    Rent regulation policies in Europe (1914-2014)

    In reaction to the continuing rise of housing rents, the French government has adopted specific policies (in particular the “loi ALUR” of August, 2015), which reintroduce rent regulation. This measure is not a novelty. It has been used several times in recent history, in particular in reaction to crises: situations of war or recession. It is not a French particularity either. Confronted with situations of social or economic crises, other European countries have used similar measures. The objective of this seminar is to engage researchers from different countries (France, Great-Britain, Netherlands), and from different academic backgrounds (economics, history, sociology, urban planning) in a debate concerning the emergence, the implementation and the effects of policies of rent regulation.

    Information systems and long-term management (late 18th-early21st centuries)

    Par leur caractère à maints égards original, voire spectaculaire, plusieurs évolutions technologiques récentes, comme le GPS, les cartographies numériques, les panneaux d’affichage en « temps réel » ou les « big data », risquent de nous faire oublier que les gestionnaires de l’urbain, qu’ils soient techniciens ou édiles, ont largement recouru depuis longtemps à des systèmes d’information plus ou moins sophistiqués – à savoir des systèmes socio-techniques composés d’hommes, de dispositifs matériels et d’institutions, qui produisent, stockent et utilisent en masse des données informationnelles – dans leur effort pour maîtriser et gérer les effets de la « révolution » urbaine qui débute en Europe dès avant 1800, avant de se diffuser à l’échelle du monde au XXe siècle. Et si le « passé » et le « présent » pouvaient s’éclairer mutuellement ? Tel est le pari qui anime le projet de ce colloque, qui se veut pluridisciplinaire, ouvert à la comparaison internationale et à l’étude des circulations transnationales, et qui entend aussi privilégier une perspective de longue durée.
