Travel to, in, and from the Ottoman World and Turkish Republic
Turkish Journal of History (Tarih Dergisi)
For this special issue of Tarih Dergisi, the Turkish Journal of History, we invite original research addressing questions arising from travel to, in, and from the Ottoman Empire and Turkish Republic. Essays may focus on the place of travel writing in historiography. They may also address any and all aspects of travel. We particularly welcome studies of travel works in any format – books, manuscripts, letters, diaries, journals, reports, log-books, cartography, web-blogs – by Ottoman, Turkish, Arab, Asiatic and African travellers of any period. Essays need not, however, be restricted to conventional travelogues by individual travellers. We welcome studies concerned with modes of travel (pedestrianism, equestrian travel, trains, cars, planes, boats), and with questions involving mass travel (migrancy, nomadism, deportation).

The development of cinephilia and the promotion of French and local cinemas
The contribution of the French Institutes and the Alliances françaises
The role of movie theatres in the development of cinephilia is a field which has been the subject of a number of researches . Among these venues, a specific section consisting of those of the network of French cultural institutions abroad has not been analysed. Yet they have encouraged and still make a significant contribution to the dissemination and the promotion of cinema. The French cultural action outside France in general has been widely studied, cinema-related action, however, has been neglected. The aim of this colloquium is to remedy this lack and to highlight this contribution to the development of the cinephilia and to the promotion of French and local cinemas, including the encouragement of young creation and the emergence of new talents.

Environ trois décennies après la vague de récupération des démocraties en Amérique latine, la région a connu une succession d'alternances politiques qui ont tiré bénéfices de la « Décennie dorée ». Celle-ci a engendré croissance et stabilité politique et a également entraîné à moyen terme une consolidation des ordres constitutionnels et démocratiques. Cependant, le phénomène du ralentissement économique a remis en exergue, dans de nombreux pays du continent, les disparités importantes dans la répartition de la richesse entraînant une forte insatisfaction citoyenne et le risque d'un retour à une période d'instabilité politique.

Contested Hybrid Democracy: Endorsing or Revisiting the Liberal Model in non-Western Countries
IPSA Istanbul 2016
Democracy has become a worldwide reference in terms of political organization and governance. While the universal character claimed by such a model has largely been theorized from a Western point of view, the variety of uses and appropriations from non-Western countries, including emerging States, remains unexamined. Disappointed with the results brought by the transition paradigm, the hybrid regimes literature tends to assess the unequal reception of the democratic model in non-Western countries. Nevertheless, the hybrid regimes analytical frame does not exhaust the question of the inner workings of these regimes, since its scientific referential remains based on Western theories and focuses on the uncompleted democratization processes and dynamics. This panel aims at switching the analytical frame towards the reception of the democratic model in non-Western countries through an assessment of uses and reappropriations of this model by political and social actors. Non-Western countries represent an interesting reflection ground for testing appropriation-reject dialectics regarding the Western democratic model. While this model directly inspires some of these countries (India, South Africa or Turkey), it has been rejected by other countries (China and Russia). Are there emerging models of democracy or counter-democracy models in non-Western countries ? We shall address these questions related to the unequal reception of the democratic model in non-Western countries.

This panel aims to critically analyze the ongoing revival of subsurface natural resources extraction in Western countries. Considering the new mining projects emerging in France and in Quebec, for example, but also the recent boom for unconventional oil and gas across the globe, questions on the political aspects of these projects emerge: Which political factors contribute to relocate extractive industries in Western countries where they tended to be declining? Is there qualitative change during the planning and implementation phases of projects, towards public participation and consultation or community profit-sharing?

The making of cultural policies
Trans-Acting Matters: Areas and Eras of a (Post-)Ottoman Globalization
This workshop takes place in the framework of the research project “Trans-Acting Matters: Areas and Eras of a (Post-)Ottoman Globalization”. It aims to analyse the making of cultural policies and actions in Turkey and the post-ottoman spaces. We wish to question the ways in which the circulations participate in the construction of cultural policies today as well as to rethink the earlier cultural policies and actions from the late Ottoman Empire onwards. The workshop attempts to question the co-production of cultural policies, of their spaces and territories, as well as the plurality of the conceptions of culture carried by cultural policies. The workshop will focus on the phenomena of hybridity, of connections, and associations of various actors which co-produce original forms of cultural policies.

Climatic change, air quality and energy challenges: the role policy in urban transport and preventative measures in developing countries and emerging economies
Transport is an integral component of sustaining livelihoods: without efficient urban transport mankind would not survive and develop and nor would economies. Yet, despite the immense benefits that transport enables, such as access to jobs, markets, education, and consumer goods and services via global supply chains, the transport sector generates substantial disbenefits. These include dependence on non-renewable energy, greenhouse gas emissions, local pollutions, road accidents and inequalities of access. Such disbenefits clearly demonstrate that the transport sector is currently unsustainable economically, environmentally and socially.

Amazighs and the turmoil of the Arab Spring
Issues and perspectives for the Berber peoples in North Africa
Ce panel s’intéressera au mouvement de revendication identitaire et linguistique berbère. Dans toute l’Afrique du Nord, la revendication culturelle amazighe articule toute une série d’acteurs collectifs. La structuration organisationnelle, la trajectoire, les répertoires d’actions et le pouvoir de se faire entendre de ces derniers varient selon les situations nationales tandis que se développent un discours et des références idéologiques communes, pan-amazighes. Les mobilisations en Kabylie, la participation des Amazighes au mouvement du 20 Février au Maroc, l’irruption sur la scène politique berbère de forces armées en Libye, l’émergence d’une revendication amazighe en Tunisie s’ajoutent à une extension des revendications culturelles et linguistiques à des domaines comme l’environnement et la gestion des ressources économiques locales. Par ailleurs on assiste à une montée en visibilité des jeunes lors des mobilisations récentes. Le panel se proposera donc de discuter des thèmes en relation avec cette évolution.

This workshop will explore the theme of Turkish political and cultural influence in the world, exploring scientific debates on the topic of “soft power” and its applicability to contemporary Turkey. This workshop aims at raising several questions: To what extent is the concept of “soft power” adequate to characterize Turkey’s influence and its weaknesses both on the international stage and towards its neighboring countries? Reciprocally, how can the analysis of the different patterns of Turkey’s influence help us question the concept of “soft power”, and to come up with other notions?
