African students in the USSR and other former Eastern Bloc countries (1960–1990)
From national histories to an international context
On the one hand, we need to reexamine the evolution of Soviet politics and USSR strategies for cooperation, especially with African countries, development aid in the broader geopolitical context in which academic and cultural exchange programs, and the circulation of students and elites took place.On the other hand, we have to link the mobilities of students and elites to the evolution of national politics pursued by African countries, especially as far as their academic, economic, and industrial policies are concerned.The goal is also to compare this dual historic contextualization of mobilities of the students of the African countries to the historical changes that took place in the relations that such countries had with former colonizing countries after winning their independence. Finally, all of this research will be analyzed in the light of the history of the knowledge and scientific fields involved and cultural representations of Africa developed in partner-country societies.

Transnational representations of the flight and explusion of Germans after WWII
Germany, Poland and the Czech Republic
Depuis une quinzaine d’années, les événements de la fuite et de l’expulsion des Allemands des territoires de l’Est à la fin de la seconde guerre mondiale occupent l’espace public en Allemagne de façon massive. Le présent colloque souhaite élargir le périmètre de perception de la fuite et de l’expulsion aux pays d’Europe centrale concernés : la Pologne, la République tchèque et la Slovaquie. Si le colloque s’intéresse principalement à la représentation des événements historiques dans la littérature, les arts, les médias, les musées et les expositions, surtout après 1989, il est néanmoins nécessaire d’accorder une place à l’historiographie du temps présent des différents pays concernés, notamment en s’interrogeant sur les nouvelles approches historiographiques. Il proposera également une réflexion sur ces événements dans le sens de la construction d’une mémoire commune en Europe centrale.

Mapping the History of the Bohemian Lands and the First Czechoslovak Republic (1880-1938)
It seems that in contrast to the contemporary history of former Czechoslovakia, the research on the late 19th and early 20th centuries has remained static in the last couple of years. How can the recent historiography on the Bohemian lands be encouraged? Which approaches and research fields emphasizing the mutual relationships between local, national and transnational actors promise new perspectives and interpretations of multiethnic society? The workshop aims at critical discussions of the state of research and of ongoing research projects related to the Bohemian lands and the First Czechoslovak Republic, focusing on comparative or transnational questions in the given period.

Le séminaire « Politique communautaire et réforme de l'État en Europe post-communiste » (anciennement connu sous le nom « La réforme de l’État dans les pays post-communistes ») est animé par Elise Bernard et Julien Arnoult (CERSA/CNRS/université Panthéon-Assas Paris 2). Il se tient depuis 2005 au Centre d'études et de recherches en sciences administrative et politique (CERSA). Le séminaire accueille chaque mois des spécialistes qui partagent leurs connaissances et leurs recherches sur une partie ou l'ensemble de l'Europe post-communiste.

Russia in 1993
Du 21 septembre au 4 octobre 1993, la Russie connaît une crise politique majeure. Par l'oukaze 1400, le président B. Eltsine suspend les pouvoirs du Soviet suprême de la Fédération de Russie. Présenté comme un moyen de sortir d'un conflit qui durait depuis des mois, ce décret est rejeté par une grande partie des députés. Ils se retranchent dans la Maison Blanche, autour de laquelle se réunissent leurs partisans. L'affrontement politique se conclut par le bombardement de la Maison Blanche. Bilan : plus de 150 morts. Vingt ans après octobre 1993, le colloque a pour objectif de proposer une sociologie de cette crise politique cruciale. En s'attachant tant à la période précédant le conflit qu'à son déroulement et à ses conséquences, il interroge les différents récits de l'événement et analysera dans leur diversité les trajectoires individuelles et collectives des acteurs.

Ce colloque international est organisé sur une base pluridisciplinaire (histoire, sciences politiques, sociologie, anthropologie, littérature, géographie, etc.), autour de 4 grands axes de discussion et de réflexion. Interviendront dans ce colloque 35 chercheurs et doctorants du Maghreb (Algérie, Maroc, Tunisie), d’Afrique subsaharienne (Bénin, Cameroun, Congo, Ethiopie, Sénégal), d’Europe (France, Grèce, Roumanie), et de Russies ainsi que des témoins, anciens étudiants résidant au Maroc, ayant fait leurs études en URSS ou en Russie, à Cuba, ou dans un pays d’Europe de l’Est.

Military Journalism in Russia and the Commonwealth of Independent States (CIS)
Journal of Power Institutions in Post-Soviet Societies, Issue 16 - Spring 2014
In the sociology of media, the question of military journalism occupies a special place as one carrying significant political and institutional-specific implications. This is particularly obvious in the case of the USSR, where censorship, ideological challenges related to conflicts, and inaccessibility of the army have hindered attempts to gain knowledge of the production process regarding news and information surrounding the military. Since the fall of the USSR, Russian media space has experienced an opening and a liberalization applicable to military journalism. The old Soviet army newspapers have continued to exist (Krasnaia Zvezda, for example) while civil titles dedicated to military topics have appeared (for instance, the military supplement Nezavisimoe Voennoe Obozrenie of the daily newspaper Nezavisimaia Gazeta). At the same time, new independent media have gravitated toward military topics, fed by specialized civil correspondents. This issue of The Journal of Power Institutions in Post-Soviet Societies will be devoted to military journalism in the USSR, Russia and the Commonwealth of Independent States (CIS) from concurrent historical, sociological and political points of view. It will examine the faces of tension and compromise between freedom of the press and constraints suitable for military journalism.

This workshop will explore the theme of Turkish political and cultural influence in the world, exploring scientific debates on the topic of “soft power” and its applicability to contemporary Turkey. This workshop aims at raising several questions: To what extent is the concept of “soft power” adequate to characterize Turkey’s influence and its weaknesses both on the international stage and towards its neighboring countries? Reciprocally, how can the analysis of the different patterns of Turkey’s influence help us question the concept of “soft power”, and to come up with other notions?

Une part importante des pays anciennement communistes (hors URSS) fait l'objet de travaux en termes d'européanisation tandis que les ex-républiques soviétiques sont souvent abordées sous l'angle du nationalisme et des régimes autoritaires. Serait-ce là l'essentiel du post-communisme ? Une fatale alternative sans autre issue ? Organisée par les doctorants du programme Russie – CEI de Sciences Po, cette journée d'études vise à dépasser cette opposition. Les axes thématiques retenus sont les suivants : formation du personnel politique, action collective, questions mémorielles, discours et légitimité, construction de l'identité nationale. La journée d’étude permettra également d'inscrire ces recherches dans les questionnements actuels de la science politique en les confrontant au regard de spécialistes d'autres aires géographiques.

La recherche scientifique a longtemps fait porter les débats (et continue utilement de le faire) sur les définitions de l’Europe centrale, sur la question des nations et des minorités nationales, sur la place des ensembles régionaux et des nations en Europe. À l’approche du dixième anniversaire de l’adhésion de plusieurs pays de l’Europe médiane à l’Union européenne et à un moment où les difficultés économiques et financières semblent favoriser l’expression des réticences à l’idée d’Europe, il s’agit de s’interroger sur la perception de l’Europe telle qu’elle peut être ressentie dans cette région.

Avec le mouvement de décolonisation en Afrique, l'URSS et les pays d'Europe de l'Est se sont ouverts à l'accueil massif des étudiants africains. Le colloque entend retracer les grandes lignes de cette histoire en accordant une attention particulière aux pays du grand Maghreb et aux parcours professionnels de ces étudiants, notamment les futurs inégnieurs. Il est organisé autour de quatre axes principaux : histoire des relations politiques et universitaires entre les pays du grand Maghreb et les pays de l’ex-bloc soviétique ; devenir professionnel et politique des diplômés maghrébins et sub-sahariens ; étudiants maghrébins et subsahariens : histoires, parcours et expériences spécifiques ? ; le groupe socio-professionnel des ingénieurs.

International Social Science Summer School in Ukraine - Mykolaiv (Ukraine)
The 5th Annual International Social Science School, to be held in Mykolaiv, Southern Ukraine, on 2-9 July 2013, will have the theme of “Challenging the Social Order: Revolution, Reform and Transformation Under and After Socialism.” For an intensive week in early July, an international group of twenty doctoral students and up to a dozen faculties are converging to a different town in Ukraine to hear and discuss presentations on ongoing research on a critical theme. The Summer School is designed to be interdisciplinary and international and follows the format of a Workshop. The program also includes lectures and field trips, of historical and contemporary significance, within the region.

Comment y sont-ils arrivés ? Quelles ont été alors leurs expériences ? Qu’est-ce qui les a marqués ? Quel a été leur devenir professionnel et politique ?

A Forgotten October? Russia in 1993
From 21 September to 4 October 1993, Russia experienced a major political crisis. The political confrontation between President Boris Yeltsin and the Parliament ended with the storming of Parliament by the army on 4 October, and the arrests of the rebel deputies and their supporters : more than 150 were dead and 400 injured. October 1993 has been considered as a stage in the regime's derailment from democracy and as forming the matrix of political developments in the country leading to Vladmir Putin. Twenty years after October 1993, this Conference aims to propose a sociological analysis of this crucial but neglected political crisis. To this end, it seeks to question the official version of the event, and will restore the place of alternative accounts and memories. It will analyse the debates on different political models and economic reformes so as to understand the stakes of the conflict as identified by the actors.

Elle abordera également la question de la représentation des frontières et espaces frontaliers à travers l'art et la cartographie (elle est également en lien avec la question « Représenter l'espace » au concours de l'agrégation de géographie).

Phantom Borders in the Political Behaviour and Electoral Geography in East Central Europe
We understand phantom borders as political borders, which politically/legally do not exist anymore but seem to appear in different forms and modes of social action and practices today, as for example voting as one part of political behaviour. The conference deals with historical borders, made visible in discourses and maps concerning political behavior, as for instance in electoral maps. Our aim is to challenge the historical interrelation of current political behaviour, the involvement of geopolitical images, internal as external governance contexts and transnational networks for (re)constructing historical borders as phantom borders. We are interested in case studies especially about East Central Europe, but also in studies from all over the world combining qualitative and quantitative approaches, addressing the main questions of the conference. Case studies may address different levels and scales from local to transnational. -

Referendums and the European democratic ideal
There has most definitely been a renewed interest in referendums in Europe. Over time, some countries such as Switzerland have fully integrated this form of popular ballot into their political practises while others, having scarcely used them in the past, are turning to them more and more. Given that the absolute purity of referendums contrasts sharply with the imperfections of representative democracy, they are often considered to be the impassable horizon of the democratic ideal. In this sense, they can be considered to be the essential expression of democratic will. Yet referendums are more frequently referred to in political discourse than they are actually put into use. -

Depuis une quinzaine d’années, les événements de la fuite et de l’expulsion des Allemands des territoires de l’Est à la fin de la seconde guerre mondiale occupent l’espace public en Allemagne. Le colloque souhaite s'interroger sur les représentations littéraires, artistiques, médiatiques et muséographiques de ces événements dans une perspective transnationale, en incluant la réception de ces événements dans les principaux pays voisins concernés : Pologne – République tchèque et Slovaquie. Il s'inscrit ainsi dans une tendance à lire ces événements dans une perspective européenne des migrations et déplacements de population.
