Cybercriminalité et cybersécurité au Cameroun et en Afrique
Représentations, manifestations, financement et traitements des menaces
Due to the exponential increase in the cybercriminality phenomena, the development of huge investments in digitalization, the adoption of a law on cyber security and cybercriminality, as well as a national policy of cyber security, Cameroon has become a new center of gravity and reference of cyber security in Central Africa ; even if knowledge on the phenomenon is still fragmentary. Prior to the opening of a Professional Master on cyber security and security governance at the University of Dschang, this colloquium is geared towards reflecting on the complexity and the stakes of cyber security. It enables a complementary cross-view of issues of mutual interest with regards to the question of cyber security.

Censorship and blind spots: the BBC’s silences
The BBC's reputation for impartiality and independence is one of the cornerstones of its value system, which also underpins its self-declared mission to "inform, educate, and entertain". However, these values have constantly been redefined as several forms of censorship and self-censorship have been applied in the context of conflict with political or economic powers. This means that the role and independence of the BBC as a public service needs to be questioned and the grey areas and silences of the BBC from its creation in 1922 to the beginning of its digital era in 1995 need to be the objects of inquiry.

"L’Espace Politique" journal, no.42 (2020-3)
Ce numéro spécial de la revue L'Espace Politique questionne la commémoration sous l'angle géographique et géopolitique. Alors que s’achève le centenaire de la première guerre mondiale, nous souhaitons interroger à nouveaux frais le phénomène commémoratif et les politiques mémorielles, dont l’étude connait un certain renouvellement (Garcia, 2001, Kesteloot C., Van Ypersele L., 2016). La commémoration recouvre une grande diversité de pratiques loin de se restreindre à la mémoire des guerres (Ashplant, 2000, West, 2016) ou des grandes figures nationales (par exemple incarnées par les panthéonisations en France). Ce numéro pourra ainsi s’ouvrir à une approche élargie du phénomène commémoratif.

Violence: An international journal
Terrorism has an impact on the societies that it affects or targets. While this impact can be one-off or limited, nowadays—with the terrorism of radical Islamic groups such as al-Qaeda and, more recently, ISIS—it tends to be heavy and long lasting, even if it does change over time. Its political implications relate first and foremost to democracy and the separation of powers, and can lead to the unraveling and abuse of existing structures, in ways that work to the government’s advantage. If the impact of terrorism is lasting, it becomes cultural: individuals change their habits and behaviors, learning for example not to be passive in the event of a terrorist attack, and going about their daily lives keeping in the back of their minds the possibility that a terrorist attack could take place. Terrorism changes people’s understanding of reality. Terrorism also gives rise to policies that are repressive, but also preventive, or those aimed at exiting violence, using deradicalization programs for example.

Tribute to Pierre Kipré and Alphonse Yapi-Diahou
À travers leur enseignement, l’histoire et la géographie transmettent des compétences, le savoir être et le savoir-faire dont chacun peut se servir dans la vie. En vue de promouvoir leurs finalités éducatives, les professeurs Pierre Kipre (historien) et Alphonse Yapi-Diahou (géographe) ont œuvré de longues années durant au sein du département d’histoire et de géographie de l’ENS d’Abidjan. Ainsi, par leurs enseignements, leurs travaux de recherche et par leur position institutionnelle respective, ils ont contribué à forger, dans la conscience de plusieurs générations de cadres ivoiriens, une mentalité de citoyens responsables, conscients des enjeux du développement et capables d’affronter les défis de notre société. Pour toutes ces raisons, ils méritent la reconnaissance de la communauté scientifique et universitaire.

Consacré aux politiques sécuritaires en Afrique, ce numéro de Nouvelles Dynamiques Africaines (NDA) propose de faire le point sur l'organisation de l'exercice étatique en ce qui concerne la sécurité intérieure, transfrontalière et transnationale ainsi que la mise en place des procédures légales et juridiques face aux comportements de délinquance et actes de terrorisme. Les questions spécifiques sur la cyber-sécurité, le bioterrorisme, le trafic de stupéfiants, les mouvements migratoires et la traite des êtres humains seront abordées. Les cas particuliers des « enfants microbes » et des extrémistes religieux attireront davantage notre attention.

Governing violence? Normative dynamics and contemporary violence
Dynamiques normatives autour de la violence contemporaine
Le colloque se propose d'interroger les modalités concrètes du gouvernement de la violence, les configurations d'acteurs qui produisent les normes, règles et politiques autour de ces enjeux, ainsi que les instruments et savoirs mobilisés dans ces politiques. Il vise à répondre collectivement aux questions suivantes : qui produit les règles et pratiques légitimes encadrant la violence et l’usage de la force armée ? Comment sont-elles définies, développées et mises en œuvre ? Que nous disent-elles des rapports de pouvoir entre les différentes institutions et notamment des recompositions du rôle et de la légitimité de l'État ? Quelles (re)définitions de la violence sont produites par ces normes ?

This is a one-day workshop on the plurality of reconciliation practices in post-conflitc societies. What various meanings are assigned to the word ‘reconciliation’ in the different communities where such initiatives have been implemented? How may conflicting interests or views be reconciled? The organisers also wish to study the influence of historical factors, and assess how the accounts of those seeking reconciliation have evolved over time. An analysis of past initiatives will also be relevant. Finally, a distinction between nationally and locally devised initiatives may be made to better assess the policies implemented, their sustainability, and their impact on the local communities. This is a cross-disciplinary workshop and submissions by researchers in Humanities or Political and Social Sciences will be welcome.

Governing refugees - norms, practices and actors
Cette journée d’études s’inscrit dans la continuité des travaux précédents du Comité d’histoire, notamment la publication : Réfugiés et apatrides. Administrer l’asile en France (1920-1960), sous la direction de Aline Angoustures, Dzovinar Kevonian et Claire Mouradian, Presses Universitaires de Rennes, 2017. Elle prend place dans la série de journées pluridisciplinaires consacrées au gouvernement des réfugiés, c'est-à-dire à la gestion des réfugiés par les acteurs, qu’il s’agisse de l’administration ou d’acteurs privés concourant à la gestion publique de l’asile, dans le cadre français et international. Cette thématique intègre l’analyse des groupes de populations réfugiées et des individus vis-à-vis du parcours migratoire et administratif, en particulier en relation avec les institutions. Les articulations entre normes et pratiques seront aussi analysées dans ce contexte.

Conflicts of memory: arts, history, commemorations
This conference will focus not only on historical events which fuel conflicting memories, but also on works of art – including those produced at the margins of institutions – which encourage or undermine the consensual interpretations of the past. Do artworks promoting a reinterpretation of the past help foster a new type of relationship between the present and the past? Do they open onto a different future? Some works spark off debates and suggest that memory is imbued with potentially irreconcilable sentiments. Historical materials and artworks convey this tension, articulating the gap between dominant and dominated memories. Does art help resolve conflicts or does it perpetuate them? Comparing different artists’ original takes on similar historical events may help us better understand the stakes behind conflicting memories.

Ce colloque a pour objectif de rassembler des chercheurs abordant dans leurs travaux historiques la question de l’action sur les temporalités, lorsque le temps est une catégorie explicitement utilisée (long-terme, simultanéité, attente, élaboration de séquences temporelles). Il entend dépasser l’étude du temps et des temporalités comme simple cadre ou arrière-plan de l’évolution historique des sociétés, pour encourager une historicisation du temps comme catégorie d’action à l’époque contemporaine.

In recent years historiography has been slowly acknowledging the potential of civil societies to restore concord after profound divisions. It also has uncovered the pacification strategies of authorities to reconcile and reincorporate individuals and social groups after periods of contestation and revolt. These complex processes are crucial to better understand the history of the Iberic monarchies, which have been able to develop a long-term government despite many crises of different origin and outlook. Hence, this conference will be focused on the themes of reconciliation and reincorporation from following four perspectives: Words, discourses and emotions (semantics and sentiments), Negotiating reconciliation (promotors and strategies), Making reconciliation work (agents and mediators, processes and forms), In the margin of reconciliations (the undecided and excluded)

Accidents and the role of the State in the 20th century
In the workshop on "Accidents and the role of the state" we want to discuss, from a historical perspective, the changing relationship between accidents and the modern state during the 20th century. Strasbourg)-FRIAS (Freiburg) joint research project on military accidents in France and Germany in the twentieth century. We are therefore especially interested in proposals that deal with the role of the military. However, relevant topics for the workshop could, of course, also come from the realm of the histories of technology, of environment, of medicine, or of the rise of the modern state. We are interested both in presentations of case studies as well as in more conceptual approaches on the topic. Contributions that deal with accidents in German and French history are highly welcome. However, the call is by no means limited to historians of France or Germany.

Contestations, exiles, transfers, bicephaly...capital cities
The conference, organized by Centre d’histoire du XIXe siècle and Centre André Chastel, scheduled on June 16th, 17th and 18th 2016 and will be devoted to examining the fate of those capitals that have been temporarily or permanently stripped of their status, alternative or provisional capitals and mobile forms of sovereignty, as well as the endurance of "capitalness", from a historical and history of art point of view. How does a city survive this political and administrative downgrading? What is the cultural impact of the loss of political "capitalness"? What role do historical capitals play in relation to capitals that boast their modernity? How are the transfers structured? How does the diplomatic community follow these changes? How does international recognition influence the persistency, or lack thereof, of "capitalness"?
