Maintaining public goods in an era of austerity

Local government service budgets have continued to be cut, exacerbating the social and environmental vulnerabilities that municipalities now have to manage with limited resources. The purpose of this dossier is to focus on the spatial dimension of the continuance and evolution of public goods in a context of austerity. In particular, we encourage ethnographic and situated perspectives that consider top-down political experiments and bottom-up urban practices and their convergence in the protection, maintenance and regeneration of public goods. The goal is to give space to studies that investigate the relationship between austerity, public goods and care practices.

Understanding and reconverting tertiary vacancy
The vacancy of tertiary buildings is a growing issue in urban and regional dynamics. While vacant offices are a visible symptom of economic, social and environmental mutations, they also represent an opportunity to rethink the role of business districts and the uses of the city as a whole. The aim is to analyse tertiary vacancy in France and Europe for identifying the potential for converting unoccupied buildings, whether into housing or other functions: coliving, hotels, industrial or commercial activities, data centres, living labs, collaborative spaces, etc.

Socio-environmental issues and planning challenges
The evolution of market gardening and fruit trees is a rapidly expanding field of research, hence the need for in-depth studies to identify and maximize their positive impacts in disparate urban contexts (geographical and climatic) marked by often difficult conditions and particularly strong competition between different possible uses of resources. They play an essential socio-cultural role by reflecting important heritage, symbolic, and identity values. Finally, they bring local communities together around participatory and innovative projects involving citizens, public decision-makers, associations, and researchers.

Feeding urban territories in North Africa
Crossed perspectives from Algeria and Egypt
This collective volume explores urban food supply systems in North Africa, with a particular focus on Algeria and Egypt, where rapid processes of metropolization and megalopolization intensify pressures on food resources. Through a territorially grounded approach, the book aims to examine the challenges of food security in cities facing urban sprawl, loss of agricultural land, rising food demand, and increasing dependence on imports. The objective is to provide a cross-cutting analysis of territorial dynamics, supply chains, urban–rural reconfigurations, and the limitations of public policies in addressing urban food systems. Contributions are expected to adopt empirical, comparative, or modelling approaches, addressing themes such as urban planning, multi-level governance, food justice, short supply chains, and the regulation of informal economies, all within a broader perspective of strengthening the resilience of urban food systems.

La transformation contemporaine des territoires, catalysée par l'évolution des technologies numériques, la contribution des avancées en informatique et l'intensification manifeste des bouleversements climatiques, soulève des questionnements épistémologiques fondamentaux concernant l'évolution de nos espaces anthropiques. Le concept émergent de « territoires intelligents et résilients » s'inscrit dans une démarche scientifique pluridisciplinaire, conjuguant les approches géographiques, anthropologiques, culturelles et technologiques. Cette manifestation scientifique vise à fédérer des chercheurs issus de multiples disciplines autour de cette thématique.

Maintaining public goods in an era of austerity

This special issue aims to highlight the spatial dimension of public goods maintenance and evolution in the context of austerity by adopting the spatial care perspective through three axes: 1) actors and practices involved in maintaining public goods; 2) maintaining public goods on a day-to-day basis; 3) the work and values of public goods. We encourage ethnographic and situated perspectives that consider top-down political experimentation, bottom-up urban practices and their convergence in the protection, maintenance and regeneration of public goods. This call is open to interdisciplinary, national and international contributions.

Colonialité du modèle métropolitain : imaginaires de l’aménagement et modes de vie urbains
Cette première journée vise à explorer la « colonialité » intérieure au territoire national, inhérente au modèle capitaliste métropolitain dans l’organisation urbaine du territoire national, en particulier à travers les dynamiques de métropolisation. Il s’agira plus largement d’évaluer la pertinence du concept et des théories de la (dé)colonialité lorsqu’elles sont appliquées aux champs de l’urbanisme (et son idéologie de l’aménagement urbain), de la sociologie (et ses modes urbanisés de vie en société) et de l’anthropologie (et ses conceptions narcissiques de l’individu-sujet).

À partir du croisement de situations d’abandon diverses, dans différents contextes institutionnels, géographiques et économiques, ce numéro vise à analyser les processus, les normes, les usages et les représentations qui sous-tendent la dévalorisation territoriale. Tous les terrains d’étude sont bienvenus, des pays anciennement industrialisés aux pays majoritairement agricoles, des contextes métropolitains aux espaces ruraux en passant par les villes petites et moyennes.

Changes in property rights and land regulation
Global and historical perspectives
How do land reforms affect land access and property rights? Who are the actors of these transformations? Does such evolution contribute to the commodification and financialization of land? How do urban regulations produce informalities and affect socio-spatial dynamics? This half-day thematic seminar seeks to delve into these key questions with two roundtables. Aiming to inform today’s urban transformations through law and history, the six presentations will cover different contexts as diverse as Istanbul, Northern Italy, rural China, Madrid, and colonial Bombay, spanning from the 14th century to today.

Nous allons publier aux Presses universitaires Blaise Pascal de Clermont-Ferrand un ouvrage sur la fragmentation géographique à différentes échelles. Nous avons déjà plusieurs contributions et souhaitons ouvrir à d’autres sur la thématique. L’accent est mis sur la relativité géographique des mouvements touchant un espace donné (développement impulsé ou spontané, exclusions et marginalisations, relances...), cela signifie que la réalité moyenne géographique n’est qu’une réalité qui en masque d’autres, positives ou négatives (ou les deux selon les lieux). Or, bien souvent, cet emboîtement de réalités géographiques est négligé, ce qui donne des analyses plus ou moins globales, alors que la géographie est variété spatiale, et que les situations de croissance ou de marge sont à relativiser.

Villes-santé et développement durable
Les effets pervers de l’urbanisation sur la santé sont de plus en plus visibles. Ils se sont renforcés au fur à mesure que les villes connaissent une croissance rapide en termes de changements sociaux, économiques et environnementaux. En effet, l’état actuel des villes réunit plusieurs facteurs qui engendrent des problèmes complexes et interconnectés, lesquels impactent fortement la santé physique et mentale des citoyens. La question centrale est de savoir comment concilier le développement urbain, la qualité de vie des citoyens et la préservation de l’environnement dans les villes, en prenant en compte les défis sanitaires et les impératifs du développement durable ?
