  Revue Confluences Méditerranée journal

  Rachat de ports ou d’entreprises énergétiques, redéploiement de la route de la Soie, proposition d’un plan de paix dans le conflit israélo-palestinien, la politique chinoise en Méditerranée est souvent analysée à l’aune de l’émergence d’un nouvel acteur faisant preuve d’activisme dans la région. Elle fait l’objet de beaucoup de fantasmes. Le mégaprojet « Belt and Road Initative » (BRI) lancé par le président chinois Xi Jin-Ping en 2013 suscite bien des attentions et des spéculations. Si le projet est impressionnant par son ampleur, les dynamiques sociospatiales qu’il implique ne sont pourtant pas forcément nouvelles. L’objectif de ce numéro est d’étudier les modalités différenciées de la présence chinoise sur les deux rives de Méditerranée.

  Global Justice and New international Ordrer: The Case of Sino-african Relationships

  The reconfiguration of the current world order within the contemporary international society constitutes the general framework of our reflection. Emerging countries such as Brazil, Russia, India and China aim to weigh on the course of history and to re-shape a balance of powers dating back to the end of the twentieth century. These countries intensify their external policies towards strategic areas rich in raw materials, especially in Africa, where Western nations also have interests. The persistence of global poverty, according to Pogge, refers to global justice, since this phenomenon results from a world order that structurally endorse an injustice which, furthermore, is not in line with the Universal Declaration of Human Rights.

  Beyond the "North-South": New territorialities between Africa and Asia

  Au cours des vingt dernières années, jamais les relations entre l’Afrique et l’Asie n’ont été aussi intenses qu’aujourd’hui, à commencer par l’accroissement significatif des échanges commerciaux entre les deux régions, et les investissements massifs des pays asiatiques dans les diverses contrées du continent africain. Les rapports économiques jouent donc un rôle primordial. Mais il ne s’agit pas uniquement de cela. Les interactions sociales, politiques et culturelles ne cessent de s’intensifier entre les deux continents. Une tendance qui est favorisée par le phénomène de la mondialisation. L’objectif de la journée est d’étudier les nouvelles mouvances sociopolitiques, économiques et culturelles qui traversent les deux continents, en s'appuyant sur des travaux géopolitiques, macro ou micro-économiques, sociologiques ou encore ethnographiques.

  China in Algeria

  Global economy and local development

  To what extent the numerous very big Chinese enterprises (especially public capital, more or less controlled by the Chinese government) or smaller ones (privately owned, operated by a diaspora of petty entrepreneurs) today in Algeria in the construction, commerce, industry, services sectors, fosters a new growth dynamic based on a joint local / global economy? This conference should be an opportunity to deepen the debate by examining in particular the effects of the Chinese presence on local development. The papers should describe experiences related to the Chinese presence in Algeria focusing on its effects on the territories, and analyze them in comparison to other experiences in Algeria, Africa and the world. Emphasis will be placed on both the empirical and theoretical aspects. Different approaches (economics, sociology, anthropology, law, geography, political science, demography) could be used to study the environmental issue, to capture the relationship between business and territories and to implement tools and methods associated with these theoretical frameworks in order to achieve a socio-economic diagnosis of territories.

  Maghrebian and African Prospects

  Ce workshop, qui a un caractère exploratoire, tentera d'évaluer notre connaissance actuelle des activités chinoises en Algérie puis, par comparaison avec ce qui se passe ailleurs en Afrique, cherchera à mieux spécifier les rapports sino-algériens. La réflexion proposée s’articulera autour de trois axes thématiques principaux : 1. état des relations sino-algériennes ; 2. stratégies chinoises d’implantation et leur impact sur l’économie et la société hôte en particulier par comparaison aux autres expériences au Maghreb et en Afrique sub-saharienne ; 3. défis institutionnels, géopolitiques, commerciaux et technologiques générés par l’émergence de la Chine, tant pour les pays occidentaux que ceux en développement.
