  Soft Power - ethics and interests

  L’ambition de ce colloque est d’organiser des échanges sur le soft power et d’étudier plusieurs articulations, car les débats s’orientent vers les problématiques de gouvernance mondiale, les « sociétés civiles » s’intègrent dans les relations internationales qui ne sont donc plus des territoires réservés aux États et les réseaux d’informations et de communications transforment les logiques de transparence. Il s’agit aussi de débattre des sources du soft power de l'Union européenne dont le développement accroît l’influence, et dont la crédibilité est liée à la cohérence interne comme externe. Une attention particulière sera accordée au Soft Power comme outil efficace pour la politique étrangère des petits États qui peuvent ainsi accroître leur impact sur les affaires internationales.

  Within Europe, a relatively indeterminate contours’ space, efforts to integrate and to bound the people and the political systems have yielded tangible results in political, economic, social and cultural matters. The objectives were consensual, such as to ensure lasting peace, economic growth and global security, as well as the freedom to act, to undertake and to think. Yet some may think that the integration has been made too hastily – especially to the east, creating new differentiations: East/West, adding to an older North/South. This analytical prism however is reducing because it largely ignores internal disparities in most national territories.

  The Impact of Regionalisation, Intermunicipal Cooperation, and Metropolitanisation on Local, Regional, and National Governments in Europe

  In every European nation, the impact of the financial crisis’ intensification can be felt ever more radically in terms of the budgetary constraints imposed on public service management. One solution brought to light during the conference in Bologne (30-31 October 2014) is grouping local governments together or even extending the borders of European regions. This is why, as a direct continuation of the symposium in Bologna, the conference that will be held in Bratislava on 30 June and 1 July 2016 will explore the theme of the promotion of rural intermunicipal cooperation and metropolitanisation as modern forms of grouping local governments together, along with the topic of increased European regionalisation within changing member states that are said to be ever-more regional.

  European Citizenship and Integration 7 and 10 years after

  Pour les pays des dernières vagues d’intégrations, 7 et 10 ans après, les situations restent bien différentes. Les attentes des Européens étaient grandes et des désenchantements aujourd’hui s’expriment. Une crise idéologique profonde semble secouer certains pays, en particulier lorsque les institutions nationales sont moins reconnues ou légitimées, comme en Bulgarie. Le colloque proposé par un consortium européen d’une dizaine d’universités et instituts sera décliné en plusieurs thématiques et dans plusieurs villes : 16 avril 2014, Sofia (Bulgarie), L’Europe face à ses nouveaux citoyens : des mobilisations aux élections ; 23 avril 2014, Banska Bystrica (Slovaquie), Coopérations, Intégrations et Voisinages ; 15 mai 2014, Cluj-Napoca (Roumanie), Le rôle des médias dans le développement d’une identité européenne ; 8 juillet 2014, Szeged (Hongrie), Entre intérêts et valeurs : bilan et défis de l’intégration en Europe centrale
