  Local and Regional Authorities as new diplomatic actors since the 1980's

  The seminar will take place in the Strasburg villa of the European Parliamentary Association, and focus on the affirmation of the role of local authorities (cities, regions, federated states...) on the international stage since the 1980's. It will welcome contributions from a large scale of academic fields (history, political sciences, geography...), and aim at analysing the changes that this evolution brought to international relations as welle as the new definition of diplomacy that may have emerged from it.

  Global Internet Governance as a Diplomacy Issue

  The First European Multidisciplinary Conference on Global Internet Governance – Actors, Regulations, Transactions and Strategies (GIG-ARTS 2017)

  “Digital diplomacy” has recently been the subject of significant debates, events and activities at a variety of governance sites. The concept is often used without having been clearly defined and delimited. For some, it is restricted to the use of digital means, especially social networks, by diplomats to practice a kind of “Public Diplomacy 2.0”. In others’ views, it extends to foreign affairs and international relations with regard to all matters related to the digital environment, including internet governance. There is undoubtedly a need to better understand recent transformations of diplomacy in the digital era, their drivers and their nature, whether and how they might change European and transnational power relations and, ultimately, which values they carry and channel on the global scene.

  We are especially interested in manuscripts on social rights and democracy. Our intent is to prepare a set of discussions on how democracies promote social rights today, i.e., to what extent social movements, legal institutions, parliaments and executive power are able to find solutions to the challenges of democracies today? Have, for example, affirmative action, housing and health care programs, and even direct financial assistance to the poor actually reduced inequality? In addition, what are the most effective solutions for poverty? Are courts the best way to ensure social rights today? We are also interested in papers that address the costs of social programs. These are some of the possibilities, but many other questions may be brought to the table. We encourage submissions based on historical approaches carried out by jurists, political scientists, historians, sociologists, and other professionals in fields that have particular focus on legal problems.

  Revisiting Commemoration

  Practices, uses and appropriations of the Centenary of the Great War

  The Centenary of the Great War has become a major commemorative event. In France, through the range of events it has inspired, and their distribution throughout the country, this Centenary has become as significant an event as the Bicentenary of the French Revolution was in 1989. At the time, the Bicentenary was a significant contribution to the development of original landmark studies, on the staging of history, and on commemorative social practices, on memory politics and their transformations over the long term, on “commemorative mania” or the erasing of the national “commemorative superego”. The Centenary of the Great War thus provides the opportunity to pursue this reflection by emphasising, not so much who is commemorating but what the commemoration is doing: the practices, the uses and the social appropriations that arise from this. Unlike in 1989, the Commemoration of the First World War is taking place simultaneously in different countries. It therefore allows us to immediately incorporate a comparative perspective.

  Tout comme les catastrophes naturelles, il est possible de prédire que des scandales publics se produiront chaque année, mais on ne peut savoir à l’avance quels lieux seront touchés ni l’ampleur des dommages causés. À la différence des catastrophes naturelles, les scandales publics ne sont toutefois que la pointe de l’iceberg d’une multitude de transgressions qui perdurent tout en restant cachées loin des canaux de publicité. Pire, certains comportements seront condamnés dans un pays, alors qu’ils seront normalisés dans un autre. Dans le présent numéro de la revue Éthique publique, nous entendons traiter des scandales publics sous toutes leurs formes : politico-administratif, politico-financier, médiatico-politique ainsi qu’au regard des questions relatives à la pluralité des mœurs et des morales.

  The simplification of forms and the modes of public policy

  La « simplification » fait partie des priorités des politiques de modernisation de l’action publique du Secrétariat général pour la modernisation de l'action publique (SGMAP). Elle porte sur trois aspects : vie des particuliers, vie des entreprises, et action des administrations. Très médiatisée, comme le fameux « choc de simplification » souhaité par le Président de la République en 2013, elle est supposée répondre à un besoin majeur de la société, pour faciliter et fluidifier la relation entre les pouvoirs publics et les citoyens. Cependant la recherche de simplification n’est pas apparue avec la politique actuelle de modernisation de l’action publique.

  Gender and European Integration

  Depuis la fin de la seconde guerre mondiale, les « pères fondateurs » de l’Europe ont souvent été célébrés alors que les femmes qui ont également œuvré à sa construction sont bien souvent oubliées. Louise Weiss, parfois qualifiée de « grand-mère de l’Europe », est sans doute la plus célèbre d’entre-elles. Mais quel fut également le rôle des divers mouvements européistes de l’entre-deux-guerres, du lobby européen des femmes, de personnalités telles Ursula Hirschmann, Jacqueline Nonon, Fausta Deshormes La Valle (fondatrice de la revue Femmes d’Europe) et de tant d’autres actrices de l’intégration européenne ? Quand, comment et avec quels moyens œuvrent-elles pour une Europe plus égalitaire en matière de sexe et de genre ? L’ambition du colloque est d’observer au prisme du genre l’histoire de l’intégration européenne, pour en mieux comprendre les origines, le fonctionnement et les effets.

  The Obama presidency in historical perspective

  Si l’élection de novembre 2008 fut saluée comme historique, les deux mandats qui suivirent furent-ils pour autant décisifs ? Dans quelle mesure Obama fut-il, pour reprendre la typologie de Stephen Skowronek (1993), un président qui sut, à l’instar de Franklin Roosevelt, créer un nouvel ordre économique et politique fondé sur la « répudiation » des équilibres antérieurs ? Peut-on parler plus largement d’une présidence « transformatrice » qui fit évoluer la nation américaine ou, au contraire, fut-elle « minimaliste », comme l’avait anticipé Cass Sunstein (2008), voire une « restauration » traditionnaliste ? De bien des façons la présidence Obama semble se situer entre ces types, mais jusqu’où et de quelle façon ?

  Contested Hybrid Democracy: Endorsing or Revisiting the Liberal Model in non-Western Countries

  IPSA Istanbul 2016

  Democracy has become a worldwide reference in terms of political organization and governance. While the universal character claimed by such a model has largely been theorized from a Western point of view, the variety of uses and appropriations from non-Western countries, including emerging States, remains unexamined. Disappointed with the results brought by the transition paradigm, the hybrid regimes literature tends to assess the unequal reception of the democratic model in non-Western countries. Nevertheless, the hybrid regimes analytical frame does not exhaust the question of the inner workings of these regimes, since its scientific referential remains based on Western theories and focuses on the uncompleted democratization processes and dynamics. This panel aims at switching the analytical frame towards the reception of the democratic model in non-Western countries through an assessment of uses and reappropriations of this model by political and social actors. Non-Western countries represent an interesting reflection ground for testing appropriation-reject dialectics regarding the Western democratic model. While this model directly inspires some of these countries (India, South Africa or Turkey), it has been rejected by other countries (China and Russia). Are there emerging models of democracy or counter-democracy models in non-Western countries ? We shall address these questions related to the unequal reception of the democratic model in non-Western countries.

  Fung Global Fellows Program “International Society: Institutions and Actors in Global Governance”

  Princeton University is pleased to announce the call for applications to the Fung Global Fellows Program at the Princeton Institute for International and Regional Studies (PIIRS).  Each year the program selects six scholars from around the world to be in residence at Princeton for an academic year and to engage in research and discussion around a common theme. During the academic year 2016/17, the theme for the Fung Global Fellows Program will be “International Society: Institutions and Actors in Global Governance.” The growth of international organizations and transnational actors has brought about the emergence of a dense international society above the nation-state. Under what circumstances do new international organizations or transnational associations emerge, and when do they expand in their membership and jurisdiction? Does international society function as a constraint on states? How do states and societal actors navigate the complex and overlapping jurisdictions of international organizations? In what ways do international organizations and associations function as distinct cultures or as bureaucracies with their own interests?
