Argumentaire
En observant la récente situation des tendances démographiques dans les Alpes, on peut mettre en évidence une intéressante évolution dans certains territoires alpins, surtout dans les zones alpines marginales. Cette situation ne concerne pas seulement les Alpes, mais aussi tous les territoires de montagne européens, où les effets en deviennent évidents : requalification d’anciens villages et la création de bâtiments technologiques, mise en œuvre de différentes formes de tourisme (tourisme vert, tourisme doux), expérimentation de nouveaux services (grâce à des solutions ICT), mise en œuvre de politiques de mobilité durable et, enfin, création d’activités entrepreneuriales vertes (CIPRA, 2007, Messerli, Scheurer, Veit, 2011).
Ce phénomène de repeuplement est généralement lié à des processus d’immigration, et non pas à un accroissement des naissances dans les Alpes, comme c’est le cas de l’autre côté des montagnes européennes. Les analyses sur cette question ont souligné l’existence d’une nouvelle population – les « nouveaux habitants » – attirée par les montagnes et faisant le choix d’habiter en montagne, pour des raisons diverses : le paysage, la qualité de vie, la proximité avec la nature, les possibilités d’emploi, les activités en plein air, etc. Ce sont des montagnards par choix. En se référant aux différents facteurs d’attractivité du territoire et en tenant compte des différences des territoires de la montagne (dans tout l’Arc alpin), plusieurs typologies de ces nouveaux habitants ont été proposées, des migrants d’aménité aux rapatriés, des personnes créatives aux pendulaires alpins.
À partir des sujets traités dans la Revue de Géographie Alpine, n°99-1 2011, cet appel propose une mise à jour sur le thème « Les nouveaux habitants de la montagne », en centrant la réflexion sur les différents types de mouvements récents de population dans les montagnes, en particulier dans des contextes alpins, pour approfondir le cadre scientifique avec la description du phénomène, son caractère et son impact sur les territoires locaux.
Thèmes
En tenant compte des réflexions proposées par Manfred Perlik dans son récent article « Gentrification alpine. Lorsque le village de montagne comme un arrondissement métropolitain » (La Revue de Géographie Alpine 2011, n°99-1), les thèmes abordés dans ce dossier seront essentiellement relatives aux aspects suivants :
- la diffusion de nouveaux modèles pour les zones de montagne habitées (habitation multi-locale, aménité pour la migration, le style de vie éthique, etc.) et leurs incidences sur les dynamiques territoriales de repeuplement (gentrification alpine, repeuplement de villages abandonnés etc.);
- les politiques territoriales orientées pour lutter contre le dépeuplement de la montagne en manière intégrée et pour attirer de nouveaux habitants (accueil, politiques de marketing territorial pour attirer les entrepreneurs, etc.);
- des expériences ou des politiques amenant de nouvelles formes de services territoriaux (école, services médicaux et sociaux, etc.) sont mises en œuvre, en particulier par des systèmes ICT, afin d’améliorer la qualité de vie des communautés locales ainsi que dans les régions marginales de la montagne ;
- la dynamique de l’intégration culturelle entre les « nouveaux » habitants et les vieux habitants, en tenant compte de l’idée que ces nouveaux habitants pourraient être permanents, mais aussi temporaires – comme les habitants multi-locaux, les travailleurs saisonniers, etc.

Les contributions sélectionnées, rédigées selon les normes de publications de la RGA, devront être envoyées au format de 30 000 signes, et nous parvenir pour le 1er novembre 2013.

Argument
Context
Observing the recent situation of demographic trends in the Alps, it is possible to put in evidence an interesting turnround in some alpine territories, especially alpine marginal areas. This situation invests not only the Alps but in general the European mountain territories, where the effects of this turnround become evident: from requalification of old villages and the creation of technologic buildings, to implementation of different forms of tourism (green tourism, soft tourism), from experimentation of new services (through ICT solutions), to implementation of sustainable mobility policies and finally to creation of green entrepreneurial activities (CIPRA, 2007, Messerli, Scheurer, Veit, 2011).
This phenomenon of repopulation is generally linked to immigration processes and not to birth increases in the Alps as in the other part of European mountains. Analysis on this issue have pointed out the existence of a group of subjects – called new inhabitants – attracted by mountains and determined to move to the mountains for different factors: landscape, quality of life, close to the nature, job opportunities, outdoor activities, etc. They are mountaineers by choice. Referring to these different territorial factors of attractiveness and taking into account differences through mountain territories (also in the Alpine Arc), some typologies of new inhabitants has been proposed from amenity migrants to returnees, from creative people to alpine commuters and so on (Bender O., Kanitscheider S., 2012, Cognard, 2006, Corrado, 2013, Fourny, 1994, Moss 1996, Perlik, 1996, 2006, Steinicke, Cede, Fliesser, 2010).
In relation to the topics treated in the Journal of Alpine Research n. 99-1 2011, this call proposes an update on the theme “New inhabitants of the mountains”, focusing the attention on the different types of recent movements of population to the mountains, especially in Alpine contexts, in order to deepen the scientific framework with the description of the phenomenon, its characteristic and its impact on local territories.
Themes
Taking into account the reflections proposed by Manfred Perlik in his recent article “Alpine gentrification: The mountain village as a metropolitan neighbourhood” (Journal of Alpine Research, n. 99-1, 2011), the themes approached in this volume are preferably those based on scientific issues related to the following aspects:
- diffusion of new models of living mountains areas (multi-local dwelling, amenity led migration, ethic life style and so on) and related impacts on territorial dynamics of repopulation (alpine gentrification, repopulation of abandoned village and so on);
- territorial policies oriented to fight depopulation in mountain area in integrated way and to attract new inhabitants (welcoming policies, territorial marketing to attract entrepreneurs, etc.);
- experiences or policies in which new forms to supply territorial services (school, health and medical and social services, etc.) are implemented, especially through ICT systems, in order to give a good quality of life to local communities, also in mountain marginal areas;
- dynamics of cultural integration between “new” and old inhabitants, taking into account that new inhabitants could be permanent but also temporary subjects as multilocal dwellers, seasonal workers and so on.
Timetable
Proposals are expected before July 30th, 2013, (500 words abstract) and final papers should be handed out before November 1st, 2013 (see Rules for publication).

Contesto
Osservando gli attuali trend demografici nelle Alpi, è possibile evidenziare un’interessante cambiamento demografico in alcuni dei territori alpini. Questa situazione non interessa solo le Alpi, ma in generale i territori montani europei, dove gli effetti di questo cambiamento iniziano ad essere evidenti: dalla riqualificazione di vecchi villaggi alla creazione di edifici ad elevata tecnologia, all’implementazione di diverse forme di turismo (turismo verde, turismo dolce), dalla sperimentazione di nuove forme di servizi (attraverso soluzioni tecnologiche innovative che utilizzano le più moderne ICT), all’implementazione di politiche di mobilità sostenibile e infine alla creazione di attività imprenditoriali “verdi” (CIPRA, 2007, Messerli, Scheurer, Veit, 2011).
Questo fenomeno di ripopolamento è generalmente collegato ai processi di immigrazione e non all’incremento delle nascite sia nelle Alpi che nelle altre parti delle montagne europee. Alcune analisi relative a questi temi hanno messo l’accento proprio sull’importanza del ruolo svolto dai cosiddetti “nuovi abitanti” nell’implementazione di questo movimento verso la montagna. Sono, questi, soggetti attratti dal capitale territoriale presente in montagna, nelle Alpi in particolare, e determinati a trasferirsi per diversi motivi: paesaggio, qualità della vita, vicinanza alla natura, opportunità di lavoro, attività outdoor, ecc. Si tratta di “montanari per scelta” (Dematteis, a cura di, 2010).
In riferimento ai diversi fattori territoriali di attrattività e prendendo in considerazioni le differenze tra i territori montani (anche nell’arco alpino), alcune tipologie di nuovi abitanti che sono state proposte, vanno dagli amenity migrants, ai “ritornati”, ai creativi ai pendolari, per citare alcune delle principali categorie (Bender O., Kanitscheider S., 2012, Cognard, 2006, Corrado, 2010, Fourny, 1994, Moss 1996, Perlik, 1996, 2006, Steinicke, Cede, Fliesser, 2010, Varotto, 2012).
Facendo riferimento alle tematiche già trattate nella Revue de Géographie Alpine / Journal of Alpine Research n. 99-1 2011, questo numero intende focalizzare l’attenzione sui diversi movimenti della popolazione verso la montagna, specialmente nei contesti alpini, per approfondire il quadro scientifico relativo al fenomeno, le sue caratteristiche e gli impatti sui territori locali.
Considerando le riflessioni proposte da Manfred Perlik nel suo recente articolo “Alpine gentrification. The mountain village as a metropolitan neighbourhood” (La Revue de Géographie Alpine / The Journal of Alpine Research, n. 99-1 2011), i temi su cui è centrata la call sono preferibilmente quelli basati su tematiche scientifiche relative ai seguenti aspetti.
Temi
- diffusione di nuovi modelli di abitare le aree montane (multi-residenzialità, stile di vita etico, migrazione legata alla piacevolezza dei luoghi, ecc.) e i relativi impatti sulle dinamiche territoriali di ripopolamento (gentrification alpina, ripopolamento dei villaggi abbandonati, ecc.);
- politiche territoriali orientare a combattere lo spopolamento dell’area montana in modo integrato e allo scopo di attrarre nuovi abitanti (politiche di accoglienza, marketing territoriale per attrarre nuovi imprenditori, ecc.);
- esperienze o politiche nelle quali vengono implementate nuove forme di servizi territoriali (servizi scolastici, servizi socio-assistenziali, telemedicina, ecc.), specialmente attraverso l’utilizzo di sistemi ad alta tecnologia, per fornire un buon livello di qualità della vita alla comunità locali, anche nelle aree marginali montane;
- dinamiche di integrazione culturale fra i “nuovi” e i “vecchi” abitanti che mettono in luce le risorse attivate all’interno della comunità locale al fine di avviare processi di inclusione sociale.

Gli abstract (500 parole) devono essere inviati entro il 30 giuglio 2013. I contributi selezionati, redatti secondo le regole di pubblicazione della RGA/JAR e con lunghezza non superiore ai 30.000 caratteri, dovranno pervenire entro il 1 novembre 2013.
