  Special issue of the Journal of Géographie et Cultures

  This issue of Géographie et cultures proposes to explore the emergence of art markets in the metropoles of the Global South and related phenomena. It will investigate both the drivers of these new regional dynamics, in particular via the circulation of art works and stakeholders in the art world, and their local impact in terms of cultural and urban policy, the urban renewal of previously marginal neighborhoods, and the emergence of new public spaces or even new social norms and hierarchies.

  Looking at COP21 and the climatisation of the world

  La COP21 organisée à Paris en décembre dernier a été présentée comme un succès historique pour la gouvernance du climat et comme un renouveau du multilatéralisme environnemental. L’accord de Paris semble en effet fixer pour les années à venir un nouveau cadre non contraignant, mais néanmoins engageant pour maintenir le réchauffement climatique à un niveau raisonnable pour nos sociétés. Six mois après cet événement et une fois l’effervescence médiatico-politique retombée, l’objectif principal de ce colloque est de faire un retour distancié sur cet événement pour en discuter la portée au-delà même des négociations... Ce colloque s’appuie sur un collectif ayant impliqué une trentaine de chercheurs en sciences sociales dans le suivi de la COP.

  Dans une société qui privilégie une appréhension du monde via nombres d’artifices, subterfuges d’une proximité croissante avec l’ensemble de la planète, l’homme semble tendre vers une perte de contact avec son milieu, un désenracinement de son existence concrète. Il se dépossède, peu à peu, de l’expérience corporelle qu’il fait du monde. Dans ce contexte, se poser la question – de quoi est fait le monde ? – en ce qu’il a de plus élémentaire, le plus à la source de nos ressources, outrageusement exploitées ou épuisées, passe d’une évidente pertinence à une absolue urgence : apprendre à re-garder profondément le monde et ses matières, de tous nos sens, reprendre contact avec la dimension poétique du réel pour qu’enfin le ré-enchantement devienne une éthique partagée de notre être au monde ! Alors comment penser, construire et habiter le monde à partir de ce qu’il est le plus élémentairement fait – terre, eau, air, feu, etc. – ? Quelles intelligences de situations, quelles innovations, quels milieux habités se fabriquent ou sont en capacité d’être imaginés, d’être créés pour demain ... ou dès maintenant ? A l’ère de l’anthropocène, comment penser et construire l’habiter par la renaissance des éléments ?

  Comment les jeunes appréhendent-ils l’espace urbain dans nos villes contemporaines ? Quels usages font-ils des espaces publics ? Quels impacts les technologies de la communication ont-elles sur leur pratique de la ville ? De quelle façon « habitent-ils » la ville, c’est-à-dire : comment pratiquent-ils l’espace urbain ? Comment agissent-ils dans l’espace urbain ? Et comment celui-ci les agit-il ? En quoi les jeunes sont-ils « révélateurs de nos rapports aux espaces publics » ? Quels sont les postulats sur la ville de demain en termes de confort et de bien-être que nous présentent les propositions qui cherchent à rendre la ville aux enfants et, dans une moindre mesure, aux adolescents ?

Thus, each particular identity and appears to understand it, we must analyze the highly variable combination of multiple constitutive factors themselves change over time and space.

  Recently, the scale of migration has generated strong images and speech that on one hand incite an urge to situate these events in academic debates, and also to participate in their objectification. This issue of E & S concerns access to the city by migrants, considering such access as an intermediate step between the flow of migration and registration (one time, temporary or permanent) of people in specific spaces. We expect proposals from those hoping to analyze the materiality of access points, technologies that accompany these processes, objects that materialize migratory situations, and finally, the temporal dimension of space. Empirical research from so-called “developing” countries will be valued highly and will be conducive to the renewal of analytical and operational framework categories, often forged in the North.

  Cette journée d’étude souhaite explorer les différentes facette de l’émigration féminine au XIX^e et au XX^e siècle, qu’elle ait été individuelle ou de groupe, assistée ou forcée. Il s’agira pour cela d’analyser les différents types de migration, les raisons socio-économique qui les motivent (push et pull), ainsi que leurs conséquences. Le regard sera aussi porté plus particulièrement sur les migrantes elles-mêmes, sur la façon dont elles peuvent / ont pu être affectées par leur passage d’un territoire à un autre, percevoir leur voyage et être perçues dans leur nouvel environnement. Les modalités institutionnelles, sociales et humaines de leur migration et, le cas échéant, les mécanismes d’appropriation des nouveaux territoires et/ou espaces sociaux seront discutés.

  Workshop - ATRI 2: socio-environmental dynamics

  Dans la continuité des réflexions précédentes, ce workshop propose de scruter comment l’intime, en tant que mode de relation sociale singulier, intervient dans la fabrique d’un agir collectif. S’engager au nom de la nature ou de l’environnement révèle et nourrit des attachements. Il s’agit de questionner l’opérativité du sensible et de sa mise à l’épreuve esthétique, à travers le recours à la notion de paysage, l’esthétisation des espaces ou le développement du Land Art. Comment cet appel des sens contribue-t-il à la mise en œuvre d’actions qui prendront une portée collective ? Si les protagonistes en présence sur ces scènes d’engagement peuvent être issus d’horizons sociaux très divers, l’implication de spécialistes du sensible tels que les artistes au côté de simples amoureux de la nature, d’habitants, de militants, de scientifiques ou d’élus n’est pas anodine et mérite d’être prise en compte comme un des rouages de l’arène politico-affective de la naturalité. La réflexion menée permettra ainsi d’interroger l’idée de nouveauté ou de rupture associées aux formes d’engagements contemporains et leur articulation avec des attachements.

Les flux de toutes natures que ces relations déclenchent, les stratégies des acteurs qui sont au centre de ces dynamiques, les territoires institutionnels, politiques ou identitaires que construisent ou renforcent ces reconfigurations et les dissymétries sociales et économiques qu’elles génèrent ont été étudiés par le programme collectif de recherche Périmarge : « Périphéries, marges : interpréter les relations aux centres dans la mondialisation », financé par l’ANR sur l’appel « Métamorphoses des sociétés : Inégalité-Inégalités ».

  Financing the city. City transfers under financial stress

  Funding for the city has been the subject of much attention over the last 15 years. The rise of institutional investors around the pan-securitization of real estate, and the development of private public partnerships in a context of shrinking public resources are phenomena that have overturned ways of doing things. This issue does not aim to analyze new models of financing urbanization as such, but to study the consequences. Several lines of work can be evoked which are all supported by the analysis of social and spatial effects of the ways of funding the city today: the effects of globalized city funding, concentration of players, modes of financing and the standardization of products, the development of new forms of public-private partnership and logical investment locations, the transitional funding arrangements for more sustainable cities or competitive cities through major partnership operations, are questions that can be addressed.

  Inventing Grand Paris: comparative approaches to metropolises in the 1970s-2000

  Le quatrième colloque international « Inventer le Grand Paris » s’inscrit dans un programme pluriannuel de recherche sur l’histoire du Grand Paris qui s’est développé dans une perspective transnationale et interdisciplinaire. À partir de dates clés de l’histoire du Grand Paris, ce programme propose d’éclairer son actualité en confrontant sa planification et son aménagement à ceux d’autres métropoles à travers le monde. Ainsi, le colloque initial (2013) a pris comme point de départ les travaux de la Commission d’extension de Paris de 1913, première expression d’un projet pour le Grand Paris. Le deuxième (2014) correspondait à la période du premier Plan d’aménagement de la région parisienne, dit plan Prost, de 1934. Le troisième (2015) a porté sur les années quarante jusqu'au Schéma directeur d’aménagement et d’urbanisme de la région de Paris (SDAURP) de 1965. Le colloque de 2016 portera sur les dernières décennies du vingtième siècle, entre 1970, fin d’une période de forte croissance, et 2001, début d’un nouveau cycle qui sera marqué par la relance de la thématique du « Grand Paris ».

  Depuis quelques années, les cigognes blanches que l’on observe au Portugal, qui normalement migrent vers le sud l’hiver venu, se sont partiellement sédentarisées. Cet important changement dans leur comportement migratoire ne serait pas dû aux seuls changements climatiques ; on en impute la faute à la multiplication des décharges à ciel ouvert qui procurent à ces échassiers des ressources alimentaires abondantes moyennant peu d’efforts, les incitant ainsi à annuler leur voyage annuel. Ce cas paradigmatique montre qu’une certaine forme de liberté interprétative de son environnement (Umwelt) joue en faveur ou en défaveur de l’animal dans l’établissement de comportements interactifs avec son milieu. Le cas des cigognes proposé présente aussi l’avantage d’être corrélé à une détérioration de leur milieu de vie résultant d’une dépréciation, de la part des sociétés humaines industrielles, de la richesse naturelle des milieux écologiques.
