  Chaque semaine amène l’annonce de la construction d’un nouveau mur frontalier : Kenya / Somalie, Tunisie / Libye, Hongrie / Serbie, Turquie / Syrie… De nouveaux remparts sont érigés, dans la foulée du 11 septembre, du Printemps arabe et du conflit syrien, pour prévenir, enrayer, selon les discours officiels, l’immigration illégale, la contagion terroriste, le trafic. Désormais, les frontières ne sont plus des lignes, ni même des interfaces. Elles ne sont plus souples et poreuses, elles sont dures et agressives. À la frontière, la nouvelle norme est celle d’une violence latente.

  L’on est persuadés que les rôles, missions et responsabilités des élites ne peuvent et ne doivent être évoqués uniquement lors de ces dernières cinq années mais plutôt replacés dans un cadre de temps plus large et plus lointain. Deux remarques s’imposent. La première renvoie au fait que durant les vingt dernières années, les pays arabes ont connu des changements politiques différents dont les aboutissements restent mal étudiés et peu éclairés. Changements qui parfois ont déclenché des transitions démocratiques inachevées et dont l’essor reste incertain  tant les enjeux y afférents sont multiples (État de droit, libertés publiques, élections démocratiques, l’alternance…), locaux, régionaux et internationaux.

  Black populations in France (2015-2016)

  New historical and historiographical dimensions

  Depuis quelques années, des travaux étudient les formes de racialisation subies ou revendiquées par certains groupes dans la société française, en particulier par les populations noires. Ils invitent également à analyser les usages sociaux de la notion de race (entendue comme un fait social et non biologique) en France et ils interrogent de façon générale la place à accorder à la « question raciale » dans l’historiographie française. Quelle histoire sociale des populations noires ces travaux permettent-ils de construire ? Dans quelle mesure, la catégorie « populations noires » est-elle pertinente et que peut-elle apporter ? Sur le plan empirique, force est de constater que les groupes susceptibles de s’inscrire dans cette catégorie sont plus ou moins bien connus. Comment dépasser la réduction de cette catégorie à des élites sociales ou militantes souvent bien étroites ?

  Europe and Asia: challenges and crisis-management

  Further to the first Europe-Asia conferences exploring regional regime dynamics (France, 2004), policies of regional cooperation (Korea, 2005), interregional competition (France, 2012) and the limits of regional constructions (Kazakhstan, 2014), this 2016 edition will look at the reciprocal understanding of regions and how that is conducive to their capacity (or lack thereof) to monitor crises they undergo, both specific crises and interregional ones. Papers must address original research, in regional dynamics of Asia and Europe, since the end of the cold war and focus on one area among.

  For several years, the world seems to have entered a period of high instability. Economically, the "subprime mortgage crisis" appeared in 2007 in the USA, then spread planet wide in all areas of activity. In 2015, economic difficulties persist (growth stagnation in developed countries and lower growth in emerging markets, explosion of unemployment, deindustrialisation and offshoring, market tensions in China, the euro zone, etc.). In geopolitical terms, tension spots have also multiplied (Saharian and Sahelian Africa, Middle East, Far East and Eastern Europe) leading to strong migratory waves while power poles seem to be redeploying between the USA, China and other regional powers.The aim of the conference "Contemporary Crisis and changes" is to question these contemporary upheavals through both a geo-economic and a geopolitical reading.
