American public diplomacy in the Middle-East
The inverted pyramid paradigm? Genesis, institutions, strategies and reception
Politique Américaine, a political science journal published in French on US domestic politics and international strategies launches a call for papers for its special issue on: "American Public Diplomacy in the Middle-East: the inverted pyramid paradigm? Genesis, Institutions, Strategies and Receptions". Next to its impact on governments, public diplomacy is seen as a diplomatic practice aiming at directly or indirectly influencing civil societies. It encompasses all "seductive" strategies that a State implements towards the public opinions of another state or region. The growing importance of this idea highlights the necessity for the main players of international relations to maintain a multi-level dialogue with foreign civil societies in order to anticipate political and social developments initiated by other players than the State itself.

Domestic, Regional, and International Trends in Islamism (2013-2015)
Over the last years, politics in the Middle East and North Africa have been shaped by impressive reversals of fortune. Month after month, journalists and analysts have all at some point depicted liberals, Islamists, soldiers, women, jihadis, and youth as the great winners of the "Arab spring", before being later considered as likely losers. The root causes of the Muslim Brotherhood’s inability, since the fall of Muhammad Mursi in Egypt, during the second “round” of the Arab Spring, to cash in on the political capital originally accumulated thanks to their leading role in the opposition to authoritarian regimes and subsequently during post-revolutionary elections, still calls for substantial research. In parallel, the emergence of the so-called Islamic State has been a game changer, introducing new dynamics that need to be made explicit and analysed by academics.

Partant du constat largement partagé d'une exposition aussi nombreuse que diverse des figures de martyrs dans les espaces publics de pays musulmans, cette journée d'étude se consacre à l'analyse des processus de fabrication (peintures, photographies, pochoirs, images numériques...), des supports d'affichage (murs, musées, internet) ainsi qu'à la mise en rapport de ces productions par-delà les singularités des pays, des conflits et des mythologies, pour en interroger le sens et les évolutions.

Politique Américaine, la revue de référence en langue française consacrée à la vie politique interne et aux stratégies internationales des États-Unis, lance un appel à contribution pour son nouveau numéro thématique : « La diplomatie publique américaine au Moyen-Orient : le paradigme de la pyramide inversée ? Genèse, institutions, stratégies et réception ». La diplomatie publique est envisagée comme toute pratique diplomatique visant à agir directement ou indirectement sur les sociétés civiles et non plus sur les seuls gouvernements. Autrement dit, il s’agit de l’ensemble des efforts de « séduction » qu’un État déploie vis-à-vis des opinions publiques d’un autre État ou d’une région. L’importance récente prise par ce concept, souligne la nécessité pour les principaux acteurs de la vie internationale d’entretenir un dialogue à plusieurs niveaux avec les sociétés civiles étrangères afin d’anticiper les évolutions politiques et sociales initiées par d’autres acteurs que les États.

Refugees and Asylum Seekers in the Middle East
Forced migrations have usually been described as "spontaneous" migrations and analysed in terms of political and security constraints. But even refugee movements resulting from conflicts are often fashioned by previous migration flows and correlated network structures that are re-mobilised during the humanitarian crisis. Therefore, tracing a genealogy of mobilities in the Middle East will help better understand current forced migration processes and their connections with other forms of social organisation built over time in a regional area (commercial mobility, family strategies, pilgrimage, etc.).

L’actualité du Moyen-Orient soulève de façon récurrente des problèmes et enjeux inhérents aux questions de frontières. Souverainetés, pouvoirs, gouvernance, migrations, mouvements jihadistes, conflits, autant de concepts et de thèmes que le fait frontalier concerne. Le phénomène de l’organisation de l’Etat islamique (EI) ne laisse pas d’interroger la question des frontières au Moyen-Orient. La territorialisation du mouvement à cheval sur deux Etats, l’Irak et la Syrie, marque-t-elle, comme le déclare le porte-parole de l’EI, la fin de l’ordre impérialiste incarné par les accords Sykes-Picot ?

This international workshop will deal with the relations between Europe and the Arabian Peninsula in the Modern Era, from the beginnings of globalization until the most recent economic and strategic developments. In order to study both the evolution and the contents of such relations, two main topics will be given a more particular interest: Cultural and Scientific Relations in connection with the change of mutual understanding from the 19th to the 21th century; Evolution of Economic relations from the 19th to the 21th century.

À travers une approche interdisciplinaire – mobilisant l’histoire, la géographie, le droit, la science politique et la sociologie –, il s’agira aussi bien de questionner la notion d’État que d’analyser les différents cas de figure, aussi bien au Maghreb qu’au Machrek. Si l’État n’a pas le monopole de l’organisation de la vie en société, sa disparition laisse souvent place à un chaos qui menace les régions voisines. De ce point de vue, la question dépasse le cadre initial que constitue le monde arabe.

Pensée, modèles, lieux
Le politique et le religieux durant 15 siècles n'ont jamais cessé de s'enchevêtrer. On constate une perpétuelle confusion des discours et des concepts chez les auteurs musulmans classiques ou modernes entre religion et construction politique, entre « politique » et éthique, entre charî'a et démocratie. Les concepts de constitution, liberté, citoyenneté sont encore à chercher dans les écrits religieux contemporains. Comment cerner les différents usages de « siyāssa », « tadbīr », politique ou gouverner ? Une étude sémantique est privilégiée pour mieux saisir l’évolution de la gestion de la chose publique à travers le vocabulaire utilisé à chaque période et dans chaque région. Repenser les fondamentaux de « l'ancien » vocabulaire politique islamique et mettre en lumière l’influence de la modernité sur la pensée et la pratique politiques musulmanes. Des conclusions sur l’islam et la démocratie seraient incontournables.

Le colloque, comme chaque année, a pour objectif de réunir des spécialistes de l’Orient et de l’Extrême-Orient afin de leur donner une occasion de dialoguer et de présenter à un public élargi leurs travaux autour d’un thème commun et fédérateur. En cette période de centenaire du premier conflit mondial, il a paru pertinent de s’intéresser cette année à la guerre dans les civilisations orientales et extrême-orientales. Toutes les disciplines ont leur place dans le colloque, ainsi la guerre est-elle envisagée aussi bien d’un point de vue intellectuel ou artistique que sur les plans politique, pratique ou encore linguistique, pour ne citer que quelques thèmes parmi d’autres.

Premier congrès du Groupement d'intérêt scientifique « Moyen-Orient et mondes musulmans »
Pour favoriser les échanges entre chercheurs et améliorer la visibilité de nos études, le GIS organise son premier Congrès à Paris les 7, 8 et 9 juillet 2015. Ce Congrès qui fera un état des lieux de la recherche française réunira plus de 300 participants. Le Congrès vise à : encourager les jeunes chercheurs, doctorants et post-doctorants ; faire connaître les associations travaillant sur le champ ; permettre à des thèmes de recherche d’être abordés en commun par des spécialistes de différentes sciences humaines et sociales ; répondre aux défis posés par les bouleversements en cours au Maghreb et au Moyen-Orient, développer l’histoire de l’islam, rendre compte des mobilisations de la société civile.

Quatre années de conflit en Syrie : un désastre humanitaire
Since March 2011, Syria has undergone a deep crisis. The Syrian government has remained in place but fighting are still raging between the Syrian army and the rebels and also between the various rebel groups, who are controlling a part of the territory. The death toll has risen over 200 000, with more than 4 million refugees and 7.5 million IDPs, that is to say half of Syria’s population. Half the country is exposed to deep insecurity and deprivation and only a few manage to go home. Millions of refugees are blocked in the neighbouring countries and dependent on international aid that is decreasing despite the growing needs and the absence of any diplomatic or military solution in sight.

Experts and expertise in the mandates and of the society of nations
Figures, fields and tools
Our vantage point is to consider the growing in importance of expertise during the twentieth century within the management of the colonial world and hence to study the emergence of the international sphere as a level of decision making. The purpose of this conference is to investigate the influence of early international agendas, advanced across the colonial world by experts operating in the orbit of international organizations. The investigation should also focus on the procedures and framework of international recognition of expertise at the intersection of the colonial and the international spheres. A first line of enquiry tackles the relations between the epistemologies that underpinned scientific knowledge in the colony and the metropolis. Another one looks into the sites of production of Mandatory expertise. Finally, we want to investigate the explicitly evolutionary conceptual framework for the mandates and its influence on the work of experts. We invite contributions dealing with the figure of the expert, whether official or not, and the various fields and tools of Mandatory expertise. Part and parcel of our reflexion is also a study of the limits and scope of expertise.

Gouverner en islam (Xe-XVe siècle)
La question posée en histoire médiévale au programme du CAPES et de l’Agrégation pour les sessions 2014-2016 invite à réfléchir aux pratiques de gouvernement et à la culture politique dans les espaces proches-orientaux et occidentaux du Dâr al-islâm entre le Xe et le XVe siècle. Dans ce cadre, cette journée d’études offrira quatre approches sur l’organisation et la représentation des pouvoirs dans le cadre des dynasties qui dominèrent la période, principalement au Maghreb et dans l’espace syro-égyptien. Seront notamment abordés l'implantation de l’État, aux époques almoravide et almohade, dans des terres maghrébines marquées par le tribalisme ; l’usage légitimant et symbolique de la monnaie par les dynasties pré-mongoles du Proche-Orient ; la guerre et l’organisation des armées islamiques dans le Proche-Orient de l'époque des croisades ; l’étude archéologique de la forteresse ayyûbide de Kawkab et de son territoire. La manifestation, organisée en premier lieu pour les étudiants préparant les concours de l’enseignement, est ouverte à tous ceux qu’une approche renouvelée des pouvoirs en terre d’Islam intéresse.
