Policies and their publics: discourses, actors and power

10th International Conference in Interpretive Policy Analysis

Anti-austerity protests in Southern Europe, the Occupy Movement in North America and Europe, to say nothing about the Vinegar Movement against the costs of hosting the 2014 World Cup in Brazil, are recent examples of spectacular contestations against government programmes which are paradoxically justified as being in the public interest. In a somewhat different vein, the widespread promotion of participatory democracy, at all levels of government, has spurred heated scholarly discussions regarding the 'democracy of the publics' (Manin, 1995). As such, the tenth IPA conference is devoted to studying public policies through their publics. The latter can best be understood as beneficiaries, recipients, and targets of public policies but also as stakeholders or participants in policy-making. In other words, publics are products as well as policy actors insofar as they inform public judgment (Dewey, 1927).

Intermediate Groups in the Portuguese Dominions, 16th-18th century

Revista de História (Universidade de São Paulo)

The Revista de História of the University of São Paulo (Brazil) invites interested scholars to submit proposals for articles to be published as part of a ‘dossier’ concerning intermediate groups in the Portuguese dominions on the Early Modern Age. Throughout that period, ‘middle people’ strove to assert themselves in rural areas and helped to shape old and new urban centers in the Portuguese World, corresponding to an increased demand for specialized services and ensuring the necessary extensions of royal representation functions and Church activities. Even though almost non-existent in juridical or normative terms, those groups were recognized both by nationals and foreigners as a complex and vibrant intermediate social layer. Time has come to try and distinguish its specificities, trends of formation and effective roles in social dynamics.

Architecture and liturgy: design autonomy and standards

The second International Seminar offers a new stage of critical reflection on the relationship between the liturgical and ecclesiastical guidelines offered by the Second Vatican Council and church architecture, and propose a reflection on what the terms of dialogue and the interdependence between architecture and liturgy are. The dogmatic constitution Sacrosanctum Concilium is a fundamentally important document in the Church's struggle for renewal with immediate and obvious repercussions on the architectural questions concerning the construction and organization of the celebratory space. Therefore, this Seminar is intended as an occasion to compare and propose various ways of seeing and experiencing the relationship between autonomy and the standard applied to the architectural design, in reference to conciliar liturgical instances.

The Intricacy of Walking in the City

Methods and Experiments

The conference will explore the hypothesis that the complexity of walking in the city renders it paradoxically omnipresent and invisible at the same time. As an elementary mode of access to services and facilities, a link between vehicular modes of transport and scheduled tasks, a micro-scale within the macro-scale of personal and collective organisation, walking becomes all the more essential – albeit undervalued – by being ascribed a vague and trivial character in everyday life. Questioning the forms and consequences of this complexity provides the general framework of the present Call for Papers, inviting scholars from around the world to present their research. This includes, but is not limited to, examining and evaluating the context of walking in urban landscapes, not only in a variety of physical and biological conditions, but also inseparably in the context of social interaction, cultural representation and individual and collective motivation.

Le cinquième de ces laboratoires se déroulera à Rīga le 5 septembre 2014 et explorera le thème suivant : la cohérence des espaces intérieurs et extérieurs dans l’architecture Art nouveau européenne.

La ville face au numérique : enjeux d’un projet conjugué au futur

Ce colloque entend contribuer à l’élaboration d’une compréhension des dynamiques sociales et politiques qui se posent à la croisée des notions de numérique et de l’urbain contemporain comme contexte. En considérant la ville comme le support actif d’un espace politique et social, à l’image de la polis grecque, cette manifestation scientifique s’inscrira dans une anthropologie de la relation ville - numérique. Les regards sur ce double objet d’étude s’attacheront aux différents concepts qui caractérisent leur relation et aux acteurs qui en sont concernés. De quelle manière les enjeux socio-politiques de la fabrication de la ville se construisent-ils à travers le développement des notions de « ville numérique », « smart city », « ville 2.0 » ou « ville contributive » ?

Berggebiete als globale Zulieferer: Neue Formen regionaler Disparitäten zwischen Berggebieten und Metropolregionen

Sozio-ökonomische Berggebietsforschung hat sich in der Vergangenheit zumeist mit der Beschreibung, Interpretation und dem Umgang mit Wirtschaftsschwäche und Bevölkerungsrückgang beschäftigt. Mit dem demnächst erscheinenden Themenheft zu neuen Einwanderern (editiert von Federica Corrado) zeichnen wir ein anderes Bild, das des sozio-demographischen Wachstums. Das neue Themenheft möchte beide Fragestellungen sowohl theoretisch als auch empirisch zusammenführen und damit einen Beitrag leisten zu Risiken und Chancen hochspezialisierter Berggebietsentwicklung. Dabei soll die Frage nach „spatial justice” (Edward Soja, 2010) aufgeworfen und nach potentiellen alternativen Entwicklungspfaden gesucht werden.

Vivre, consommer et agir dans une Palestine glocale

La réalité palestinienne, marquée par le conflit, a le plus souvent été analysée au seul prisme de sa spécificité politique ou culturelle. Or, de nouvelles manières de vivre, de consommer et d’agir inscrites dans un registre global ont vu le jour ces dernières années et sont largement restées inexplorées. Le colloque réunira essentiellement des chercheurs et doctorants en sciences sociales et humaines travaillant sur la Palestine mais sont aussi sollicitées des recherches sur d’autres terrains (Maghreb / Moyen-Orient / Europe) dans une dimension comparative. Ce colloque entend par ailleurs confronter des approches différentes : entre art et science, recherche et action, il fera dialoguer les sciences sociales avec les travaux d’artistes, d’architectes, les pensées et modes d’action de collectifs militants et citoyens.

Resulting from a series of developed works in the last decade within the framework of social sciences (namely Sociology of Culture, Sociology of Arts, Sociology of Youth, Urban Sociology and Sociology of Music), in this advanced seminar we will have the opportunity of deepening the understanding around the importance, functioning, process, the agents, characteristics, genres and subgenres of the current urban music scenes. The ANOTHER MUSIC IN A DIFFERENT ROOM will be a fruitful space for ideas, discussions and, therefore, for a great developments on scientific knowledge. With a population exceeding twenty million, Karachi is one of world’s largest ‘megacities’. It is also one of the most violent. Since the mid-1980s, Karachi has endured endemic political conflict and criminal violence, which revolve around control of the city and its resources (votes, land and bhatta—‘protection’ money). These struggles for the city have become ethnicised. In the process, Karachi, often referred to as a ‘Pakistan in miniature’, has become increasingly fragmented, socially as well as territorially.

The summer school invites applications particularly from postgraduate students in history, art history, cultural studies and the social sciences, as well as young architects and city planners. Applicants should have a genuine interest in an interdisciplinary exchange on the history of the city and city development. Participants should have a specialization connected with Rome as well as a keen thematic and methodological interest in urban studies. Sessions will be held in English. Contestations, Emotions! Social and artistic expressions in the Public Space

A theoretical and practical perspective from the ground

During the recent movements of contestation in Mediterranean countries different kind of aesthetic gestures using the streets and the public spaces as places for a public manifestation of some social, ordinary -or radical- critic. They proceed from an ordinary culture that is transformed, adapted then spread out upon a new form in artistic tracks taking place in public spaces. These actions have both a critical and aesthetic dimension. They rely on the environment, mobilize cognitive, memorial and cultural or ordinary patterns. They also mobilize a common culture . This is the case of rap, new uses of old music, villages against occupation, graphic art in Palestine, in Egypt or in Syria. The conference will present and analyse some forms of experimentations, and public and critical commitments. What kind of “public spaces” is in use nowadays? How it configures new spaces of critic and public space and a new environment ? The panel will adopt a trans-disciplinary perspective by bringing together social scientists and practicers or activists.

Architectures for Emergencies

We wish to deepen discussions and researches around the topic of architecture in emergencies situations, on which we started working with Boundaries' issue n. 2. Even if they are considered as special events – something rarely happening – emergencies are, in many cases, an everyday reality around the globe : from natural to man-made disasters, architecture must face a broad variety of emergency circumstances. Can we speak about “architecture” at a given historical moment or in certain geographic areas?
