Sustainable development and indigenous knowledge, climatic change, the role of museums, and artistic practices as a tool for protest
À une époque que certains qualifient d’Anthropocène, en raison de l’impact sans précédent que les activités humaines ont sur l’équilibre planétaire, les questions de développement durable n’ont jamais été si pressantes. Les communautés autochtones du monde entier apparaissent à la fois comme particulièrement vulnérables et comme des acteurs majeurs des combats contre la surexploitation des ressources, la pollution des territoires et les effets du changement climatique. Au premier rang de ces batailles les habitants du Pacifique, en particulier les artistes, redoublent d’inventivité pour dire au monde les menaces qui pèsent sur leurs îles et sur l’incroyable diversité culturelle qu’elles abritent. Etroitement liées, la perception des territoires, le dynamisme et les facultés d’adaptation des sociétés du Pacifique s’exposent dans les musées du monde ; mais souvent sans que les voix autochtones y soient suffisamment audibles.

Philosophy and dance in Africa and among its diasporas today
Corpus Africana festival
From the 27th of October until the 10th of November 2018 the university consortium Erasmus Mundus Europhilosophie is organising, under the title “Corpus Africana; Current philosophies and Dances in Africa and its Diasporas”, an important international meeting, aiming to bring to the heart of arts and humanities university research in Europe the knowledge and the study of “Africana Philosophy”, of choreographic knowledge that is of African or contemporary African lineage in nature. The meeting will take place at the University of Toulouse Jean Jaurès as part of the research seminar “Thinking Decolonisation”, in collaboration with the James Carlès Centre of Choreography’s Festival of Dance and the Black Continents.

Tourism in the context of postcolonial and decolonized paradigms
The onslaught of post- and de-colonial questions in the heart of academic fields and the critical practice of these paradigms raise major epistemological, theoretical and methodological issues for the humanities and social sciences. The numerous debates around these new directions, as well as the virulent hostilitytowhich they can be subjected, notably in France, must not curb but rathershould encourage rigorous andsite-specific analyses of long-term social, economicand mentalprocesses led by colonial regimes, of which tourism is a stakeholder. Through this appeal, we encourage workwhich allows the rethinkingof touristic situations at the heart of societies historically caught inthe colonial system.Indeed, tourism, as an economy of alterity, constitutesa great laboratoryfor thinking aboutthe historical and contemporary articulations of power relations (Boukhris, Chapuis, 2016).

Cet appel à contributions vise la publication d’un ouvrage collectif qui décrypte et analyse la paradiplomatie identitaire anglophone au Cameroun. En privilégiant une approche transversale, il est question d’interroger la manière dont, sur le plan international, les minorités anglophones s'organisent et se mobilisent au bénéfice de leur communauté. Les différentes contributions devront éclairer des problématiques telles que la conception et la mise en œuvre de la paradiplomatie identitaire ; les objectifs poursuivis ; les discours énoncés ; les acteurs impliqués ; les ressources mobilisées ; les contraintes existantes et les horizons de ces relations internationales.

Dialectics of Dread and Refuge

In A Grammar of the Multitude, Paolo Virno discriminates between the Kantian view of the dialectic of dread and refuge, which is based on a distinction between particular danger and absolute danger (also articulated by Heidegger through the distinction between fear and anguish) and the collapse of this distinction in the post-Fordist world, in which "the dividing line between fear and anguish, between relative dread and absolute dread, is precisely what has failed." (Virno 2004, 32) If post-Fordist institutions rely on a culture of pervasive dread – manifest as fear and anxiety – how do we resist this nearly intangible culture today? Arguably, we are moving beyond the sort of entrenched paralysis Virno speaks of, towards a new sort of political breakthrough, a manner of imagining life not determined by institutional cultures of fear and anxiety. Yet much thinking needs still to be done around the ways in which we engage in concerted resistance: do we fight within institutional walls – and if so, how do we resist systems of perpetual visibilisation – the gaze of securitization that renders us so exposed? What does this fight look like? Do we exit – and if so, where to? Is there a new underground?

Contemporary African and Black Diasporic Spaces in Europe
"Open Cultural Studies" journal
This special issue of Open Cultural Studies explores the social and cultural spaces in which identifications with African and black diaspora(s) become articulated, (re)negotiated and established as a field of collective agency with transformative power in European societies. It will argue that African diaspora communities and cultures in Europe are constructed not only by individuals’ engagements with Africa and its global diaspora, or mediatized and commercialized notions of Africanness/blackness, but also through collective agency aiming at promoting change in European societies shadowed by the normative whiteness, nationalist discourses and policies, human rights violations and overt racism.

Making art in an emergency situation
Cette université d’été a deux objectifs. le premier est d'explorer un secteur mal étudié de l’ethnologie comme la musique dans les camps de transit. S’il existe une abondante littérature historienne et musicologique sur la musique dans les camps de concentration et dans les camps d’extermination, rares sont les études qui portent sur les pratiques musiciennes. Le second objectif est de construire une démarche comparative afin de mesurer la singularité d’une observation ponctuelle sur ce que l’on appelle la crise des migrants en Europe : Paris, Baigorri, Calais, Dunkerque (France), Friedland (Göttingen, Allemagne), M’Bera (Mauritanie), Mentao (Burkina Faso), Zaatari (Jordanie).

La frontière a une réalité géographique et historiquement militaire. Le substantif proviendrait du provençal fronteira qui désigne d’abord le front d’une troupe militaire et, par suite, une place fortifiée faisant face à l’ennemi. Ce n’est qu’à la fin du XIVe siècle qu’il évoque une limite bordant un territoire. Depuis la révolution néolithique, sanctionnant le passage de l’homme nomade à l’homme sédentaire et, par conséquent, l’avènement de la notion de propriété individuelle, collective, puis nationale, les frontières n’ont cessé de se consolider et de se fortifier afin de protéger des richesses nouvellement accumulées.

Comparative reflections on the constructions and representations of identity
Le séminaire s'attache à explorer, d'une part, les enjeux liés aux constructions et aux représentations identitaires – dans un monde globalisé où les diverses filières migratoires ont fait naître de nouveaux brassages culturels et des enjeux géopolitiques – et d'autre part, l'émergence de mouvements sociaux nationaux et transnationaux dans leurs particulatités, mais aussi dans leurs similitudes et dans un contexte de transformations plus ou moins marquées par les luttes antiracistes et les revendications d'une citoyenneté élargie. Ce monde, chaque fois moins étanche, mais qui construit en même temps des frontières symboliques et matérielles multiples - telles que des mesures politiques strictes anti-migration - devient un terreau fécond à partir duquel une diversité de voix croisées s'élève contre toutes les formes d'inégalité, d'exclusion et de discrimination.

Congolese arts and the Congolese diaspora in Belgium: images and post-colonial relationships
Ce colloque interrogera la postcolonialité de la Belgique à partir du champ artistique de la diaspora congolaise en faisant appel aux chercheurs, aux artistes et aux institutionnels. Il s’agira de réfléchir à la façon dont les rapports historiques entre belges et congolais se répercutent dans le champ de la création, de la promotion et la diffusion des artistes. Nous examinerons également la façon dont ce champ artistique s’est constitué et recomposé dans le temps ainsi que les processus d’hybridation à l’œuvre, à travers l’inscription des artistes dans différentes sphères artistiques. Nous chercherons aussi à savoir dans quelle mesure et de quelles façons ces expressions artistiques participent à la (dé)construction de la narration nationale et s’inscrivent ou non dans la continuité des imaginaires et des représentations de la Belgique au sein de la diaspora.

Ethnic or national minorities. Between renewal and permanence

The coordinaters of this issue of he Belgéo review plan to reflect about the "ethnic or national minorities", two polysemous concepts here perceived in a way opened to interpretation even if they are inscribed in P. Poutignat and J. Streiff-Fénart’s definition, when they state that these groups “only exist thanks to the subjective belief their members share that they constitute a community.” The minority group is dialectically linked to the existence of a majority. It can be said “ethnic” because of racial parameters but above all because of the presence of linguistic, religious, cultural or other discriminating and specific markers. The will to be different expresses itself in various ways – instutional or not – and leads to very diverse situations, located between resistance and cooperation, forced integration and autonomy. The way to name places, individuals, but also their status – granted or claimed for – their visibility in the social and political space, are elements characterizing the notion of “otherness”.

Fondé sur la présence d’une dizaine de doctorants travaillant sur la région et rattachés à ce laboratoire, le GRAC se propose d'abord de présenter les thèses de politique comparée, de relations internationales ou d'économie politique en cours au CERI. Il invite bien sûr les doctorants d'autres disciplines (anthropologie, géographie etc.) inscrits dans d'autres établissements à y assister. Il se conçoit en effet comme un lieu ouvert de débats et d'échanges. C'est pourquoi il sera aussi l'occasion de faire intervenir les auteurs de travaux et ouvrages récents (en langue française, anglaise ou russe pour l'essentiel) afin d'inscrire les travaux des doctorants dans la perspective de l'actualité scientifique sur l'Asie centrale. Enfin, il pourra être l'occasion d'aborder avec des experts - européens ou centrasiatiques notamment - certaines questions liées aux grands équilibres de la zone (événements au Kirghizstan, présidence kazakhstanaise de l'OSCE, enjeux énergétiques...) -

Reverse-Exoticism: Writing Practices, Alternative Voices and Heritagization
This is a call for papers for a Special Interest Panel inclued in the Tourism and Seductions of Difference Conference (Lisbon, Portugal, 10-12 Sept 2010) directed by Cyril Isnart (Cidehus-Universidade de Évora) and Ema Pires (Cria-Iscte and Univ. de Évora). While academics have studied ‘heritage’ mainly in terms of a national or elite construction, this panel is interested in the increasingly loud claims to ‘heritage’ emanating from minorities and small social groups. Evoking Michel De Certeau (1988), our emphasis here is on analysing ‘scriptural practices’, both as cultural apparatus and means of production and objectification of minorities’ alternative voices. -

Articulant différentes problématiques ayant toutes en commun de toucher à la question de l’ethnicité, ce numéro thématique se déclinera autour de trois axes en privilégiant une approche pluridisciplinaire : racisme et discrimination, mobilisations sociales et politiques, migration. Les contributions auront à cœur de promouvoir une approche comparative entre les différentes populations andines, et s’attacheront également à discuter les notions d’identité et d’ethnicité, autour desquelles ce dossier entend encourager le débat théorique. -
