This symposium is part of a recent and very dynamic renewal of research on the State in economics involving a critical examination of two dominant postulates of the discipline: 1) the assumption of an apolitical State or a benevolent dictatorship which pursues no private interest maximizing the general interest. 2) The assumption of “soft trade”, i.e. the exclusion of social conflicts, inter-state and intra-state wars in the presence of markets. Our discussions aim to explore how the sovereign, prudential, and providential dimensions of the state can be interpreted if these two assumptions are dropped. What is the place of conflictual power in the genesis and evolution of the rules governing the distribution of wealth and economic, social, and ecological development?

Le Mozambique est encore très largement géré par l'administration de l'État central: il n'y a que 58 municipalités, toutes urbaines. La questionne est donc très politique, puisque toute avancée de la municipalisation permet à l'opposition d'acquérir plus de poids, même si le parti au pouvoir garde le contrôle sur la majorité d'entre elles. Ce colloque international aura lieu une dizaine de jours après la tenue des élections municipales d'octobre 2018, qui seront un test grandeur nature pour les élections présidentielles et législatives de l'année suivante...

The production of subjectivity under neo-liberal governance
Neoliberal governance and its structures, and dispositifs, are at the core of contemporary debates in the human sciences. David Harvey (2006) considers neoliberalism a theory that places individual freedom as the final goal of all civilisations. Private property rights, free markets and liberal democracy are the means through which individual freedom is best protected and society flourishes, according to neo-liberal views. The primary role of the state is to enforce property rights, while market forces govern the economy. Neo-liberal ideas have shaped global and national policy for over three decades, introducing the primacy of private property and market rationality in all range of public life from education to healthcare, from land governance to environmental protection. Workers' rights in the global North as well as in the South are devalued in favour of individual responsibility.

Old Ideals, New Realities
Le paternalisme a longtemps souffert d'une très mauvaise réputation. Marqueur d'une hiérarchie sociale, morale ou politique devenue insupportable, il semblait avoir définitivement disparu (au moins dans ses formes instutionnelles) de nos sociétés libérales et démocratiques. Depuis une dizaine d'années, cependant, le monde universitaire (mais aussi politique) se passionne à nouveau pour sa dernière réincarnation, le paternalisme libertarian ou le « coup de pouce » (Nudges) défendu par l'économiste Richard Thaler et le jursite Cass Sunstein. L'objet de cette journée d'étude interdisciplinaire est de discuter de cette nouvelle légitimité et de s'interroger sur les évolutions théoriques ou sociétales qui pourraient expliquer cette évolution des modes de pensée.

The conference will take place in Baku, Azerbaijan, from 8 to 10 September 2015. Papers should focus on Customs or, more globally, the regulation, dynamics, and practices of the international trade of goods. The WCO encourages attendance and paper submissions from anthropologists, economists, geographers, historians, lawyers, and political scientists. The WCO is particularly interested in interdisciplinary approaches regarding contemporary systems of regulation and control at borders.

This special issue of Etudes Canadiennes/Canadian Studies intends to explore what’s new in Canada, nine years after the coming to power of the Conservatives, four years after Stephen Harper won the election that gave him a majority government, and at a time when Canada is getting ready for the next federal election. While the contributions are expected to focus on the Conservative initiatives to shape this new Canada, they will also be encouraged to compare them with other societal and global factors that may contribute to a changing Canada.

Global change adaptation: Impact of governance schemes on biodiversity and landscapes
The aim of this conference is to contribute to the general ideas evolution on governance enabling to adapt to global change through biodiversity and cultural landscapes preservation. Many countries have established various institutions to facilitate their sustainable development, such as expert groups, advisory consultants, assessment procedures, evaluation clauses, incentive and regulation policies. Until very recently, policies aimed at mitigating biodiversity erosion, and maintain landscape quality. But more and more people wonder how to design policies going forward simple conservation logics towards more active policies where biodiversity elements contribute to sustainable development. Policies aiming at progressively developing biodiversity (and not only mitigating its erosion), at integrating landscapes to a global management of local development, do need design patterns that integrate human activities and involve the different actors.

Organized as a workshop, this symposium aims to explore the public debt as the locus for political debates and conflicts. It brings together case studies analyzing aspects of the link between politics (especially in its social or participative dimensions) and the indebtedness of states. The discussions will help shed new light on such central concepts, for our understanding of the modern political world, as sovereignty, citizenship, democracy, and solidarity.

The Network of Researchers on Policy and Programme Evaluation of the French Evaluation Society is pleased to invite you to a free research seminar on: Methods for Synthesizing Knowledge, to beheld on December 10th 2012 at Paris-Dauphine University, Amphitheater 11. The promotion of evidence-based policy by an increasing number of national governments and international organisations has triggered the issues of gathering available evidence on the impact of public interventions, assessing its credibility, and providing policy-makers with knowledge syntheses. Two state-of-art methods have emerged up to date. The first approach builds on the tools of evidence based medicine: systematic review and meta-analysis. The second approach, called realist synthesis, is rooted in social sciences methodologies. This research seminar will present and discuss the available methods (see programme below). La manifestation aura lieu du 14 au 16 juin dans les bâtiments de la LEUCORA à Lutherstadt Wittenberg. Le colloque s'adresse particulièrement à de jeunes chercheurs francais et allemands qui travaillent dans le cadre de leur qualification sur des aspects du transnational.
