In 2024, Ukraine adopted a law on lobbying in order to meet the requirements of the European Union as part of its accession process, which aims in particular to promote a culture of transparent lobbying. These rapidly evolving practices in Central Europe are at the heart of renewed research into the various links between political and administrative actors and private actors: what is the current state of knowledge?

Implosion des empires et frontières
1914-2024
Le XXe siècle a vu l’écroulement brutal de trois empires dont les signes de faiblesse étaient cependant de plus en plus évidents : l'empire austro-hongrois, l'empire ottoman puis l'URSS. La première guerre mondiale a été fatale au camp des vaincus parmi lesquels se trouvaient les deux premiers. Ces opérations de dislocation, les deux premières datant d’un siècle, la troisième plus récente, ont laissé derrière elles des bombes à retardement dont certaines ont contribué au désordre international, voire aux guerres d’aujourd’hui. Le retour des guerres balkaniques, l’agression russe contre l’Ukraine et la Géorgie, le conflit du Haut Karabakh, la question palestinienne et la guerre à Gaza ont leurs racines dans la façon dont ont été tracées « des lignes dans le sable » lors de l’implosion des empires. Comprendre les motivations des politiques qui ont démantelé les empires et envisager les autres scénarios qui auraient été possibles permettrait-il d’apaiser les conflits potentiels ou actifs d’aujourd’hui ?

This journal is especially devoted to the study of the dynamics of memories and of cultural identity representations which have shaped the spaces of experience, the horizons of expectation, and the sociocultural imaginaries in “Europe’s Europes” in the 20th and 21st centuries. It provides a special outlet to the analysis grounded in cultural memory studies, and particularly in contemporary theories of “agonistic memory”, considered as a “third way”, that of the research of an equilibrium between the contraries embodied in the two competitive paradigms which have disputed their hegemony in the European area, particularly since the end of the Cold War: the cosmopolitan/ transnational one, and the national(ist)/ antagonistic one.

L’ambition de cette manifestation est d’explorer les confrontations, les défis et les opportunités (souvent frustrées) qui ont caractérisé la relation complexe entretenue par les acteurs du Mouvement international de la Croix-Rouge avec les régimes communistes, ou plus généralement d’inspiration marxiste depuis 1917.

Die Linken in den deutschen Minderheiten im Europa der Zwischenkriegszeit
Nous étudierons les gauches germanophones dans les différents pays d’Europe centrale et orientale où elles étaient présentes (Tchécoslovaquie, Pologne, Hongrie, Roumanie...), mais aussi en Europe occidentale (France, Danemark). Nous rechercherons leur positionnement par rapport à leurs États respectifs, aux pays germanophones, aux autres minorités nationales et aux gauches germanophones et non germanophones. Nous nous intéresserons notamment aux stratégies développées face au national-socialisme, à l’austrofascisme et aux divers régimes autoritaires européens.

Trajectoires historiques, représentations, perturbation d'un ordre traditionnel ou fantasme ?
Après avoir entretenu des relations particulières avec l’Afrique durant les périodes de décolonisation et de guerre froide, Moscou s’est par la suite illustrée dans une attitude de désengagement à l’égard de cette dernière au début des années 1990. Puis, cette relation a donné lieu à une valse curieuse, entre relance et recul, pour connaitre un véritable regain vers la fin de la décennie 2010. Incontestablement, Moscou a d’ores et déjà repris pied dans de nombreux pays africains, en marquant sa présence de diverses manières. Une situation qui est de nature à inquiéter les anciennes puissances coloniales au rang desquelles la France, et par extension, le monde occidental. L’Afrique, serait-elle de nouveau l’un des théâtres des antagonismes Est/Ouest ?

However, the absence of a clear definition of the region continues to challenge researchers.

Longtemps considérée comme périphérique, l’Europe centrale, orientale et balkanique, – espace hétérogène possédant néanmoins certaines dynamiques propres bien identifiables – a progressivement retrouvé sa place dans une historiographie dynamique et renouvelée grâce aux apports de l’histoire transnationale, globale ou connectée. Le premier volet de ce futur rendez-vous pluriannuel intitulé « Les lieux du politique en Europe centrale, orientale et balkanique, 1790-1990 » sera consacré aux lieux institutionnels.

Temporalities in the Russian Empire, the USSR and the world
Cette journée d’étude propose de se saisir de la notion de « temps perçu » qui nous semble capable de susciter des réflexions nouvelles tant sur la matérialité du temps que sur les représentations auxquelles elle donne lieu, au-delà du paradigme traditionnel des ruptures et continuités. En faisant le choix du terme de temporalités plutôt que celui du temps (Dubar, 2014) pour se concentrer volontairement sur les expériences multiples du temps présent et leurs perceptions conscientes, son enjeu sera d’insister sur le temps comme construction sociale mais aussi de mettre l’accent sur les manières multiples dont il est perçu et vécu dans des périodes de profondes mutations.

Founding, selecting, defending: how to make democracy survive (1918-1960)?
Ce colloque international s’inscrit dans le projet de formation-recherche « Quelle démocratie ? La réflexion sur la crise, la modernisation et les limites de la démocratie en Allemagne, en France, en Angleterre et en Europe centrale entre 1919 et 1939 ». Ce projet pluridisciplinaire propose de revenir sur les réflexions autour de la démocratie de l’entre-deux-guerres en s’intéressant particulièrement aux discours critiques et aux projets de réformes issus du camp démocratique au sens large. Sa démarche consiste à insérer ces discours dans leurs contextes historique, idéologique et socio-culturel, tout en s’intéressant également à leur impact sur la vie politique et sociale de l’époque. Dans la logique de ce projet, ce colloque portera sur la question de l’enracinement démocratique, c’est-à-dire sur la question des moyens à mettre en œuvre pour faire survivre une démocratie en milieu (potentiellement) hostile.

Final Conference of the ValEUR research project
The conference addresses the role, effects and meanings of values at the crossroads of politics, culture, market and law. It documents the circulation and shaping of values between the different spheres of the European multi-level governance (local, national, supranational, transnational). It investigates the EU as a container of values politics as well as its interactions with external entities (Council of Europe, UN, rest of the world). A secondary purpose is to map the research using values as an exploratory framework of wider transformations of politics, policies and polities in Europe. Leaders of scientific projects having developed such agendas in recent years figure among the contributors.

Three decades of transformations, crises and setbacks have noticeably changed the shape of Central and Eastern European societies.

The tenth annual international conference on Nordic and Baltic Studies in Romania
In the meanwhile, conformism seems to have pervaded larger categories of public in East-Central Europe and beyond and new “illiberal democracies” evolved. A composite of authoritarian leader and godfather have taken the reins of power in the area. Populist parties and movements are on the rise. Resurgent nationalisms are again offered as a substitute to solutions. The refugee crisis lingers on and no common decisions have been adopted within the EU to solve it on the basis of the European values. The EU institutions are in need of reform and decisions on the course of the organization and its future enlargement process are still pending. The conference aims at analyzing two often interrelated phenomena: dissent and conformism.

The Association international d’études du sud-est européen is happy to invite you to the 12th Congress of South-East European Studies, taking place in Bucharest, from the 2nd to the 7th of September 2019. One of the conference panels, organized by Robert Born (Leipzig) and Marian Coman (Bucharest), is dedicated to the cartographic history of south-eastern Europe. Proposals for individual papers are welcome on various aspects of the history of south-eastern Europe cartography, from the Ottoman period to the post-communist era. Topics of interest include, but are not limited to, the following: Renaissance and Early Modern maps of the Ottoman Empire, Enlightenment cartographies of Eastern Europe, the birth of national cartography, war and peace cartographies, historical and propaganda maps, national and local surveys, Cold War cartographies.

Criticisms of democracy, authoritarianism and populism in Europe
Continuities and disruptions from the inter-war period until today
Facing the feeling of »crisis« of democracy arising in recent years and symbolized by the rise of populist movements, there is a recurrent comparison with the inter-war situation in today’s political debate in many European countries. Is this comparison relevant to understand the specific democratic practices during both periods? Building on this question, the workshop serves as kick-off for the research program Which democracy/democracies? Reflections on the crisis, modernization and limits of democracy in Germany, France, England and Central Europe between 1919 and 1939 supported by the Centre interdisciplinaire d’études et de recherches sur l’Allemagne (CIERA).

170th anniversary international conference
Après le colloque du cent cinquantième anniversaire de 1848 organisé par la Société de 1848 et des révolutions du XIXe siècle qui a marqué un important jalon historiographique, il a paru important, exactement vingt ans plus tard, de porter un nouveau regard sur cet événement majeur du XIXe siècle, et cela en répondant d’abord au souhait maintes fois formulé par Maurice Agulhon d’en mieux connaître les acteurs, au moment précis où le Dictionnaire des dirigeants français de 1848 du Centre d’histoire du XIXe siècle de Sorbonne Université et de Panthéon-Sorbonne, publié sous son patronage, constitue une nouvelle étape qui permet d’aller plus loin ; mais il s’agit aussi d’élargir la focale pour s’intéresser cette fois à l’ensemble du printemps des peuples. La question centrale de ces journées est ainsi : Qu’est-ce qu’être un acteur du printemps des peuples 1848 ?
