  Borders, Walls and Security

  Thirty years after the fall of the Berlin Wall, the question still remains “Do good fences still make good neighbours”? Since the Great Wall of China, construction of which began under the Qin dynasty, the Antonine Wall, built in Scotland to support Hadrian’s Wall, the Roman “Limes” or the Danevirk fence, the “wall” has been a constant in the protection of defined entities claiming sovereignty, East and West. But is the wall more than an historical relict for the management of borders? In recent years the wall has been given renewed vigour all around the world, whether in North America, in Europe (with the Greek border fence), in Asia (for instance in India) or in Middle East. But the success of these new walls in the development of friendly and orderly relations between nations (or indeed, within nations) remains unclear. What role does the wall play in the development of security and insecurity? Do walls contribute to a sense of insecurity as much as they assuage fears and create a sense of security for those ‘behind the line’? Exactly what kind of security is associated with border walls?

  La Société française d'économie rurale organise le colloque pluridisciplinaire « Agriculture et géopolitique : rivalités, puissance, coopération » qui se déroulera les 12 et 13 février 2014 à l'université Saint-Quentin Versailles. La question qui sous-tend ce colloque est la suivante : en quoi l’agriculture est-elle (re)devenue un objet géopolitique ? Pour apporter des éléments de réponse, il s'agira notamment de porter un double regard, scientifique et institutionnel, sur la logique conflictuelle à l’œuvre sur les marchés mondiaux agricoles et sur les ressources foncières et hydriques, les aspects régionaux de la conflictualité agricole et alimentaire et de la précarité des approvisionnements, le rôle qu’entend jouer l’Union Européenne et singulièrement la France dans cette économie agricole mondiale en pleine mutation.

  Dealing with the history of electric and electronic informations’ borders crossing, the summer school will evocatingly take place where one of the very first transatlantic television transmissions occured, in 1962 in the northern part of Brittany. It aims at providing doctoral students with an overview of relevant research results and of innovative tools and methodologies in the field of communication history in an international / transnational / global perspective.

  Une première journée sera consacrée aux différents fondements d’une Europe sociale et solidaire : solidarité, principe et valeur de l’UE ; solidarité et Constitutions ; solidarité citoyenneté et droits fondamentaux ; solidarité et compétences de l’UE. Une deuxième demi-journée sera consacrée au thème de l’Europe non solidaire ? Et ceci à travers des interventions portant sur : solidarité, différenciations, dérogations, retrait ; solidarité et sanctions. Une troisième journée sera consacrée aux différentes politiques sociales et solidaires : solidarité et marché intérieur et coopération transfrontière ; solidarité budgétaire et financière ; solidarité et droits sociaux ; solidarité et espace de liberté de sécurité et de justice ; solidarité et PESC / PCSD ; solidarité et énergie et environnement.

  Dans une approche pluridisciplinaire, ce colloque envisage moins de proposer de nouvelles hypothèses explicatives qu’une évaluation critique des nombreuses hypothèses concurrentes sur l’analyse des conflits en Afrique. Outre une contribution à la recherche académique sur les lumières et les ombres des analyses des conflits en Afrique, ce colloque entend également contribuer à une meilleure épistémologie ainsi qu’à une meilleure méthodologie de l’étude des conflits civils tout en prenant en compte les dynamiques des sociétés africaines ainsi que les enjeux géopolitiques et stratégiques de ces conflits.
