The Caribbean against the Covid19: A global crisis and local solutions
"Études caribéennes" Journal #48
Officially affected by the COVID19 pandemic in early March 2020, the Caribbean Basin is concerned about the fragility of its social fabric and the wide disparities in public health policies from one State to another, which make a comprehensive response at the regional level impossible. The situation worsened at the end of May with the withdrawal of US funding to the World Health Organization (WHO), finally condemning the Pan American Health Organization (PAHO), an emblematic figure in the fight against epidemics in the islands and on the continent, to a drastic reduction in its interventions, or even its disappearance. In this way, this issue seeks to respond to various concerns about the regional impact of the pandemic, around the central issue: to what extent the economic, political and/or social impact hovers around unresolved points in the construction of Caribbean Nation-States that prevent them from facing the crisis.

Née au coeur du Rhin supérieur, la revue met plus particulièrement en valeur les recherches consacrées à cet espace multinational sans que cela ne soit en aucune façon exclusif. La revue lance un appel à contribution pour son nouveau numéro qui sera consacré à une approche environnementale des frontières et des espaces transfrontaliers abordée par les différentes sciences sociales et à toutes les époques.

Politique Américaine journal - permanent call for papers
Politique Américaine lance un appel à contributions pour des articles dès son prochain numéro (PA 36, mars 2021) ou des dossiers thématiques à partir de son numéro 39 (publication prévue en septembre 2022). Politique américaine, fondée en 2005, est une revue biannuelle (mars – septembre), au croisement de la science politique (rang A – Aeres) et des études américaines. Elle rassemble, de manière non limitative, des spécialistes de la vie politique nord-américaine, de relations internationales et des médias. La revue rend compte, dans une perspective critique de sciences sociales, des multiples facettes de la vie publique aux États-Unis et au Canada.

Over the past two decades a great deal of research on the question of Palestine has pointed to a fragmentation of the Palestinian political landscape, divisions exacerbated by the Oslo Accords. The ensuing establishment of the Palestinian Authority (PA), in particular, fostered the emergence of new political dynamics and new sources of power and legitimacy, embodied in the conflict between Fatah and Hamas that has dominated Palestinian politics since 2007. The creation of the PA also encouraged a process of capital accumulation and a restructuring of social classes after 1993. Moreover, the dispersion of Palestinians across the world, the superposition of national and international legal realities and the diversity of actors in the conflict have contributed to the multiplication of sources and resources of power. This complex set of factors has prompted questions regarding new sources, mechanisms and flows of power in Palestine, as well as resultant dynamics.

Les tortues des Îles Galapagos, les têtes réduites de Jivaro, les neiges éternelles du Chimborazo, les chapeaux Panama… Autant de symboles mondialement connus qui ont pour point commun de venir d'Équateur. Ils interrogent les dynamiques de circulations internationales des idées, des personnes, des objets, questionnent l'exportation de la culture équatorienne à travers le monde et les processus de construction d'imaginaires sur l'Équateur dans le monde. À l'inverse, ils invitent également à s'intéresser à la manière dont ils sont perçus en Équateur, loin des arènes internationales. Ces dynamiques seront l'objet de la journée d'étude consacrée à l'Équateur et le monde. Comment l'Équateur s'expose sur la scène internationale ? Comment des mouvements internationaux ou transnationaux sont-ils appropriés, traduits, adaptés en Équateur ? Comment circulent les objets et les personnes équatorien.nes à travers le monde ? Afin de répondre à ces questions, nous proposons d'organiser la journée en trois tables rondes.

On the Bicentennial of the Greek Revolution and the inauguration of the Paris-Athens 1780-1919 exhibition, the Louvre Museum and the French School at Athens are organizing an international conference, which will be held at the Louvre Museum and the Institute of France, from 22 to 23 April 2021 under the auspices of the Académie des Inscriptions et des Belles Lettres. This conference also benefits from the support of the Initiative 1821-2021. The languages of the conference will be French and English.

The history of Frenceh cultural diplomacy
Dans le cadre de la célébration du centenaire de l’Association française d’action artistique (AFAA) et de la création du Service des Œuvres, le ministère de l’Europe et des Affaires étrangères, le ministère de l’Europe et des Affaires étrangères et l’Institut français organisent, conjointement avec l’université de la Sorbonne-Nouvelle / Paris 3, un ensemble d’événements afin d’étudier l’histoire de la diplomatie culturelle française. D’autres établissements d’enseignement supérieur ou de recherche sont susceptibles de devenir partenaires de cette démarche. Parmi ces événements, un colloque scientifique est prévu au printemps 2022 à l’université de la Sorbonne-Nouvelle, dont le champ d’étude portera sur l’histoire et l’action du réseau culturel français à l’étranger, qui comprend les services de coopération et d’action culturelle, les instituts français, les alliances françaises. Il portera également sur les politiques publiques qui ont sous-tendu cette action. Les actes de ce colloque feront l’objet d’une publication.

Italy and Yugoslavia in the Interwar Period
Monographic issue of “Qualestoria. Rivista di storia contemporanea”
The signing of the Treaty of Rapallo in 1920 made it possible to find a solution to the Italian-Yugoslav dispute over the north-eastern Adriatic border, a solution that would last substantially until the Italian invasion of the neighbouring kingdom in World War 2. Relations between Italy and Yugoslavia, particularly since the end of the 1920s, with the beginning of the more decidedly revisionist phase of fascist foreign policy regarding the structures of the Danubian-Balkan area, were never easy. However, the signing of the Treaty of Rapallo represented an undoubtedly important moment, which greatly contributed to restore a climate of collaboration between the two countries, heavily jeopardized by border nationalism and by the D’Annunzio’s “impresa di Fiume”, interrupted precisely by the Treaty of Rapallo.

The army and police during the health crisis in Central and Western Africa
Covid-19, as an indicator of capacities and incapacities
L'association béninoise d'études stratégiques (ABESS) et la fondation Konrad Adenauer lancent un appel à contribution pour le premier numéro de la revue Paix et Sécurité en Afrique Subsaharienne consacré au thème des armées et de la police en temps de crise sanitaire en Afrique de l’Ouest et centrale : la Covid-19 comme révélatrice de capacités et d’inaptitudes. La notion de sécurité humaine promue par les Nations Unies n’a jamais été autant mise en exergue par des actions civilo-militaires coordonnées au service de l’humain et de la vie, même si le Conseil de Sécurité n’a pas pu voter une résolution considérant le Covid-19 et ses conséquences transfrontières comme une « menace à la paix et à la sécurité internationales », tel que cela avait été le cas avec la résolution 2177 (2014) concernant la maladie à virus Ebola. Cette crise multidimensionnelle est également une crise du multilatéralisme. Il importe donc d’étudier les mécanismes nationaux de résilience construits autour des (in)capacités des forces de défense et de sécurité des États d’Afrique de l’Ouest et centrale principalement mais également de développer une approche comparée avec d’autres régions du monde.

Twenty Years Later: Looking Back at 9/11
Twenty years after the 9/11 attacks, the Universities of Toulouse (CAS) and Montpellier (EMMA) in the South of France are joining forces to organize an international interdisciplinary conference on these events. Its aim is to analyze, not only the events and their short-term consequences with a two-decade hindsight, but also the many ways in which those events have been perceived, represented, commented upon, co-opted or rewritten along the years. It also invites reflections upon the way in which some of these responses, representations or co-optations have been in their turn received, commented upon and used in this 20-year period.

The South Atlantic route and the business of the maritime transport of migrants (1870-1960)
The objective is to propose a special issue to the Journal of Transatlantic Studies, by contributing for the understanding of the business of emigrant maritime transport from the Belle Epoque until the end of the 1960s. The editors of the special issue (Yvette Santos and Paulo César Gonçalves) accept proposals focused on the study of the migration industry linked to the maritime transportation of emigrants from Europe to the South Atlantic countries.

Brexit has just happened and its consequences are not yet fully comprehended. Would the outcome be a return to a status quo ante the Brentry of 1 January 1973 in British-EU relations? Would Britain become a sort of bigger Norway tightly connected to the EU, but yet not fully a member of the united organization? Would Britain really continue to exist as such? Would Scotland, not to mention other territories, emulate London and decide on their own Brexit, this time from the United Kingdom, in order to rejoin the EU? Would actually Brexit become a pathway for other skeptical EU nations? Would Brexit rocket exclusive forms of nationalisms? Would the whole of united Europe collapse, on the long run, as a result of Brexit as the League of Nations had become toothless after the US Senate had vetoed the Pact of League of Nations? But what effect is going to have Brexit on Scandinavian countries which historically have been closely connected to Britain? How is it reflected in Scandinavian intellectual milieus, in mass-media, in public discourses? What about the Baltic states which received a strong support from Britain in key moments of their history, for instance when Royal Navy came at the rescue of Estonian and Latvian independence following World War I or in the process of re-enactment of Baltic sovereignty after the collapse of the Soviet Union? L’Université Protestante d’Afrique Centrale (UPAC) au Cameroun, à travers son département Paix et développement (PD) invite les universitaires des sciences humaines et sociales, les représentants de la société civile, des organisations non gouvernementales, les religieux, et bien d’autres, à une réflexion profonde en vue de montrer que la fragilité qui caractérise les États africains soixante ans après les indépendances relève des extrémismes de toutes sortes qui y ont généré des guerres sans cesse, dissipé la paix et compromis les nombreux efforts de construction et de consolidation des États de droits, stables et prospères. Une réflexion qui pourrait aider à exorciser les démons de la guerre qui traumatisent les peuples africains depuis les indépendances.

Internationalism(s) and education during the Cold War
Actors, rivalries and circulations
Not much research has been focused on educational internationalism, as it developed during the Cold War. Yet, this period provides an exceptional framework for understanding the evolution and metamorphosis of the processes of internationalization of knowledge and educational practices, whether in the school sphere or in the extra-curricular environment. Driven by a multitude of national, international, and imperial actors, these are articulated through the ideological confrontation between the blocs of the East and the West, but also through the challenges posed by European integration, decolonization, the emergence of "third worldism" and the attempts to regulate international relations (maintenance of peace and security, etc.). Therefore, the aim of this conference is to lay the foundations for a global history of educational internationalism, tracing its forms, its trajectories (North-South, East-West, South-South), as well as its impact on the political framework and the balance of power determined by the “global Cold War”.
