Policies and their publics: discourses, actors and power
10th International Conference in Interpretive Policy Analysis
Anti-austerity protests in Southern Europe, the Occupy Movement in North America and Europe, to say nothing about the Vinegar Movement against the costs of hosting the 2014 World Cup in Brazil, are recent examples of spectacular contestations against government programmes which are paradoxically justified as being in the public interest. In a somewhat different vein, the widespread promotion of participatory democracy, at all levels of government, has spurred heated scholarly discussions regarding the 'democracy of the publics' (Manin, 1995). As such, the tenth IPA conference is devoted to studying public policies through their publics. The latter can best be understood as beneficiaries, recipients, and targets of public policies but also as stakeholders or participants in policy-making. In other words, publics are products as well as policy actors insofar as they inform public judgment (Dewey, 1927).

Le tournant spatial des sciences humaines a poussé différentes disciplines à déconstruire la fabrique des faits artistiques : l'étude de la circulation des œuvres et des artistes apparaît maintenant comme un levier fertile pour cerner les logiques, les contraintes et les transgressions de l'histoire géographique de l'art. Ce « retour aux faits » appelle à une réflexion sur les méthodes employées pour identifier, collecter, mettre en cohérence et interpréter l’information géographique des traces laissées par l’activité artistique. Réfléchir sur la traçabilité des savoirs et des faits artistiques, c’est l’objet de ce numéro spécial d’Artl@s Bulletin.

From Genesis to Peer Review
Computation and software analysis have entered nearly every imaginable field of scholarship in the last decades, in a variety of forms from digital publication of results to computational modelling embedded in experimental work. In each of these digital outputs - be it an interactive publication with mapping of relevant geo-referenced data, or perhaps a statistical program for the categorization of millions of books according to their literary genre - there is some manifestation directly in the computer code of the scholarly thought that underlies the project, of the intellectual argument around which the outcome is based.

Visual Analysis with Digital Tools
Göttingen Center for Digital Humanities (GCDH) International Summer School 2014
The Digital Humanities enhance the methods of traditional research in the humanities through automated data acquisition and processing. Visualisations can play a central role in analysing such data. This Summer School will address a set of fundamental problems, such as requirements for scientific visualisation or visual strategies. The main goal, however, is to focus on the practical side to enable the participants to tackle specific visualisation problems in order to advance their own research. The natural sciences have a long tradition of interest in visualisation methods (just compare magazines like "Science" or "Nature" to any magazine with a humanities background). The humanities are catching up, though, and starting to apply visualisation techniques to answer their own research questions. A set of tools has emerged in recent years and has introduced a number of visualisation practices into the humanities. Charts, graphics, 3D visualisations or "Maps, Graphs, Trees" (to quote the title of a well-known recent book on the subject), should not only illustrate, but also create new knowledge. Only then can we call visualisations a true method in the Digital Humanities.

Le format retenu est celui de panels de trois communications, proposées par des chercheurs établis et par de jeunes chercheurs. La Fondation maison des sciences de l’homme et ses partenaires offrent des bourses de recherche postdoctorale en sciences humaines et sociales d’une durée de 9 mois dans le cadre de son programme « Fernand Braudel-IFER » (International Fellowships for Experienced Researchers), soutenu par la Commission européenne (programme action Marie Curie – COFUND – 7e PCRD). Le programme Fernand Braudel-IFER se décline en deux volets : le programme Fernand Braudel-IFER incoming est destiné à des séjours en France (pour des chercheurs appartenant à un centre de recherche basé à l’étranger) ; le programme Fernand Braudel-IFER outgoing (pour des chercheurs appartenant à un centre de recherche en France) s’adresse à des candidats résidant en France qui souhaitent réaliser un séjour de recherche dans un autre pays européen (membre de l'Union européenne ou associé au FP7).

Images environnementales globales : nouvelles perspectives
La conférence internationale propose de mobiliser une grande variété de perspectives venant d’un large spectre disciplinaire afin d’analyser les stratégies et les imaginaires liés à la production, la circulation et le pouvoir des images environnementales globales. Des icônes du mouvement environnementaliste en passant par les graphiques d’expert mobilisés par le GIEC jusqu’à l’imagerie satellitaire, les images environnementales globales forment la base sensorielle des processus planétaires qui gouvernent l’« Anthropocène ». Les images participent toutes activement, à des échelles très diverses, à notre interprétation et à notre compréhension aussi bien des changements du système Terre que des conséquences que l’on associe étroitement au changement climatique global. En tant que vrais médiateurs entre différents publics et cultures, entre des processus globaux et des impacts locaux, de nouvelles interrogations sur les images environnementales globales conduisent à une discussion hautement productive des relations complexes entre la science, la société, la politique et la nature.

The Intricacy of Walking in the City
Methods and Experiments
The conference will explore the hypothesis that the complexity of walking in the city renders it paradoxically omnipresent and invisible at the same time. As an elementary mode of access to services and facilities, a link between vehicular modes of transport and scheduled tasks, a micro-scale within the macro-scale of personal and collective organisation, walking becomes all the more essential – albeit undervalued – by being ascribed a vague and trivial character in everyday life. Questioning the forms and consequences of this complexity provides the general framework of the present Call for Papers, inviting scholars from around the world to present their research. This includes, but is not limited to, examining and evaluating the context of walking in urban landscapes, not only in a variety of physical and biological conditions, but also inseparably in the context of social interaction, cultural representation and individual and collective motivation.

Rethinking Text Reuse as Digital Classicists
2014 Digital Humanities Conference Panel Session
Text reuse – the meaningful reiteration of text, usually beyond the simple repetition of common language – is a broad concept that can naturally be understood at different levels and studied in a large variety of contexts. This panel will gather researchers from different projects focussing on text reuse in the field of Digital Classics with the aim of discussing the possible approaches to and understandings of the notion. It will also bring together current efforts and lay the ground for further research.

Despite numerous efforts to formally train students and researchers in the wide-ranging field of Digital Humanities, "scholarship in this area has tended to focus on research methods, theories and results rather than critical pedagogy and the actual practice of teaching" (Hirsch 2012). One of the most important questions facing our field today remains whether we can – in both theoretical and practical terms – pursue not only new ways of thinking about the humanities, but also new ways of teaching and interacting with students as part of our core professional activity.

Black Historians and the Writing of History in the 19th and early 20th centuries : What Legacy?
Almost 100 years after The Journal of Negro History was founded by Carter G. Woodson, this conference aims to reassess the legacy of those black historians who wrote the history of their community between the 1830s and World War II. Through slavery and segregation, self-educated and formally educated black Americans wrote works of history in order to inscribe, or re-inscribe, African Americans in American history. This served a two-fold objective: to make African-Americans proud of their past and to enable them to fight against white prejudice. Over the past decades, historians have turned to the study of these pioneers, but a number of issues remain to be addressed.

International workshop on computer aided processing of intertextuality in ancient languages
This workshop was initiated as the conclusive meeting of the project Biblindex, funded by the French National Research Agency (ANR), which aims at establishing an exhaustive statement of the biblical references found in the texts of the Late Antiquity and the Middle Ages. At this meeting will be gathered computer scientists and digital humanists, specialists of corpora written in ancient languages. The planned sessions aim to present the state of art regarding concepts and technics used to process quotations in ancient languages. A lot of projects work nowadays on various corpora, asking similar questions about text-reuse. Comparing experiments, we hope to clear perspectives to mutualize developments and methodological choices, in order to build a federative project at the European scale in the coming years.
