  Borders, Walls and Security

  Thirty years after the fall of the Berlin Wall, the question still remains “Do good fences still make good neighbours”? Since the Great Wall of China, construction of which began under the Qin dynasty, the Antonine Wall, built in Scotland to support Hadrian’s Wall, the Roman “Limes” or the Danevirk fence, the “wall” has been a constant in the protection of defined entities claiming sovereignty, East and West. But is the wall more than an historical relict for the management of borders? In recent years the wall has been given renewed vigour all around the world, whether in North America, in Europe (with the Greek border fence), in Asia (for instance in India) or in Middle East. But the success of these new walls in the development of friendly and orderly relations between nations (or indeed, within nations) remains unclear. What role does the wall play in the development of security and insecurity? Do walls contribute to a sense of insecurity as much as they assuage fears and create a sense of security for those ‘behind the line’? Exactly what kind of security is associated with border walls?

  Between abundance and rarity: water and societies in the Arab-Mediterranean world and the southern countries

  L’eau, c’est la vie, ou la base de la vie. Cette affirmation, dictée par le bon sens et fréquemment érigée en proverbe, mériterait-elle que l’on s’y attarde si la crainte (fondée ou non) de voir l’humanité un jour privée d’eau ne lui conférait une lancinante actualité ? En fait, il s’agit là d’une manière réductrice de poser la question. Que les plus grands spécialistes parviennent à démontrer rigoureusement qu’aucune pénurie globale d’eau douce n’est à redouter dans un avenir prévisible devrait certes soulager la conscience de la partie de l’humanité qui jouit d’un confort matériel minimal. Par contre, que changerait une telle nouvelle au sort de tous ceux qui ne disposent pas d’un accès régulier à l’eau potable ou qui sont exposés aux multiples maladies transmises par l’eau, aux catastrophes naturelles liées à l’eau, etc. ? Raisonner exclusivement en termes de disponibilités physiques revient à éluder le caractère éminemment social des règles d’accès à l’eau, quels que soient les lieux et les époques.

  Avec les indépendances et la décolonisation, des étudiants africains sont venus très nombreux en URSS ; mais moins souvent en Russie après la Perestroïka. Quelle a été l’histoire de ces étudiants partis se former, non pas dans l’ancien pays colonisateur, comme cela était souvent le cas, mais dans un pays étranger envers lequel ils étaient souvent partagés entre admiration et méfiance ? Comment y sont-ils arrivés ? Quelles ont été alors leurs expériences ? Qu’est-ce qui les a marqués ? Quel a été leur devenir professionnel et politique ?

  (Anti-)racism and critical interventions in Europe

  Social sciences, policy developments and social movements

  In contemporary Europe, we are witnessing the vanishing of anti-racism from political cultures and academic discourses, in favour of an approach that intervenes on immigrants and minorities themselves via public rhetoric on integration. This conference will thus bring together an international community engaging in debates on racism and anti-racism to discuss the analytical approaches and main findings of the European research project TOLERACE - The semantics of tolerance and (anti-)racism in Europe: public bodies and civil society in comparative perspective, coordinated by the Centre for Social Studies.
