L’université Paris-Sorbonne recrute un(e) doctorant(e) pour une durée de 36 mois à compter d’octobre ou novembre 2017, afin de contribuer à un projet de recherche franco-allemand sur la place charnière de la seconde guerre mondiale dans l’histoire de l’intégration technique du continent européen.

The University Paris-Sorbonne is recruiting a PhD student for a period of 36 months starting in October or November 2017, in order to contribute to a Franco-German research project on the pivotal place of the Second World War in the History of the technological integration of the European continent.

Projet de recherche

Le projet ANR/DFG EUROPTT (2017-2020) Infrastructures, coopération infrastructurelle et continuité de l’intégration européenne : l’Union européenne des postes et des télécommunications[1] est coordonné par Pascal Griset (Université Paris-Sorbonne, Sirice UMR 8138 et ISCC) et Guido Thiemeyer (Universität Düsseldorf).

Il réunit des chercheurs français et allemands basés à Paris, Strasbourg, Düsseldorf et Siegen, pour explorer les continuités et ruptures en matière de coopération technique internationale et d'intégration du continent européen durant la Seconde Guerre mondiale. 

La Seconde Guerre mondiale représente une césure dans l’histoire de l’intégration européenne. Mais jusqu’à quel point ? Même si le processus d’intégration européenne est de plus en plus inséré par l’historiographie dans des développements de longue durée, ancrés dans le XIXe siècle, cette guerre reste en tant que telle une césure profonde dans la plupart des travaux. Le projet EUROPTT interroge cette césure classique de manière critique en étudiant la coopération des Etats européens pour la régulation des réseaux d’infrastructures transfrontaliers pendant la Seconde Guerre mondiale et en corrélant les développements de cette période aux évolutions antérieures et postérieures. Il met en particulier l’accent sur l’Union européenne des postes et télécommunications (Europäische Post und Fernmeldeverein). Cette organisation internationale fondée en 1942 sur une initiative germano-italienne, avec une large base de membres européens, mérite attention. Le travail original qu’elle a mené en toute stabilité pendant deux ans témoigne aussi de nombreuses continuités avec les développements à l’œuvre avant 1939 et après 1945.

L’hypothèse de départ est que non seulement l’intégration européenne a été poursuivie dans ces secteurs socioéconomiques décisifs que sont les infrastructures, en dépit des fractures politiques, idéologiques et militaires des années de guerre, mais que cette dernière a approfondi la dynamique, jouant un rôle catalyseur sur le continent. Dans ce contexte, les relations franco-allemandes complexes car faites à la fois de collaboration, de coopération et de conflit ont joué un rôle clé.

Le projet est structuré en trois axes de travail interdépendants :

1. l’Union européenne des postes et télécommunications pendant la guerre
2. les continuités, discontinuités et césures dans la coopération dans les domaines des postes et des télécommunications d’un après-guerre à l'autre
3. les points communs et différences avec les autres grands réseaux d’infrastructures.

En rassemblant des spécialistes français et allemands aussi bien de l’histoire de la coopération européenne dans les infrastructures en général et les postes et les télécommunications en particulier, que de l’historiographie franco-allemande, et de l’histoire de l’intégration européenne, le projet promet une articulation novatrice de ces différents champs autour d’un objet méconnu mais clairement circonscrit. Il vise également à créer des passerelles entre les sites impliqués en Allemagne et en France, ainsi qu’entre les réseaux existants afin d’ouvrir de nouvelles perspectives à recherche sur la construction européenne.

Missions

Dans le cadre du projet EUROPTT, deux doctorant(e)s seront recrutés pour une durée de 36 mois à compter d’octobre ou novembre 2017. Les deux thèses seront centrées sur l’histoire de l’Union des postes et télécommunications européennes, fondée en 1942 à Vienne. Le(la) doctorant(e) recruté(e) à Paris par l'Université Paris-Sorbonne travaillera soit sur la dimension postale de l'Union, soit sur les télécommunications. Les deux doctorant(e)s seront appelés à travailler de manière coordonnée : ils pourront partager certains séminaires de formation, s’épauler dans l’inventaire et le dépouillement des archives et présenter ensemble leurs résultats.

Les sources seront situées en Allemagne, en France et dans les autres Etats concernés. Notamment : archives du ministère français des Affaires étrangères à Paris et Nantes, Archives nationales à Paris, archives fédérales de Berlin-Lichterfelde, archives politiques du ministère des Affaires étrangères à Berlin, Archives fédérales de Coblence, archives à Londres, Genève, Bruxelles, la Haye, Rome, Stockholm, Helsinki.

Le salaire brut mensuel sera de 1 758 euros. Le candidat aura également un budget complémentaire alloué au financement des missions sur le terrain.

Conditions d’éligibilité

Le(la) candidat(e) recruté(e) par l'Université Paris-Sorbonne participera pleinement aux travaux de l'équipe, en jouant un rôle d'animation (notamment par la contribution active à l'actualisation d'un carnet de recherche commun) tout en développant ses problématiques personnelles.

Il devra être titulaire d’un Master 2 Recherche et avoir une formation en histoire contemporaine. Une formation en histoire des techniques et/ou histoire de l’intégration européenne est un atout mais pas une nécessité. Le(la) candidat(e) devra faire preuve d’expérience dans la recherche en archives, et idéalement dans la recherche sur plusieurs sites d'archives. La nature du travail exige des compétences rédactionnelles et orales parfaites dans l'une des deux langues, français ou allemand, et une compréhension passive de l'autre. Le(la) candidat(e) devra faire preuve d’une grande mobilité puisqu’une large partie de ses activités de recherche aura lieu à l’étranger, en particulier en Allemagne.

Argument

The ANR / DFG EUROPTT project (2017-2020) Infrastructure, infrastructure cooperation and continuity of European integration: the European Post and Telecommunications Union[1]is coordinated by Pascal Griset (Université Paris-Sorbonne, Sirice UMR 8138 and ISCC) and Guido Thiemeyer (Universität Düsseldorf). It gathers French and German researchers based in Düsseldorf, Siegen, Paris and Strasbourg to explore the continuities and breaking points in international technical cooperation and integration of the European continent during the Second World War.

The Second World War represents a turn in the history of European integration. But how far ? Even though the process of European integration is increasingly embedded in long-term developments, anchored in the nineteenth century, war remains as such a profound (and often unquestioned) break in the historiography. The EUROPTT project questions this classical turn critically by studying the co-operation of European states in the regulation of cross-border infrastructure networks during the Second World War and correlating the developments of this period with past and later developments. It places particular emphasis on the European Post and Telecommunications Union (Europäische Post und Fernmeldeverein). This international organization founded in 1942 in Vienna on a German-Italian initiative, with a broad base of European members, indeed deserves attention. The original work that it carried out in stability over two years also bears witness to many continuities with the developments at work before 1939 and after 1945.

The founding hypothesis is that not only has European integration been pursued in these decisive socio-economic sectors of infrastructure, despite the political, ideological and military fractures of the war years, but that the latter has deepened the dynamics, playing a catalytic role on the continent.

The project is structured into three interrelated lines of work:

1. the Europäische Post und Fernmeldeverein during the war
2. continuities, discontinuities and caesura in post-war co-operation in postal and telecommunications fields
3. commonalities and differences with other major infrastructure networks. 

By bringing together French and German specialists in both the history of European cooperation in infrastructure in general and post and telecommunications in particular, as well as Franco-German historiography and the history of European integration, it promises an innovative articulation of these different fields around an unknown but clearly circumscribed object. It also aims to create bridges between the sites involved in Germany and France, as well as between existing research networks in order to open up new content and institutional perspectives to Franco-German scientific collaboration in a European context.

Missions

Within the framework of the EUROPTT project, two PhD candidates will be recruited for a period of 36 months starting in October or November 2017. The two theses will focus on the history of the European Post and Telecommunications Union. The doctoral candidate recruited by Université Paris-Sorbonne in Paris will work either on the postal dimension of the Union or on telecommunications. He or she will write his or her PhD dissertation in French. The two PhDs will collaborate together – sharing training seminars, sharing inventory and analysis of archival materials and presenting their results.

The sources will be located in Germany, France and the other states concerned (in particular Archives of the French Ministry of Foreign Affairs in Paris and Nantes, National Archives in Paris, Federal Archives of Berlin-Lichterfelde Ministry of Foreign Affairs in Berlin, Federal Archives of Koblenz, various archives in London, Geneva, Brussels, The Hague, Rome, Stockholm, Helsinki).

The monthly gross salary will be 1758 EUROS. The PhD candidate will also have a budget for field work.

Eligibility

The candidate recruited by the Université Paris-Sorbonne will participate fully in the work of the team, and play a facilitating role (in particular by actively contributing to the updating of a common research blog), while developing his or her personal research.

He/She must hold a Master degree or an equivalent postgraduate degree allowing to pursue a PhD and have a background in contemporary history. Training in the history of technology and / or history of European integration is an asset but not a precondition. The candidate must have experience in archival research, and ideally in multi-archival research. The nature of the work requires perfect writing and oral skills in one of the two languages, French or German, and a passive understanding of the other. The candidate will have to be highly mobile, since a large part of his/her research activities will take place abroad, particularly in Germany.
