Soft Law Research (Solar) Network
Financed by the European Commission, the Academic Network of Soft Law Research (SoLaR) aims at stimulating the debate between academics and practitioners on the national role of EU soft law. SoLaR asks whether and how non-binding EU instruments are used bynational administrations when implementing EU policies and bynational courts when ruling in cases falling within the scope ofapplication of EU law. This final event will present the results of the project (to be published by Bloomsbury as an edited collection in 2020), introduce the policy recommendations and discuss follow-upactivities

Definitions and concepts in the light of the political evolutions of recent decades
Nous assistons aujourd'hui dans une grande partie du monde à l'émergence de nouvelles formes du politique qui, faute de mieux, sont appelées « populismes » ou « néopopulismes ». Que l'on s'intéresse à l'élection de Donald Trump aux États-Unis ou celle de Jair Bolsonaro au Brésil, ou aux régimes de Vladimir Poutine, Victor Orban, la Ligue du Nord et du mouvement Cinq Etoiles, cette évolution politique a très souvent été envisagée comme une déformation pathologique d'une forme politique qui aurait existé sous une forme « originellement pure » : la démocratie libérale. Dans ce contexte où les concepts ne servent plus qu'à nourrir l'invective, il nous a paru important de réunir des chercheuses et chercheurs de différentes disciplines et horizons afin de privilégier des analyses comparatives ou des échanges favorisant les perspectives comparatives.

Este volumen pretende reunir artículos originales (no publicados ni en evaluación en otra revista científica) que aborden de manera multidisciplinar y analítica los modos del ejercicio de poder en democracias iliberales del continente latinoamericano y las lógicas de incremento de sus dinámicas.

What happens to the right to remain silent and resisting the pressure? Qualitative surveys conducted through interviews are one of the most frequently used methods in the social sciences, if not the most used, and go far beyond simple and straightforward conversations. This research tool requires skill, subtlety and sensitivity, and one learns to a great extent from experience.

The course France & the European Union investigates the political economy of European integration from the end of the Second World War to present day with a particular focus on the role played by France in this development. It considers the incentives that have led an ever-larger group of European nations to form multilateral agreements around a growing range of policies that now incorporate such diverse spheres as defense, economics, and human rights. It then turns to the challenges Europe faces in maintaining the European Union (EU) in the face of growing skepticism among national electorates as well as attempts to undermine the EU (by Russia) or withdraw support from it (by the U.K. and the U.S.).

Sedition and revolt in modern european political thought
We wish to bring together international contributors once more in a discussion of the political thought brought about by various uprisings between the end of the Middle Ages and the modern era, whether it be reflections over a particular event, or more general considerations over the causes of sedition and protest movements, the means to prevent or suppress new episodes, and their adverse – or regenerative – effects. This analysis will focus on political writings composed for government use or for a wider audience – memoirs and reports, as well as treatises on the statecraft that proliferated throughout Europe in the modern era and saw wide acceptance. There is a tendency in the current literature to make use of historical examples that are distant in time and place, and a need to consider the possible repercussions of theoretical reflection from experience drawn from recent or contemporary revolts.

The European University Institute of the Sea of Brest is hosting a summer school on the governance of socio-ecological systems (GOSES), which is a rapidly emerging issue in many environment related disciplines and especially sustainability science. The GOSES summer school is organized jointly by the CNRS (French National Research Council) and SENSE (Netherlands Research School for Socio-Economic and Natural Sciences of the Environment).

Acts of justice, public events: World War II criminals on trial
The conference suggests approaching trials of war crimes and of crimes against humanity, which took place in the aftermath of World War II and its following decades, as specific social events. By including professional and social actors (magistrates and police force, whistle-blowers, witnesses, defendants...) who got involved and shaped audiences of such trials, the conference endeavours to question the notion of publicization. It will cross this perspective with a study of the part played by the media supports in the organization and in the public reception of these trials.

Beyond the Periphery: Unpacking African Agency in Global Politics
Au-delà de la Périphérie – l’Afrique dans les Relations Globales : actions, influence(s) et défis
Organisé en partenariat avec l'Université du Cap (Afrique su Sud) et le Département des relations internationales de la London School of Economics and Political Science (LSE), ce colloque international vise à explorer comment les acteurs étatiques, sub-étatiques et non-étatiques africains s'adaptent au changement du/dans le système international. Favorisant largement des perspectives africaines, l'objectif est d’interroger, d’analyser et d'évaluer les capacités et les répertoires d’action individuels et collectifs de même que les modes opératoires de ces acteurs à des niveaux et échelles multiples afin d'aller au-delà des idées pré-conçues sur le manque de capacités d'action et de passivité des acteurs africains dans les relations internationales. À travers le concept « d’agence » (agency), ce colloque analysera comment les acteurs africains s'approprient et participent à produire le « global » et à mieux s'insérer dans l’espace mondial. Ce colloque est également motivé par un besoin de partager les recherches en cours sur l’Afrique dans les relations internationales et de favoriser les échanges entre universitaires et institutions africains et non-africains.

The production of subjectivity under neo-liberal governance
Neoliberal governance and its structures, and dispositifs, are at the core of contemporary debates in the human sciences. David Harvey (2006) considers neoliberalism a theory that places individual freedom as the final goal of all civilisations. Private property rights, free markets and liberal democracy are the means through which individual freedom is best protected and society flourishes, according to neo-liberal views. The primary role of the state is to enforce property rights, while market forces govern the economy. Neo-liberal ideas have shaped global and national policy for over three decades, introducing the primacy of private property and market rationality in all range of public life from education to healthcare, from land governance to environmental protection. Workers' rights in the global North as well as in the South are devalued in favour of individual responsibility.

Géopolitique coloniale et cultures locales dans l'Orient hellénistique et romain (IIIe siècle av. J.-C. – IIIe siècle ap. J.-C.)
It seems clear that, in the Greek-speaking regions of the Roman Empire, Hellenistic models (civic, military or institutional) exercised considerable influence over “Italic” colonial projects. Within this field, relations between military colonists and indigenous peoples demand special attention, considering the degree of social, cultural, economic, political and geopolitical transformation brought about by the installation of certain groups upon those lands as a result of the will of the great power(s) that ruled over them. As for the Roman colonization, modern scholars have often described Roman colonies as vectors of Romanization inserted in alien lands, writing that these communities must have functioned as images of a “small Rome.” While the existence of Latin-speaking colonists ruled by a favorable juridical system such as the Ius Italicum cannot be denied, such a reductionist model can no longer be accepted without qualification, especially in the context of the Greek-speaking provinces of the Roman East. The regions of the Eastern Mediterranean world saw the coming of a number of groups of Roman colonists and thus their cultural climate, their agrarian structures and their geopolitical environment changed. The aim of this panel is to explore new research paths based on broader studies in time and space.

Changing the Tune: Popular Music and Politics in the XXIst century
From the fall of communism to the Arab spring
Popular Music scholars have devoted considerable attention to the relationship between music and power. The symbolic practices through which subcultures state and reinforce identities have been widely documented (mainly in the field of Cultural, Gender and Postcolonial Studies), as has the increasingly political and revolutionary dimensions of popular music. Most studies have focused on the genres and movements that developed with and in the aftermath of the 1960’s counterculture. Yet little has been written about how the politics of popular music has reflected the social, geopolitical and technological changes of the late 20th and early 21st centuries, after the fall of Communism. Still, the music of the Arab Spring or of the Occupy and Indignados movements have been scarcely commented upon while they attest to significant changes in the way music is used by activists and revolutionaries today.

The Network of Researchers on Policy and Programme Evaluation of the French Evaluation Society is pleased to invite you to a free research seminar on: Methods for Synthesizing Knowledge, to beheld on December 10th 2012 at Paris-Dauphine University, Amphitheater 11. The promotion of evidence-based policy by an increasing number of national governments and international organisations has triggered the issues of gathering available evidence on the impact of public interventions, assessing its credibility, and providing policy-makers with knowledge syntheses. Two state-of-art methods have emerged up to date. The first approach builds on the tools of evidence based medicine: systematic review and meta-analysis. The second approach, called realist synthesis, is rooted in social sciences methodologies. This research seminar will present and discuss the available methods (see programme below). Le German Marshall Fund of the United States-France et l’Université Sorbonne Nouvelle – Paris 3, sont heureux de vous convier au colloque international « Democracy Promotion and Nation Building in United States Foreign Policy. The U.S. Model Reconsidered, From the Post-Cold War Balkans to the Arab Revolts », les jeudi 18 et vendredi 19 octobre 2012, à France-Amériques (9 avenue Franklin D. Roosevelt, Paris 8e). Cette conférence sera l’occasion d’examiner les évolutions du débat sur la ‘Democracy Promotion’ de la fin de la Guerre froide jusqu’à l’administration Obama, ainsi que de comprendre la manière dont les évènements récents en Afrique du Nord et au Moyen-Orient ont refaçonné les concepts et la pratique de la ‘Democracy Promotion’. Les réponses que peuvent apporter le partenariat transatlantique à ces défis seront tout particulièrement examinées. Les intervenants présenteront et analyseront les grandes problématiques du sujet telles que l’adaptation de la culture stratégique américaine aux transformations du contexte international, la capacité du modèle de la démocratie américaine à inspirer ou à façonner les transitions vers la démocratie, s’interrogeront sur le rôle de l’armée américaine comme un vecteur de ‘Democracy Promotion’ sur certains théâtres d’opérations, ainsi que sur les nouveaux instruments de politique étrangère employés par l’administration américaine pour promouvoir la démocratie. Les panels discuteront ainsi de l’avenir de la pratique américaine de la ‘Democracy Promotion’ et privilégieront une approche comparative en consacrant un panel à la conception et la pratique européennes de la ‘Democracy Promotion’ ainsi qu’à l’émergence d’autres modèles de démocratie, dans un contexte où le modèle américain se trouve de plus en plus contesté. La conférence réunira des experts et chercheurs américains et européens reconnus. Toutes les sessions se déroulent en anglais.
