  Global Internet Governance as a Diplomacy Issue

  The First European Multidisciplinary Conference on Global Internet Governance – Actors, Regulations, Transactions and Strategies (GIG-ARTS 2017)

  “Digital diplomacy” has recently been the subject of significant debates, events and activities at a variety of governance sites. The concept is often used without having been clearly defined and delimited. For some, it is restricted to the use of digital means, especially social networks, by diplomats to practice a kind of “Public Diplomacy 2.0”. In others’ views, it extends to foreign affairs and international relations with regard to all matters related to the digital environment, including internet governance. There is undoubtedly a need to better understand recent transformations of diplomacy in the digital era, their drivers and their nature, whether and how they might change European and transnational power relations and, ultimately, which values they carry and channel on the global scene.

  The Democratic State in Trans-Atlantic Context

  Scholarship on the state has been oddly parochial, focused on the domestic and national scales to the exclusion of the international and transnational. This habit of presuming the nation-state as a bounded container is particularly entrenched in work on the state, understood in Weberian terms that are conceptually insulated from democratic practices. Democracy, in turn, is often taken as an already defined category of regime rather than a quality of political action as it plays out in state-building. By taking both democracy and the nation-state for granted, scholars leave unspecified what should be empirically explained. Even comparative analyses of welfare states, which should be more cosmopolitan, tend to reify national differences by naturalizing the comparative framework rather than by historicizing the mutual constitution of systems of social provision. During this conference, we hope to advance a transnational conversation with scholars from the U.S. and Europe to interrogate the development of the democratic state in trans-Atlantic context.

  Groupe d'histoire des organisations internationales (2009-2010)

  Créé en 2008, le Groupe d'histoire des organisations internationales rassemble des spécialistes en sciences sociales et des archivistes travaillant dans des organisations internationales. En ce sens, il constitue un forum unique au monde de rencontres et de discussions sur l'histoire de ces organismes internationaux et sur la question des sources d'archives en leur possession. Pour l'année académique 2009-2010, le Groupe d'histoire des organisations internationales organise une série de conférences où seront traitées différentes thématiques en lien avec l'histoire et les activités des organisations internationales. Ces conférences sont ouvertes à toute personne intéressée.
