Imagining the Future of Multilingualism
Education and Society at a Turning Point
Since 2008, the Conseil Européen pour les Langues / European Language Council (CEL/ELC) has hosted a Forum every two years. These Fora seek to bring together representatives of higher education institutions, of European institutions and organisations, such as, for example, the European Commission, the European Parliament, and the Council of Europe, and of European associations like the European University Association (EUA) as well as scholars with a special interest in European integration, policy development, and multilingualism. At the centre of 2020 discussions will be the role that Higher Education can and should play in the promotion and development of multilingualism as a key aspect of European cooperation – related to facets such as language policy, internationalisation, language and knowledge, education and mobility, to mention just a few. In this context, participants will also reflect on the future role of the CEL/ELC by identifying and analysing new challenges that have arisen in our changing world.

2020 Conseil pour les Langues/European Language Council Virtual Forum

The workshop will focus on the #dariahTeach platform, which was created through the funding of an ERASMUS+ strategic partnership to test modules for open-source, high-quality, multilingual teaching materials for the digital arts and humanities.

Africa narrates itself: media, opinions, influential figures
These days communication and information are characterized by immediacy, speed, and interactivity. Facebook and Instagram accounts, YouTube channels, and blogs transmit a perpetual flow of information, shared videos, pictures, and other content which creates networks and incentivizes sharing in a constantly evolving language. Contemporary mass media therefore ensures that, today more than ever, people in African countries are at the same time autonomous producers and users of a debate, through partly traditional, partly innovative channels, about life in Africa and African communities’ identity, with a tale that travels across the borders of individual countries and the continent itself.

“Migrants”, “refugees”, “boat people” and the Mediterranean crisis: People in words, language issues

Since 2011, the European Union is facing a dramatic migrant crisis, involved by the political and social turbulences occurred in the Middle East, Central Asia and the Corn of Africa. According to the UN Refugees Agency, over 1.5 million people were forced to leave their countries since 2014. The crisis reached a peak in 2015, with the civil war in Syria, the emergence of the Islamic State and the intervention of the Western coalition siding with the rebels to Bashar al-Assad's regime, which is supported by Russia.

Dans un monde soumis à la dynamique de la globalisation et marqué par des mouvements migratoires massifs, les figures et oppositions figées du centre et de la périphérie, de l’identité et de l’altérité, du soi et de l’autre se dissolvent tandis que l’expérience du déracinement, de l’exil, du passage produit une superposition de plusieurs cultures qui s’hybrident dans un territoire radicalement nouveau par rapport aux migrations d’antan. La situation du sujet moderne, décrite par Salman Rushdie dans Imaginary Homelands comme celle de l’homme traduit (the translated man), tend à se généraliser. Homi Bhabha a élaboré une théorie de la culture qui est proche d’une théorie du langage, recourant à la notion de traduction comme motif ou trope. Il s’agira, dans un premier temps, d’approfondir la réflexion sur la « traduction culturelle » et d’envisager dans quelle mesure ce motif peut (et doit) être lié à une réflexion renouvelée sur le rôle et les modalités de la traduction au sens propre.
