    Schengen: people, borders and mobility

    In the era of globalization, which benefits the implementation of policies of both stimulus or repression for the movement of people, academics have been fostering discussion around topics and concepts related with migration, borders and mobility. This epistemological basis enables us to apprehend the complexity of the European area and invites us to examine the boundaries or lack of it that separate territories. The conference also seeks to analyze the changes in the concepts of border and border control; to understand how residents in the Schengen Area – “native” or immigrants – build their national and transnational identity; to assess the evolution of mobility within the Schengen Area, which in turn allows us to perceive the relations between regions, states and individuals and to explain the various impacts of the Schengen agreements in the territories, people and societies and their border experiences.

    Montagnes et conflictualité : le conflit, facteur d’adaptations et d’innovations territoriales

    L’objet de ce numéro thématique de la revue Journal of Alpine Research | Revue de Géographie Alpine est d’aborder la montagne sous l’angle de la conflictualité, plus particulièrement dans la relation entre conflit et territoire. Le conflit est envisagé ici dans un sens large, d’opposition et de lutte, armée ou non, qui couvre les aspects politiques, mais aussi les aspects militaires, sociaux et culturels, recoupant les notions de résistances ou de réactions, dans leur capacité à générer de l’innovation. Le contexte montagnard invite à examiner les dimensions territoriales du conflit : que produit cette situation aux échelles locales ? Et en quoi fait-elle intervenir des spécificités morphologiques, des valeurs ou des identités montagnardes ?

    Ceremonies, Rituals and Routines (16th-18th c.)

    In recent years, ceremonies, rituals and routines have come to form a dynamic field of historical research. This one-day workshop looks at these phenomena in relation to the proceedings of local and regional administrations, law courts, political bodies, and corporations, rather than the court or high administration. The aim of the workshop is to discuss work in progress and to exchange ideas and views about the current state-of-the-art and methodological issues related to research on early modern ceremonies, rituals and routines in local intermediary organizations and in local political settings.

    In recent years, the study of borders and boundaries has attracted the curiosity of scholars from different disciplines and informed a rich and diverse literature. With notable exceptions, most publications on the subject relate however strictly to their sub-field and discipline, paying only fleeting attention to the work produced in neighbouring disciplines. The aim of this workshop is to bring together an interdisciplinary group of scholars from the European University Institute and other European universities and research institutions who study borders and border-related phenomena from different perspectives.

    This book will follow an international conference taking place in Rennes (France), November 27-28, 2014, which will gather specialists on issues related to indigenous peoples and regional integration organizations. The conference and the book are directed by Nathalie Hervé-Fournereau (DR CNRS University of Rennes) and Sophie Thériault (Associate Professor, University of Ottawa with the support of the IUCN Academy of Environmental Law and the french society for environmental law. The conference and the book are part of a larger research and networking project conducted by the Interdisciplinary thematic Network BIODISCEE of the CNRS INEE, with the support of the Centre d’Excellence Jean Monnet of Rennes and the Franco-Canadian research program on Regional Integration Organizations in the world.

    Enjeux, pratiques et influences des acteurs non-étatiques (XVIIIe-XXIe siècle)

    La fin de la guerre froide a été l’occasion de (re)découvrir le poids des acteurs non-étatiques dans une diplomatie de plus en plus mondialisée. Selon Richard Langhorne, c’est avec le Congrès de Vienne de 1961 que s’amorce le processus de déliquescence de la diplomatie classique née au XVIIe siècle dans laquelle seuls les États jouaient véritablement un rôle. Cet affaiblissement progressif des États a conduit à l’effacement des frontières traditionnelles entre ce qui relève de l’action diplomatique officielle et des relations internationales plus informelles, menées en marge des États. Le poids croissant de divers acteurs non-étatiques sur la scène internationale est un signe révélateur de cette transition.

    Policies and their publics: discourses, actors and power

    10th International Conference in Interpretive Policy Analysis

    Anti-austerity protests in Southern Europe, the Occupy Movement in North America and Europe, to say nothing about the Vinegar Movement against the costs of hosting the 2014 World Cup in Brazil, are recent examples of spectacular contestations against government programmes which are paradoxically justified as being in the public interest. In a somewhat different vein, the widespread promotion of participatory democracy, at all levels of government, has spurred heated scholarly discussions regarding the 'democracy of the publics' (Manin, 1995). As such, the tenth IPA conference is devoted to studying public policies through their publics. The latter can best be understood as beneficiaries, recipients, and targets of public policies but also as stakeholders or participants in policy-making. In other words, publics are products as well as policy actors insofar as they inform public judgment (Dewey, 1927).

    A Workshop on the historical Performativity of Emotions

    The idea that the body is the site in which emotions are expressed is an old one in Western Culture. However, shall we alternatively consider emotions as historical agents that have given meaning to systems of symbolic relations which we understand here as “bodies”? This three-day workshop seeks to explore the conception of emotions as cultural practices that do things and have the power of creating emotional bodies throughout history. With this aim in mind, we will examine the production of physical, social, political, artistic and literary bodies in connection with the changing meaning of social norms, cultural codes and institutions, and especially as the result of the work of emotions.

    Según el historiador Franklin Pease, ‘hacer una historia de la subversión en el Perú con elemental seriedad, requiere disponer de información confiable, casi nunca al alcance del investigador’. Trabajar sobre grupos alzados en armas que se organizaron en el marco de la 'lucha de clases' desde los años 1960, es tarea difícil en la medida en que significa trabajar sobre la clandestinidad. Nombrar, investigar o repensar a grupos como el ‘Partido Comunista del Perú-Sendero Luminoso’ (PCP-SL) y el Movimiento Revolucionario Tupac Amaru (MRTA) supone un peligro para el investigador: ser llamado ‘terrorista’ es común en un medio donde el discurso oficial y el discurso académico han confluido para dar una versión única. Non-conventional media and social networks such as Facebook and Twitter are becoming more popular among the Muslim youth as among all parts of the society. The new channels of information and news attract new Muslim publics in Europe. The profile of the people using these networks range from college students to Islamic intellectual authorities. Such an easy and speedy way of connecting to millions of people across the globe also attracts the attention of social movements, which utilize these networks to spread their message to a wider public. Many Muslim networks and social movements, political leaders, Islamic institutions and authorities use these new media spaces to address wider Muslim and also non-Muslim communities, it is not uncommon that they also address and reach certain so-called radical groups.

    La montagne comme fournisseur global : nouvelles formes de disparités entre montagnes et pôles métropolitains

    Les recherches socio-économiques sur la montagne se concentrent très souvent sur la description, l’interprétation et la gestion de leur dépeuplement et de leur déclin. Avec le dossier thématique sur l’immigration de nouvelles populations coordonné par Federica Corrado , c’est une autre vision qui se fait jour, principalement centrée sur une approche sociodémographique. Ce dossier thématique de la revue JAR / RGA cherche à traiter ces deux entrées d’un point de vue théorique et empirique, dans le but de documenter le débat autour des avantages et des inconvénients d’un développement des zones de montagne fortement spécialisé, tout en posant les questions de la « justice spatiale » et des pistes potentielles de développement alternatif.

    How do we globalize the long eighteenth century?

    Quelle globalisation pour le long XVIIIe siècle ?

    Every student of the 17th or 18th century encounters in his or her own way the global historical dimensions of the more or less ‘domestic’ (provincial, national) subject being addressed. For decades, perhaps, many of us ignored these ramifications, which among other things were hard to treat because we are generally hardpressed to bring to such subjects the kind of specialized knowledge we are used to. (There are of course exceptions, involving colleagues who consciously adopt a global approach, e.g. Atlantic studies, though even these are no doubt truncated in different ways.) In all, the global was not an ‘aporia’ of our studies, so much as something more or less difficult to draw into the discussion and, in that sense, an ‘impensé’.
