The making of education in the South

This issue aims to analyse recent changes in education systems in developing countries, where demand for education is high but research in this area is limited. Based on empirical studies, the issue examines the roles, dynamics and strategies of traditional, emerging and new educational stakeholders, as well as the impact of the diversification of educational provision. This ranges from 'premium' establishments for the elite to 'bottom-of-the-range' courses for the most disadvantaged. The issue examines the growing segmentation of the education market and the resulting regulatory measures, considering their potential to either harmonise or exacerbate inequalities in access to education at various levels (local, national and international).

Le pari migratoire européen en Afrique : un nouveau modèle de coopération ou une impasse ?
La question migratoire est devenue un enjeu majeur au sein de l’Union européenne. Les pays africains sont désormais au centre de la nouvelle politique migratoire des pays européens. L’enjeu de ce colloque est de s’interroger sur la pertinence, l’efficacité et les éventuelles limites de ce nouveau modèle de coopération dans la lutte contre l’immigration clandestine. Pour ce faire, les organisateurs encouragent une approche pluridisciplinaire, privilégiant l’exploration de thématiques choisies en raison de leur caractère transversal, sans toutefois s’y limiter.

« Équité, Diversité, Inclusion, Accessibilité » (EDIA) dans un monde du travail en mutation

La gestion de l’Équité, la Diversité, l’Inclusion et l’Accessibilité (EDIA) en milieu de travail n’est pas, au Canada, une question nouvelle : la Loi fédérale sur l’équité en matière d’emploi date maintenant de plus d’une trentaine d’années ! Cette question semble toutefois avoir connu, au cours des dernières années, dans le sillage de la mise en place du programme de réconciliation avec les peuples autochtones ainsi que des mouvements #MeToo et Black Lives Matters, un engouement croissant. Cet engouement s’inscrit dans un monde de travail en constante mutation : mutations dues, entre autres, à l’irruption des technologies de l’information et de la communication dans les relations de travail, au vieillissement de la population canadienne ainsi qu’à la pénurie de la main-d’œuvre. Il convient, dès lors, de s’interroger sur la place de l’EDIA au regard de ces constants changements que vivent les milieux de travail.

Cinquante ans de développement au Nord-Cameroun : bilan, enjeux et perspectives
Colloque national en hommage à Motaze Akam et Joseph Domo
Au Nord-Cameroun, considérée comme une région enclavée qu’il fallait ouvrir et développer, les stratégies politiques et programmes de développement peinent à produire des résultats escomptés. Pourtant, elle est riche du point de vue de son ouverture aux autres pays du Sahel (Tchad, Niger, Nigéria) et à la République Centrafricaine. Il s’agit d’un espace à forte intensité migratoire, favorable au commerce sous régional, à l’agriculture et à l’élevage, mais dont la configuration géographique favorise des conflits entre groupes sociaux différents. Le présent colloque souhaite créer le cadre d’un dialogue critique entre les spécialistes locaux des sciences sociales, en vue de croiser leurs vues sur une question qui, historiquement, a servi de socle factuel à la structuration du discours sociologique et qui se pose à nos sociétés comme un facteur important de bien-être, avec des enjeux inédits dont il s’agit d’interroger la portée socio-historique profonde.

On Migration Routes: Mobilities, Risk, and Uncertainty
Drawing from studies that lie within the framework of major contemporary “migration corridors” (Southeast Asia, sub-Saharan Africa, North America), this topical collection aims to explore the relationship between risk and migration from the perspective of migrants, at a time when the perils associated with crossing borders reach an unprecedented intensity. The reflection will focus on how migrants perceive the uncertainties and risks related to the decision to leave, and on the practices and mechanisms they use to manage these risks. In doing so, the notion of risk itself, as a culturally situated relation to the present and future, can be subject to critical reflection by examining the very concrete effects of uncertainty on the structuring of biographical trajectories in migration. Finally, this collection also aims to understand the link between the practical management of risk by migrants on a daily basis, and the management systems of “migration risks” implemented by institutional players.

Lorsqu’on parle des diasporas africaines, on met généralement en exergue celles qui ont traversé les mers pour s’installer en Europe, en Amérique ou en Asie. Aussi, la perspective globale, qui caractérise l’analyse du fait migratoire dans la littérature scientifique (africaine ou africaniste) étudie rarement les diasporas internes. Or, le mouvement des populations à l’intérieur du continent africain est intense. Berceau de l’humanité, l’Afrique a depuis la haute antiquité été un continent de migration. Cet appel s’adresse aux enseignants-chercheurs et chercheurs des universités, des instituts de recherche, aux doctorants et à tous les spécialistes qui s’intéressent à cette problématique.

“Privileged Migrations” Studies and the Plurality of Power Relations
This thematic dossier builds on the framework of privileged migrations studies to analyze the multiple power relations that are forged around international or overseas mobility, the resources that enable it, the benefits that it generates, the social mobility that it induces, and the forms of domination that it consolidates or reconfigures. This thematic dossier aims to account for dominant positions characterized by the accumulation of resources, advantages, and benefits accumulated through migration, as well as more ambivalent migratory experiences where the exercise of domination and the experience of minorization are intertwined and where migratory privilege must be nuanced. The contributions analyze the subjective experience of these advantageous social positions in migration, while approaching them relationally.

Migration and Development. Political Implications
Since the middle of the 2000s, the subject of the relationship between migration and development has become a mainstream issue. Considered as commonplace institutional object, present at all levels of public action, the migrations development nexus is characterized today by a depoliticized and instrumental treatment, based on an economic approach. This institutional depoliticisation tends to invisibilize the political dynamics to which it contributes. With this in mind, this special issue aims of Revue Européenne des Migrations Internationales to bring the critical studies of the relationship between migration and development back to the center of the scientific debate. It aims at grasping the contemporary political processes running through the discourses, practices and governance spaces of migration and developement initiatives, while contributing to the development of scientific knowledge of contemporary political and militant struggles in the field of migration and development.

Ce numéro de la revue Populations vulnérables souhaite interroger les trajectoires résidentielles associées aux parcours de vie et les événements qui viennent les infléchir, voire les déstabiliser. Elles peuvent porter sur l’ensemble des parcours de vie ou l’une de ces étapes (jeunesse, âge adulte, vieillesse) et s’attacher plus spécifiquement à certaines populations vulnérables prises sous une définition extensive (vulnérabilité économique, sociale ou en termes de santé). Les propositions viseront à analyser la nature, l’intensité, mais aussi le calendrier de ces mobilités, si possible en regard de celles des populations « moins » vulnérables. Les approches (quantitatives ou qualitatives) analysant les interactions entre les différentes trajectoires sont les bienvenues mais pas seulement.

The causes of violence and wars is a traditional theme of controversy. Some old philosophers, like Maurras or von Moltke, see war as a divine law. Others, like Plato, think that it results from human passions or that it constitutes a biological necessity (Nietzsche, Malthus). Still others attribute it to nationalism fueled by despotism. For Marxists, conflict comes from the clash of economic forces. Scholars, philosophers, and moralists debate whether aggression is a constant factor in human nature, an innate or acquired character.

L’UNESCO nous rappelle que la diversité linguistique et le multilinguisme sont essentiels pour le développement durable, mais l’attention se porte essentiellement sur les langues menacées et place la sauvegarde de la diversité linguistique sur le même plan que la biodiversité. La question des langues en danger est en effet essentielle, et quelques études suggèrent que la disparition des langues présente des risques importants pour la conservation de la biodiversité. Ce que nous voulons faire apparaître, c’est que les langues entrent en jeu dans tous les processus économiques, sociaux et culturels qui sont à la base du développement. La culture, l’éducation et la santé sont des facteurs de développement majeurs dont l’accumulation du capital est plus une conséquence qu’une cause et, où que l’on se place dans le monde, on peut en faire le constat, le rôle de la langue est omniprésent.

International migrations and labour from the 70s to the present
Since the 70s the presence of migrants in Europe, and especially in Italy, has become a structural issue and has been at the center of the public and political debate. The progressive demolition of welfare systems, the job precariousness, and new consumer lifestyles have generated different responses in terms of regulation of the admissions of foreign citizens in search of a job and their management (housing issues, access to health care, etc.). Both with regard to organization of forms of protection of immigrants in the exercise of theirs fundamental rights, especially in cases of serious discrimination and exploitation (immigrant associations, trade union action, etc.).

Crossing Critical Boundaries
Race in the Marketplace (RIM) is an international multidisciplinary research network dedicated to innovatively advancing knowledge and critically understanding the role of race and how it intersects with class, gender, ethnicity, religion, sexuality and disability in global marketplaces. Building on our successful inaugural RIM Research Forum held in Washington D.C in spring 2017, we have decided to broaden the movement across the Atlantic and hold the second biannual RIM Research Forum in Paris (France) from June 25 to June 27, 2019. The broad objective of this second Forum is to continue the dialogue across domains, disciplines and geographical boundaries to contribute to an integrated understanding of race in markets.
