    The Idea of South Asia

    South Asia, another name for the Indian Subcontinent, is a recent concept (only about six decades old), forged outside the region in the wake of the establishment of area studies by American universities. While it may be preferred to Indian subcontinent for its political neutrality, it is nonetheless a contested concept, both externally and internally. Whether in South Asia itself or in international institutions or research centres outside the region, there is no general consensus about the countries the concept encompasses: it primarily refers to India, Pakistan, Bangladesh, Sri Lanka, Nepal, Bhutan, the Maldives, as per the definition of the SAARC, which has however included Afghanistan lately (2005) among its members. Some would also include Burma (Myanmar) as it was a province of British India till 1937. Internally, the concept is contested on the political level but in a fairly paradoxical way: on the one hand, as a concept closely associated with India, it is in some contexts rejected by its neighbours; on the other hand, neighbouring countries (especially Nepal and Sri Lanka) have been instrumental in making the concept exist through the creation of journals, associations, and websites that mobilise the term.

    Extraterritoriality of languages, literatures and civilizations

    As a legal concept that appeared in the 19th century and originated in international law, extraterritoriality (or exterritoriality) initially established the principle according to which a person is not necessarily subject to the laws of the territory on which he or she is located. However, as George Steiner has shown (Extraterritorial, Papers on Literature and the Language Revolution, 1971), the concept can be enlarged and transposed within the cultural field. Applied to languages, literatures and civilizations, it suggests that, under the effects of the political upheavals of the 20th century and of contemporary globalization, the political territory has lost its old unifying and defining powers in cultural matters...

    Le Festival d’Île de France propose chaque année, aux mois de septembre et d’octobre, une trentaine de concerts dans des lieux du patrimoine francilien. Sa programmation variée présente des musiques classiques, de la Renaissance à la création contemporaine, des musiques du monde aux musiques actuelles, avec bien souvent des passerelles entre ces répertoires. Des rencontres scientifiques y sont associées.

    La « technologisation » de la surveillance et du contrôle aux frontières change-t-elle la nature du phénomène frontalier ? La technologie n’est-elle ici qu’un outil parmi d’autres de contrôle des frontières ou apporte-t-elle une réelle modification de ce procédé et de la notion même de frontières ? Au cours de cette journée, la « technologisation » de la frontière sera donc traitée sous toutes ses formes à savoir, que ce soit la numérisation de base de données (systèmes de fichages et d’informatisation du renseignement), le développement de dispositifs de repérage et de surveillance (senseurs, drônes, satellites, etc.), la robotisation (robot-sentinelle), ou d’autres.
