Argument

Les 5 et 6 décembre 2016, l’Université Paris 1 Panthéon-Sorbonne et l’IMODEV organiseront une conférence internationale intitulée « Academic Days on Open Government Issues - Journées universitaires sur les enjeux des gouvernements ouverts ». Sous la direction d’Irène Bouhadana et William Gilles, cette manifestation à caractère scientifique sera la 17e édition des conférences internationales de l’IMODEV sur le droit et la gouvernance de la société de l’information.

Ces journées universitaires seront organisées au cours de la semaine pendant laquelle la France accueillera le Sommet mondial 2016 sur les gouvernements ouverts. Cet événement a pour objectif de réunir l’ensemble du monde universitaire concerné par les enjeux relatifs aux gouvernements ouverts en privilégiant une dimension large et pluridisciplinaire.

L’un des objectifs du processus des gouvernements ouverts est de promouvoir une plus grande transparence, d’encourager la participation citoyenne et la collaboration dans la prise de décision gouvernementale, mais aussi de favoriser la responsabilisation du gouvernement. Dans cette perspective, il importe de mettre l’accent sur le rôle des citoyens, de la société civile, et des parties prenantes aux processus de décision pour améliorer les politiques gouvernementales.

Aux origines des “Academic Days on Open Government Issues”…

Les expériences observées depuis 2011 au sein des pays membres de l’OGP ont montré que si la société civile est largement associée au processus des gouvernements ouverts, la communauté universitaire n’a pas été suffisamment consultée. Il importe au contraire de souligner que la communauté universitaire doit être partie prenante du processus des gouvernements ouverts. Le concept d’« Academic days » n’a jamais été expérimenté dans les événements précédents de l’OGP. En organisant ces journées, avec IMODEV et l’Université Paris 1 Panthéon-Sorbonne, Irène Bouhadana et William Gilles ont ainsi décidé d’organiser pour la première fois un événement scientifique consacré aux enjeux des gouvernements ouverts en souhaitant réunir les universitaires – quelles que soient leurs disciplines – pour leur permettre de débattre de ces enjeux dans une démarche scientifique.

Les Academic Days visent à rassembler tous les universitaires qui s’intéressent à ces questions, que leur pays soit ou non membre de l’OGP. L’objectif sous-jacent consiste à construire à terme une doctrine universitaire sur les gouvernements ouverts. L’IMODEV, réseau international de chercheurs et d’universitaires, et l’Université Paris 1 Panthéon-Sorbonne œuvrent déjà pleinement en faveur de la promotion de ces thématiques. L’idée d’organiser cet événement scientifique à l’occasion du Sommet mondial de Paris s’est ainsi imposée avec force.

Un événement pluridisciplinaire et international

Cette manifestation scientifique vise à rassembler l’ensemble des personnes qui souhaitent réfléchir aux thématiques qui sont associées à l’ouverture des gouvernements dans une démarche universitaire.

Cet événement pluridisciplinaire permet d’associer le droit, les sciences politiques, l’économie, la gestion, les sciences mathématiques, les sciences informatiques, les sciences sociales, l’histoire, la sociologie, les sciences environnementales, les arts, et toutes les autres matières susceptibles d’être reliées à ces enjeux.

Ces journées permettront, par leur caractère transversal et pluridisciplinaire, de comprendre, d’analyser et de débattre des enjeux des gouvernements ouverts en présence de représentants originaires des 5 continents.

Un événement collaboratif

L’objectif de cette manifestation scientifique est de faire des différents intervenants et participants des parties prenantes de cet événement. Aussi vous est-il possible de participer aux différentes modalités d’intervention organisées.

Il vous est aussi possible de proposer de nouvelles thématiques de recherche en rapport avec le thème de ces journées à condition de fédérer au moment du dépôt de la proposition un minimum de 6 intervenants.

Un événement ouvert à la jeunesse, aux étudiants et aux jeunes chercheurs : transmettre aux décideurs de demain

Par ailleurs, ces journées ont vocation à s’ouvrir également à la jeune recherche (jeunes docteurs, doctorants, étudiants de master 2). L’objectif consiste à associer les jeunes générations aux enjeux de demain. Les jeunes chercheurs pourront animer des tables rondes ou workshops.

Un Comité de jeunes chercheurs sera créé pour coordonner ces travaux.

Des formes d’interventions variées et participatives favorisant le rayonnement en matière de recherche

La variété des interventions proposées permettra à chaque participant, quel que soit son domaine de recherche, de présenter et défendre ses travaux sous réserve de disponibilité.

Lighting talks

Les lightning talks sont des courtes présentations orales au cours desquelles les universitaires sont invités à défendre devant le public une recherche ou idée en 5 minutes.

Les lightning talks sont l’occasion pour les chercheurs de se confronter à l’exercice de vulgarisation et de synthèse de leurs travaux de recherche afin de rendre ceux-ci compréhensibles au plus grand nombre. De par leur nature, les lightning talks ne permettent pas d’aller dans les détails des travaux de recherche, cet objectif était poursuivi par les autres formes d’intervention proposées au cours de ces journées (workshops, tables rondes…). L’objectif des lightning talks consiste, pour les chercheurs, à présenter la substance de leurs travaux de recherche et à livrer l’essentiel de leur contenu de manière complète, mais concise.

Ce mode de présentation universitaire est destiné à susciter l’intérêt et à favoriser l’ouverture pour discuter et débattre avec collègues et homologues durant ces Academic days.

Les intervenants souhaitant participer à cet exercice doivent proposer un thème d’intervention au conseil scientifique des Academic Days en indiquant les nom, prénom, fonction, université ou institution, et en envoyant un abstract de 10 lignes. Les thèmes des lightning talks reprendront ceux proposés initialement dans les Workshops (la transparence gouvernementale, l’ouverture des données (open data), la lutte contre la corruption, la participation citoyenne et la co-construction, le droit au respect de la vie privée, la surveillance de masse, etc.), cette liste pouvant être complétée dans les mêmes conditions par vos propres propositions.

Ces lightning talks pourront être réalisés en Français ou en Anglais.

Workshops

Les Workshops sont des sessions réunissant un groupe restreint de participants. L’objectif de ces interventions consiste à présenter en une dizaine de minutes les travaux de recherche aux membres du groupe. Suite à cette présentation, une discussion s’engage entre les panellistes.

Les workshops permettrontaux participants de débattre, contribuer et construire sur des thématiques en lien avec les gouvernements ouverts en groupe d’une dizaine de personnes.

Les workshops peuvent porter sur l’ensemble des thématiques liées aux enjeux des gouvernements ouverts. Sont d’ores et déjà envisagés des workshops sur les sujets suivants :

Dès lors qu’il réunit un nombre suffisant de participants (minimum 6), tout universitaire peut proposer au Conseil scientifique des Academic days d’autres thématiques. La proposition doit mentionner la langue de travail (Français, Anglais, Espagnol, Portugais ou Russe), le nom et les fonctions du responsable du workshop, le titre du workshop et un abstract d’une dizaine de lignes (rédigé en Français ou en Anglais) pour son examen par le Conseil scientifique.

Ateliers ‘Jeunes chercheurs’

Les jeunes chercheurs peuvent participer à l’ensemble des formats proposés au cours des journées universitaires (lightning talks, workshops, ateliers créatifs…). Des espaces dédiés leur sont cependant proposés à travers les ateliers ‘Jeunes chercheurs’.

Les ateliers ‘Jeunes chercheurs’ ont pour finalité de constituer un laboratoire d’idées et de rencontres entre les étudiants et jeunes chercheurs du monde entier.

Les langues de travail de ces ateliers jeunes chercheurs sont libres et à convenir entre ces derniers. Les langues de restitution sont le Français et l’Anglais.

La participation des jeunes chercheurs et étudiants contribuera à la réussite de l’événement en créant des ponts et des points de contact avec les universitaires et les autres étudiants et jeunes chercheurs.

Présentation d’affiches

Les présentations d’affiches scientifiques ambitionnent de mettre en avant les travaux de recherche en cours de réalisation par les universitaires. Cette forme de participation permet aussi aux chercheurs inscrits à ces journées universitaires de prendre connaissance des travaux de leurs homologues. La présentation d’affiches est également un outil de transmission et de communication, favorisant la prise de contact entre le chercheur qui expose son travail de recherche et les membres de la communauté universitaire intéressés par la recherche exposée.

Les affiches pourront être présentées en langue française, anglaise ou espagnole.

‘Ateliers créatifs’

L’ouverture des gouvernements vise également à favoriser la liberté d’expression. Pour cette raison, les organisateurs des Academic days ont souhaité associer les artistes qui sont l’une des expressions directes de cette liberté et ouverture.

L’objectif est de permettre aux universitaires artistes de présenter leurs œuvres au cours de ces deux journées. Cet espace créatif se veut un lieu d’échange et de coparticipation ouvert non seulement aux créatifs de formation, mais également aux non-usuals, et donc y compris aux non-universitaires.

Toutes les formes artistiques sont admises (photographie, caricature, dessin, sculpture, documentaires, etc.) dès lors qu’elles portent sur l’un des thèmes des gouvernements ouverts (liberté d’expression, transparence, ouverture des gouvernements, open data, vie privée, participation citoyenne, neutralité du Net, surveillance de masse, etc.).

Les Academic days, un événement intégré au programme du sommet mondial de l’OGP

Les chercheurs présents aux Academic days pourront prendre part aux trois autres jours du sommet mondial de Paris (7, 8 et 9 décembre 2016). Les informations complémentaires sur les modalités d’inscription au sommet de Paris sont disponibles à l’adresse suivante : https://www.etalab.gouv.fr/ogp

Vous trouverez sur notre site plus d’informations. Ils pourront ainsi mettre à profit leur séjour en assistant aux différents événements organisés pendant la semaine du sommet de Paris.

Cette démarche vise à contribuer au rayonnement du Partenariat pour les gouvernements ouverts en y associant pleinement la communauté universitaire.

Les travaux rendus au cours de ces journées universitaires feront l’objet d’une restitution dans le sommet principal organisé à Paris du 7 au 9 décembre 2016. Des ateliers seront consacrés à cette restitution et permettront une visibilité des travaux menés par les chercheurs au cours des Academic days.

Une valorisation des travaux de recherche

Les Academic days ont pour objectif de valoriser les travaux de recherche sur les thématiques liées aux enjeux des gouvernements ouverts.

Cette valorisation prendra plusieurs formes.

• Sessions filmées : certaines sessions seront filmées. Elles seront, à l’issue de l’événement, mises en accès libre et consultables gratuitement sur Internet.
• Publication des meilleurs articles dans une revue internationale à comité scientifique : les articles qui auront fait l’objet d’une validation par le conseil scientifique seront publiés dans l’International Journal of Open Government (Revue internationale des gouvernements ouverts) ou dans l’International Journal of Digital and Data Law (Revue internationale de droit des données et du numérique). Ces deux revues sont accessibles gratuitement et en libre accès et utilisent les meilleures technologies pour assurer un référencement efficace des travaux de recherche, et par conséquent, une visibilité et une valorisation internationales des publications.
• Publication des autres contributions sur le site Internet des Academic Days.

Argument

On December 5 & 6, 2016, the University Paris 1 Panthéon-Sorbonne and IMODEV organize an international conference entitled “Academic Days on Open Government Issues”. This international event, under the direction of Irene Bouhadana and William Gilles, will be the 17th edition in a series of IMODEV international conferences on the Law and Governance of the Information Society.

These academic days will be organized during the week dedicated to the theme since France, as chair of Open Government Partership, will host the Open Government Global Summit in December 2016. These Academic days aim to bring together all of academia concerned with issues related to open government by favoring a broad and multidisciplinary dimension.

One of the goals of the open government process is to promote greater transparency and encourage citizen participation and collaboration in government decision-making, but also to promote government accountability. In this perspective, it is important to emphasize the role of citizens, civil society and stakeholders in decision-making to improve government policies.

The Origins of the “Academic Days on Open Government Issues”

The experiences observed since 2011 in member countries of OGP have shown that if civil society is largely associated with the process of open governments, the academic community has not been adequately consulted. It is important to emphasize that the university community must be part of the open government process. The concept of “Academic Days” was never experienced in previous events of the OGP. By organizing these days, with IMODEV and University Paris 1 Panthéon-Sorbonne, Dr. Irene Bouhadana and Dr. William Gilles have decided to organize for the first time a scientific event dedicated to issues of open government willing bring together academics - regardless their disciplines - to enable them to discuss these issues through a scientific approach.

The Academic Days aim to bring together all academics interested in these matters, that their country is or is not a member of the OGP. The underlying objective is to build a university doctrine on open-government issues: IMODEV, as an international network of researchers and academics, and the University Paris 1 Panthéon-Sorbonne already working fully in favor of promoting these themes. The idea of this scientific event at the Paris World Summit has thus forcefully imposed.

A Cross-Disciplinary and International Event

This scientific event aims to bring together all those who wish to think, with an academic approach, about themes that are associated with the opening of governments.

This multidisciplinary event will associate law, political science, economics, management, mathematics, computer science, social science, history, sociology, environmental science, arts, and all other subjects or field which may be related to these issues.

These days will, by their transverse and multidisciplinary character, understand, analyze and debate the issues of open government with representatives from the 5 continents.

A Collaborative Event

The aim of this scientific event is to make the various stakeholders and participants stakeholder event. Also it is possible for you to participate in various forms of intervention organized.

You can also propose new research topics related to the theme of this meeting provided you federate upon filing of the proposal a minimum of 6 players.

An Event Open to Youth, Students and Young Researchers: Transmit to the Leaders of Tomorrow

Moreover, these days are intended to be also open to young researchers (PhDs, PhD students, master students 2). The intention is to involve the younger generations to the challenges of tomorrow regarding open government issues. The young researchers will conduct roundtables or workshops.

A committee of young researchers will be established to coordinate this work.

The Possibility for Academics to Value their Research in the Various Formats of the Event

The variety of the proposed interventions allow each participant, regardless of her/his field of research, to present and defend her/his work, subject to availability.

Lightning talks

The lightning talks are short oral presentations in which speakers are invited to defend in front of the public their research idea in 5 minutes.

The lightning talks are an opportunity for researchers to confront the exercise of outreach and synthesis of their research in order to make them understandable to the greatest number. By their nature, lightning talks fail to go into the details of the research: this goal is pursued by other forms of intervention proposed during these days (workshops, round tables...). The aim of lightning talks is for researchers to present the substance of their research work and to deliver the bulk of their content in a complete but concise manner.

This method of academic presentation is intended to generate interest and to foster openness to discuss and debate with colleagues and counterparts in those Academic days.

Stakeholders wishing to participate in this exercise must propose an intervention topic or theme to the Scientific committee of Academic Days stating their name, function, university or institution, and a 10 lines abstract. The topics of the lightning talks will resume those initially proposed in the Workshops (open government, open data, fight against corruption, citizen participation and co-construction, right to respect for private life, mass surveillance, etc.), this list can be completed on the same terms with your own proposals.

These lightning talks will be held in French or English.

Workshops

The Workshops are sessions bringing together a small group of participants. The goal of these interventions is to present in ten minutes the research to group members. Following this presentation, a discussion ensued between the panelists.

The workshops will allow participants to discuss, contribute and build on themes related with open governments in open groups of ten to twenty people.

When it meets a sufficient number of participants (minimum of 6), any speaker can propose to the Scientific Committee of Academic days other themes. The proposal must indicate the working language (French, English, Spanish, Portuguese or Russian), the name and functions of the responsible of the workshop, the workshop title and a ten lines abstract (written in French or English) that will be reviewed by the scientific committee.

 ‘Young Researchers’ Workshops

The young researchers can participate in all the formats proposed during the Academic days (lightning talks, workshops, Poster presentations...). However, dedicated spaces are offered through workshops ‘Young Researchers’.

The workshops ‘Young Researchers’ are intended to be a laboratory of ideas and meetings between students and young researchers worldwide.

The working languages of the Young Researchers’ Workshops are free and agree between them. Presentation languages are French or English.

The involvement of young researchers and students contribute to the success of the event by building bridges and points of contact within the university and other students and young researchers.

Poster presentation

The scientific poster presentations aspire to highlight researches being carried out by academics. This form of participation also allows researchers enrolled in these days of academic understanding of the work of their counterparts. The poster presentation is also a transmission and communication tool, promoting contact between the researcher who presented her/his research work and members of the academic community interested in research exposed.

Posters shall be presented in French, English or Spanish.

‘Ateliers créatifs’ (Creative sessions)

The opening of governments also aims to promote freedom of expression. For this reason, the organizers of the Academic days wanted to combine open government issues and the artists, who are one of the direct expression of this freedom.

The aim is to enable academic artists to present their work during these two days. This creative space is a place for exchange and co-participation not only open to creative training, but also to non-usuals, thus including non-academics.

All art forms are accepted (photography, caricature, drawing, sculpture, literature, etc.) since they concern a theme of open government (freedom of expression, transparency, open government, open data, privacy, citizen participation, Net neutrality, mass surveillance, etc.).

The Academic days, an integrated event at the OGP Global Summit 2016 in Paris

This approach aims to contribute to the influence of the Partnership for governments open the full involvement of the university community.

The work rendered during these academic days will be refunds in the main summit held in Paris from 7 to 9 December 2016. Workshops will be devoted to that refund and allow visibility of the work of researchers in Academic of days.

A valuation of the research work

The Academic days are intended to enhance the thematic research on issues related to open government.

This valuation will take several forms.

• Filmed Sessions: some sessions will be filmed. These records will be published online (free and open access)
• Publication of the best articles in an international journal with scientific committee: articles that have been validated by the scientific committee will be published in the International Journal of Open Government or the International Journal of Digital and Data Law. Both journals are free and open access and use the best technologies to ensure effective SEO, and therefore, visibility and international promotion of publications.
• Publication of other contributions on the website of Academic Days.
