the Kurdish political actors, and on the impacts of these transformations on the modes of local governance.

Call for Papers of RC 13 Panel. The International Political Science Association will hold its 23rd World Congress in Montreal, Canada, from July 19 to 24, 2014. The following panel is part of the Research Committee on Democratization in Comparative Perspective panels (RC13). The objective of this panel is to identify the on-going tendencies and evolutions of party systems inside post-revolutionary countries with the underlying question on their ability to build a democratic system.
