Artistic, Digital, and Political Creation in English-Speaking African Countries

Africa 2020

French President Emmanuel Macron announced on 3rd July 2018 in Lagos that a Special Season would be organized in France, from June to December 2020, to mark a renewed partnership with Africa, a “varied, strong and diverse continent that will play a part in our shared future”. Even if this cultural focus cannot be abstracted from a broader geopolitical agenda marred by controversial presidential declarations, it nevertheless has the potential to offer a somewhat different coverage of the continent. One can only hope that it avoids the temptation to officially “curate into being” “exceptional” artists (Dovey), tapping into the all-too-familiar image of Africa as “the supreme receptacle of the West’s obsession with, and circular discourse about, the facts of ‘absence,’ ‘lack,’ and ‘non-being,’ of identity and difference” (Mbembe).

The peer-reviewed journal of Aix-Marseille Université research centre on Anglophone Studies (LERMA), E-rea, has decided to seize the opportunity of Africa 2020 to dedicate a special issue to contemporary artistic, digital, and political creation in English-speaking African countries. Heeding Kenyan political analyst Nanjala Nyabola’s advice to eschew the too reductive ‘Africa rising’ and ‘Africa failing’ narratives in favour of ‘Africa being’ stories, this special issue wishes to focus on “stories reflecting the ambivalence, complexity, challenges and opportunities of African societ[ies] in an increasingly connected world”.

Scholars generally subordinate analysis of work to analysis of development. On the one hand this concept of development is linked with an optimistic vision which highlights the successes of the developmental State implemented in Ethiopia. On the other hand, development is associated to a pessimistic view of the country, focused on poverty reduction.

This training school provides participants with insights into the theories and practices of stimulating impact creation from social sciences and humanities research. It will focuses on three specific dimensions. Firstly, creating a conceptual understanding on the specificities of social sciences and humanities (SSH) impact and non-linear impact models. Secondly, alternative appropriate policy frameworks for maximising SSH impact. We are especially interested in manuscripts on social rights and democracy. Our intent is to prepare a set of discussions on how democracies promote social rights today, i.e., to what extent social movements, legal institutions, parliaments and executive power are able to find solutions to the challenges of democracies today? Have, for example, affirmative action, housing and health care programs, and even direct financial assistance to the poor actually reduced inequality? In addition, what are the most effective solutions for poverty? Are courts the best way to ensure social rights today? We are also interested in papers that address the costs of social programs. These are some of the possibilities, but many other questions may be brought to the table. We encourage submissions based on historical approaches carried out by jurists, political scientists, historians, sociologists, and other professionals in fields that have particular focus on legal problems.

Global diplomacy and natural resources

Stakes, practices and influences of non-state actors (18th-21st centuries)

Since the end of the Cold war, the activity of non-State actors has attracted considerable attention as part of an increasingly globalised governance and diplomacy. As Richard Langhorne has remarked, the 1961 Congress of Vienna ‘marked both the culmination and the beginning of the end of classical diplomacy’, in which ‘the State ha[d] been, since the seventeenth century, the principal and sometimes the only, effective actor’. As Langhorne and Hamilton have convincingly argued in The Practice of Diplomacy, today’s diplomacy is characterised by a ‘blurring [of] the distinctions between what is diplomatic activity and what is not, and who, therefore are diplomats and who are not’.Quite revealing of this change on the international diplomatic stage is the proliferation and the increased importance of multifarious non-State actors (NSA). The waning of classical State diplomacy has thus been paralleled by the advent of transnational organisations, which, whether public or private, now play a key role in the conduct of diplomacy.
