From manipulation to incentive

Inflexion of behaviors and public policies

When it comes to public policy, good ideas and strong projects abound. Yet, the ability to sustainably influence behaviors, to understand how and why they appear or disappear, why they persist or change lacks. Information is available and often even widely distributed, but seemingly non-rational behavior persists. Thus, it is commonly held that the transition between available information and decision-making is influenced by cognitive, social and cultural biases. Research in economics and management offer a viable solution: the “nudges”, i.e. strategic devices that encourage people to take best decisions. At the end of the seventies, the semiotics of action was endowed with a “theory of manipulation”.The issue of nudges is therefore a theoretical and methodological opportunity to revive a collective and international research and advance the theory of manipulation, as well as recollect the most recent achievements and contributions and identify and circumscribe alternative solutions.

The Construction of the European Area of Higher Education, 20 years after the Launch of the Bologna Process

20 years after the signing of the Bologna Process, the time seems right to take stock of its implementation. The aim is to focus on its procedural dimension and on the organisational and/or strategic developments and responses to its implementation by the higher education institutions concerned. The focus on the Bologna Process cannot be exclusively managerial. The implementation of the Bologna Process, which is non-prescriptive, with national variations often induced by specific policies, has often encountered difficulties in terms of ownership and legitimization by actors in higher education systems, which ultimately raises the issue of the effectiveness of the Process. It is also interesting to study universities as actors and producers of discourse in relation to European integration.

Transversal study days for research into expertise (JTRE 2019)

Les journées transversales sur les recherches autour de l'expertise ont pour objectif de saisir les dynamiques d'usage de l'expertise dans divers domaines tels que l'économie, la médecine, le développement durable ou encore le numérique. Dans un contexte de fragilité de l'expertise, il s'agit dans un premier temps de s'interroger sur la généalogie de l'expertise en essayant de saisir les points d'évolutions dans les domaines majeurs. Quelle généalogie des modèles pouvons-nous construire à partir de nos expériences de recherches et d'études autour de l'expertise ? Finalement, qu'est-ce que l'expertise, et en quoi consiste-elle, concrètement? On peut d'ores-et-déjà attribuer à l'expert deux fonctions majeures : celle d'authentification - c'est le cas, par exemple, de l'expertise dans le domaine de l'art - et celle d'orientation des décisions - on peut citer l'expert en économie qui, sollicité par des décideurs politiques donne son avis sur une problématique donnée.

L’actualité politique nous invite à interroger les déconnexions au sein de la chaîne des valeurs publiques. Quelles sont les manifestations et les causes d’une « administration déconnectée » ? Comment rencontrer les défis concomitants de l’action des gouvernements : (a) la difficulté de produire par l’action publique des effets socio-économiques justes, effectifs et perçus comme tels par les citoyens et (b) la difficulté à créer des boucles de rétroaction efficaces avec les usagers, les citoyens et l’opinion publique ?

Cette journée d'études est organisée dans le cadre du projet de recherche « Évaluation générale : l’Agence de notation comme dispositifartistique », qui réunit un groupe d’artistes, éditeurs, théoriciens des arts, critiques littéraires, philosophes, sociologues, politologues et gestionnaires, en vue d’explorer et de comprendre les problèmes publics spécifiques que soulève la généralisation de l’évaluation. Il se constitue autour de l’« Agence de notation », dispositif artistique et d’enquête appelé à intervenir ensituations institutionnelles réelles afin de désinvisibiliser non seulement ce qu’est l’activité d’évaluation-notation mais aussi ses effets concrets immédiats.

Les contributions peuvent venir des spécialistes de l’image des territoires et du place branding qui peuvent s’emparer de l’objet olympique. Comment les théories qui concernent l’image des territoires peuvent-elles s’appliquer à un tel objet si puissant médiatiquement ? Quelles métropoles ont besoin des Jeux Olympiques et Paraolympiques (JOP) pour renforcer l’image, la moderniser, la modifier, la structurer… De même, les spécialistes des Olympiades ou des méga-évènements peuvent, dans cette session, proposer une approche plus nomothétique en matière d’héritage associée à l’image. Les approches comparatives et multidisciplinaires sont les bienvenues.
