Energy Economics between Deserts and Oceans
Third International Congress on Desert Economy
The ultimate purpose of the International Congress on Desert Economy – Dakhla, is to be a scientific and multidisciplinary platform on desert and Sahara economy development, in order to contribute effectively to the good governance and in the sustainable development of desert regions, by stimulating meetings between all stakeholders on a global scale, with a view to fostering cooperation and partnership, among (Sahara) desert countries (Africa, the Gulf States, the United States of America, China, Australia...), with the aim of creating a conducive environment to the exchange of experiences, expertise and innovation, around themes related to desert and Sahara economy development, such as: Tourism and travel industry, agriculture, renewable energy, raw materials, transportation and logistics, sea and ocean economy, technology and innovation, entertainment and sport economy, cultural and intangible heritage, nature and environment.

Between issues of perception and challenges in application
La politique régionale est considérée comme l'un des piliers de la concrétisation et de la pratique de la bonne gouvernance dans la gestion des affaires publiques. Bien que le développement territorial représente un concept évolué pour l'opérationnalisation de la régionalisation, il fait néanmoins face à des problématiques complexes liées aux multiples niveaux d'intervention (national, régional ou local), dans lesquelles interfèrent des considérations d'ordre conceptuel et méthodologique (concept de développement territorial et la détermination de l'approche d'intervention), mais également par le cadre institutionnel (politique de décentralisation, de déconcentration et de régionalisation), des acteurs de développement et des parties prenantes (l'Etat, les collectivités territoriales, les privés et les composantes de la société civile). Cette situation appelle à des perceptions nouvelles et à des approches de gestion innovantes.

L'an V des Révolutions au prisme de l'économique et du social
This colloquium, organized in Beirut as part of the WAFAW program, aims to critically take part in a debate over the socio-economic undergrounds of the “political crises” in the region, a scarcely explored angle when dealing with this issue. It will base its contribution on investigations and original corpuses. Its purpose is to better understand how the Arab, Iranian, Turkish and other political societies observed are workedby highly singular processes (such as the importance of oil, of migration economy, or of war economies) but also amenable to an unequal globalization of exchanges. How (and not why) does the economy play into these political dynamics?
