Le but de la conférence de Pondichéry en mars 2006 est d’explorer les leçons et les enjeux dans le domaine du foncier et de la gestion des ressources naturelles dans une approche interdisciplinaire et comparative.

La conférence sera accueillie par le Dr. Ambedkar Government Law College Pondicherry et par l’Institut Français de Pondichéry en mars 2006, probablement du 17 au 19. Elle est coorganisée avec l’Association Francophone d’Anthropologie du Droit (AFAD) et le SIEJ “Droit et Globalisation” des Facultés Universitaires Saint Louis, Bruxelles
Le but de la conférence est d’explorer les leçons et les enjeux dans le domaine du foncier et de la gestion des ressources naturelles dans une approche interdisciplinaire et comparative. La conférence réunira des chercheurs venant du droit et des sciences sociales en provenance principalement d’Inde et de France. L’approche comparative se réfère ainsi autant aux comparaisons internationales qu’à la nature interdisciplinaire de la conférence.
Des contributions peuvent être présentées dans les panels suivants:
1. Accès à la terre, répartition de la terre et sécurité juridique (ce panel pourra également inclure les questions du empowerment des femmes dans l’accès aux terres ainsi que la question de la reconnaissance des droits des peuples autochtones).
2. Les enjeux écologiques du foncier et de la gestion des ressources naturelles
3. La participation des communautés locales dans le jeu foncier et son organisation institutionnelle.
4. Les défis du foncier face à la globalisation et à la « bonne gouvernance » (ex : investissements étrangers, impacts de la Banque mondiale)
5. Les enjeux du foncier suite au Tsunami.
Les résumés des contributions devraient être envoyés à Christoph Eberhard (c.eberhard@free.fr) pour juillet / août. Les articles achevés sont attendus pour novembre. En effet, les contributions en français seront traduites en anglais et il serait bon de faire circuler toutes les contributions AVANT de nous rencontrer pour assurer une bonne intercompréhension et poser les bases à des discussions fécondes.
Le Dr. Ambedkar Government Law College Pondicherry et l’Institut Français de Pondichéry s’occupent de l’organisation locale.
L’AFAD se chargera de donner à la conférence une visibilité internationale et contribuera aux frais de déplacement de ses chercheurs (s’adresser à Claude Bontems et à Geneviève Chrétien-Vernicos : c.bontems@laposte.net et gvernicou@noos.fr)
Le SIEJ “Droit et globalisation” des Facultés Universitaires Saint Louis, Bruxelles, prendra en charge les remboursements pour les frais de voyage des participants indiens.
L’Institut Français de Pondichéry mettra à disposition sa logistique pour une publication rapide et efficace des actes de la Conférence.

The conference will be hosted by the Dr. Ambedkar Government Law College Pondicherry and the French Institute of Pondicherry in Pondicherry during march 2006, probably from 17th to 19th of march. It is coorganized with the Francophone Association of Legal Anthropology (AFAD) and the SIEJ “Law and Globalisation” of the Facultés Universitaires Saint Louis, Brussels.
The aim of the conference is to explore the current issues and challenges related to Land Law and natural resources’ management from an interdisciplinary and from a comparative perspective. The conference will bring together scholars with a legal background and social scientists from India and from abroad. Thus the "comparative perspectives" refer as much to the international comparisons as to the interdisciplinary nature of the conference.
The two main areas of research will be Land Law and Land Reforms and Natural Resources Management. Papers can be submitted for the following panels :
1. Land acquisition and distribution (including women empowerment in land law and recognition of tribal peoples’ rights) and the legal protection of rights.
2. Land law, natural resources’ management and the environment. Ecological stakes.
3. The participation of local communities in natural resources’ management (including its articulation with the institutions).
4. The challenges of land law and natural resources’ management confronted to “globalization” and to “good governance” (ex : foreign investment, World Bank regulations).
5. Challenges to land law resulting from the Tsunami.
Abstracts should be submitted by june / july and the final papers should be ready by november. Indeed, we will need to translate some of the papers from French to English and it would be good to circulate them BEFORE the conference to enhance the fruitfulness of the dialogues.
The Dr. Ambedkar Government Law College Pondicherry and the French Institute of Pondicherry in Pondicherry are taking care of the local organization..
The Francophone Association of Legal Anthropology (AFAD) will give international publicity to the conference and will provide the plane tickets to a few of its researchers to attend the conference.
The SIEJ “Law and globalisation” of Facultés Universitaires Saint Louis, Brussels, will provide the funding to meet the travel expenses of the Indian participants.
