Summary

Ce colloque, à l'occasion du centenaire de la première guerre mondiale, entend réflechir sur l'échec de la paix en s'intéressant à l'action de tous ceux et de toutes celles qui, dans les différents pays d'Europe et du monde, ont cherché à empêcher l'éclatement d'une guerre européenne ou ont cherché à en interrompre le cours. Le champ de recherches inclut toutes les sensibilités de paix émanant d'horizons politiques et de milieux sociaux très divers. Il s'attache aussi bien aux personnalités et militants qu'aux lieux et réseaux de défense de la paix, aux initiatives, évènements, manifestations et tentatives de paix, aux relations des pacifistes avec les États, aux idées, débats et controverses, enfin aux sensibilités et dimensions affectives, aux désirs de paix.

Argument

To mark the centenary of WW1 at the beginning of 2014, the University Paris-Est and the German historical Institute suggest to reflect on the downfall of peace and the failure of those who wanted to prevent a general European war from breaking out or who tried to interrupt its course. The time span we have chosen shows that we mean to take into consideration the very first years of the twentieth century (starting in 1899, date of the first Hague Conference) and those of the ‘pre-war’ period but also the war years themselves. This means we can study the actions taken in favour of peace in neutral countries or amongst late partakers in the conflict (Italy, USA, etc), as well as the actions of those in favour of negotiated peace. Defining 1917 as a limit is a way to mark the renewed strength of claims for peace, their revolutionary dimension in Russia and their different forms of expression. At the same time, with the US entering the war, the failure of the Stockholm Conference and the radicalisation of the governments on both sides, year 1917 puts an end to any last hope of restoring peace through negotiation and tolls the bell for the pre-war world.

Through this seminar we would like to review the latest in matter of research on the subject of judicial pacifism, attempts at peaceful resolution to conflicts through arbitration, development of international law, attempts, be it on a political level (Hague Conference, Inter-Parliamentary Union), or on that of peaceful societies (peace societies, permanent International Peace Bureau), or non-governmental organizations and initiatives (Nobel Peace Prize, Carnegie Foundation, etc). It would also aim to pursue research dedicated to people active in the Second International and to ideas and peace initiatives of militants and leaders of the working class. This would include some new actors: trade unionists, women, rebels, conscientious objectors and some important even though fruitless attempts at peace (Stockholm Conference, calls for peace from Benedict XV etc). Placing the emphasis on the actors (individually or collectively) we would like to integrate a certain number of perspectives and new approaches of historic research: for example individual itineraries, networks, cultural representations and initiatives, forms of resistance to dominating intellectual currents and powers, controversies with denigrators of pacifism, disagreements within the peace-building camp, or the affective dimension of the cause of peace.

The suggested range of topics includes (but is not limited to the following):

  1. Men and women advocates of peace (this section could portray influential actors, militants, or offer prosopographical approaches …)
  2. Places and networks of the defense of peace (peaceful societies, International Peace Bureau, international conferences, Inter-Parliamentary Union, foundations, prizes, reviews, pamphlets …)
  3. Attempts at peace and demonstrations of peace (conferences, peace initiatives, pacifist organizations …)
  4. Governments and advocates of peace (supports, uses, marginalization, tolerance, repression …)
  5. Conceptions, representations, controversies (arguments for peace; economic, social, political, cultural, moral, religious views, ideological theories …)
  6. Peace wishes (purpose of peace, expression, feelings …)

Papers can deal with the whole period or with a part or with a specific time. Perspectives on subjects as influence or the failure of the advocates of peace or 1917 will be central themes.

To apply please send proposals in French or in English (word format or pdf attachement) with an abstract (2000 characters and title), with surname, first name, post and institutional affiliation, email, home address, telephone number) and a short biography to the organizers at defenseurspaix@univ-paris-est.fr

 by 15 April 2013.

The papers should be in English and in French but we hope to provide simultaneous translation.

Expenses

Speaker’s travel and accommodation expenses will be covered by the conference organizers. Further details will be sent out to the speakers in June 2013.
