Understanding and reconverting tertiary vacancy
The vacancy of tertiary buildings is a growing issue in urban and regional dynamics. While vacant offices are a visible symptom of economic, social and environmental mutations, they also represent an opportunity to rethink the role of business districts and the uses of the city as a whole. The aim is to analyse tertiary vacancy in France and Europe for identifying the potential for converting unoccupied buildings, whether into housing or other functions: coliving, hotels, industrial or commercial activities, data centres, living labs, collaborative spaces, etc.

Energy transitions and economic thinking in German-speaking territories, 1800-2000
ETRANHET explores how economic ideas on energy have developed in various market-economy contexts around the world, since the first waves of industrialization at the turn of the 19th century. It particularly addresses three key questions: (1) How did past economists (broadly defined) conceive the connection between energy, growth, and development? (2) How did they consider innovation and technological change in energy affairs? (3) How did economic discourse on energy influence policymaking, and vice versa? Areas covered by the project include Continental Europe, the British Isles, North and Latin America, South-East Asia, and some areas under colonial control. This workshop will be an opportunity to look more closely at German-speaking territories within Continental Europe.

Fifth International Congress on Desert Economy
This congress is an interdisciplinary scientific research platform on the desert, arid lands, and the Sahara (hot drylands, hyperarid or semi-arid regions, oasis and remote rural areas) economy, management, and development, in order to contribute effectively to the good governance and in the sustainable development of arid lands worldwide, by stimulating meetings between all stakeholders on a global scale, with a view to fostering dialog, partnership, and cooperation among desert countries worldwide: Africa and the Gulf States (the MENA and the Sahel...), the United States of America, Australia, China, India, South America..., and creating a conducive environment to the exchange of experiences, expertise, trainings, educational practices and innovation, around themes related to the desert economy and to the arid lands management.

Les journées doctorales « Regards critiques sur le développement » visent à promouvoir les synergies entre les jeunes chercheur·euse·s (jeunes docteur·e·s, doctorant·e·s et masterant·e·s) en sciences sociales contribuant à la recherche critique sur le développement, à l’étude des politiques et des institutions qui prétendent l’incarner et le mettre en pratique, ainsi que leurs fondements idéologiques, dans les Nords comme dans les Suds. Ces deux journées seront par ailleurs l’occasion d’ouvrir la discussion et de favoriser les échanges entre membres de diverses unités présentes sur le site Condorcet. De cette manière, les journées doctorales seront de riches moments didactiques pour les jeunes chercheur·euse·s, quel que soit l’état d’avancement de leurs travaux.

Artistic, Digital, and Political Creation in English-Speaking African Countries
Africa 2020
French President Emmanuel Macron announced on 3rd July 2018 in Lagos that a Special Season would be organized in France, from June to December 2020, to mark a renewed partnership with Africa, a “varied, strong and diverse continent that will play a part in our shared future”. Even if this cultural focus cannot be abstracted from a broader geopolitical agenda marred by controversial presidential declarations, it nevertheless has the potential to offer a somewhat different coverage of the continent. One can only hope that it avoids the temptation to officially “curate into being” “exceptional” artists (Dovey), tapping into the all-too-familiar image of Africa as “the supreme receptacle of the West’s obsession with, and circular discourse about, the facts of ‘absence,’ ‘lack,’ and ‘non-being,’ of identity and difference” (Mbembe).

While the notion of sustainability continues to be associated with the Brundtland Report (1987) and the concept of sustainable development, a community of sustainability researchers and practitioners increasingly seeks to emancipate the concept to be consistent with the knowledge and aspirations of the moment. The enthusiasm and expectations for more sustainability go beyond mere environmental issues. They touch on crucial social issues as well. The symposium papers intends to question the paradigms, models, scenarios and practices that embody sustainability. One may wonder what meaning should be given to the very idea of sustainability and the representations it conveys.

This symposium is part of a recent and very dynamic renewal of research on the State in economics involving a critical examination of two dominant postulates of the discipline: 1) the assumption of an apolitical State or a benevolent dictatorship which pursues no private interest maximizing the general interest. 2) The assumption of “soft trade”, i.e. the exclusion of social conflicts, inter-state and intra-state wars in the presence of markets. Our discussions aim to explore how the sovereign, prudential, and providential dimensions of the state can be interpreted if these two assumptions are dropped. What is the place of conflictual power in the genesis and evolution of the rules governing the distribution of wealth and economic, social, and ecological development?

Rationalization, dominance and mobilizations
Work is neither a subject omitted by the research on the Horn of Africa, however this is nor an object of study in its own right. Scholars generally subordinate analysis of work to analysis of development. On the one hand this concept of development is linked with an optimistic vision which highlights the successes of the developmental State implemented in Ethiopia. On the other hand, development is associated to a pessimistic view of the country, focused on poverty reduction.

Considering on the one hand, the current global village under construction in which many stakeholders are called to interact towards the realisation of a common destiny and, on the other hand, the concern for the preservation of local ressources, the need for a more concrete implementation emerges from the principle of integration. The objectives of sustainable development (OSD) were thus adopted with the aim, by 2030, to eliminate poverty in all its forms through the promotion of sustainable industrialisation that benefits all, and promotes innovation and research and encourages large companies and transnational corporations to adopt and integrate viable practices. The essential aim of objectives is to create jobs, increase local wealth through gross domestic product (GDP) and more efficient use of ressources through the use of clean, socially inclusive and environmentally friendly technologies and processes.

The aim of this call for papers is to elicit experiences and/or analyses of the beginning or end of tourism, as well as interpretations of the end of the differentiation between the tourist and ordinary worlds which we are currently observing. Comparisons and attempts at modelling will be welcome. The papers may be proposed by researchers, practitioners or associations and may be jointly authored. They must deal with one of the three topics described below, which are to be the subject of three successive seminars.
